শেয়ারবাজার :::: বাংলাদেশ শিপিং করপোরেশনের (বিএসসি) দুটি লাইটারেজ ট্যাংকারের ব্যবহারযোগ্য মেয়াদ আগামী বছর শেষ হয়ে যাচ্ছে। এ অবস্থায় বিএসসি সরকারি-বেসরকারি অংশীদারিত্বে (পিপিপি) এক লাখ থেকে এক লাখ ২৫ ডিডবি্লউটি ধারণক্ষমতা সম্পন্ন দশ বছরের পুরনো একটি মাদার ট্যাংকার কেনার পরিকল্পনা করছে। প্রস্তাবিত মাদার ট্যাংকারটির দাম পড়বে প্রায় সাড়ে তিনশ' কোটি টাকা। এর মধ্যে বিপিসি দেবে ৩০ শতাংশ বাকি ৭০ শতাংশ বেসরকারি খাত থেকে নেওয়া হবে বলে বিএসসি সূত্রে জানা গেছে।
সূত্র জানায়, বিএসসির দুটি লাইটারেজ ট্যাংকার ২৫ বছর ধরে কাজ করার পর আগামী বছর এ দুটির মেয়াদ শেষ হয়ে যাচ্ছে। মেয়াদ শেষের আগে উদ্যোগ নেওয়া না হলে তা বড় ধরনের সমস্যা সৃষ্টি হতে পারে। এ জন্য মেয়াদ শেষের আগেই একটি মাদার ট্যাংকার কেনার উদ্যোগ নেওয়া হয়েছে।
সূত্র জানায়, দেশের আমদানি করা জ্বালানি তেল পরিবহনের জন্য বাংলাদেশ পেট্রোলিয়াম করপোরেশন (বিপিসি) বিদেশি তেলবাহী জাহাজ ব্যবহার করছে। আর এ জন্য প্রতিবছর ব্যয় হচ্ছে ১৭০ কোটি টাকা। ১০ বছরের পুরনো মাদার ট্যাংকারটি কেনা হলে বৈদেশিক মুদ্রা সাশ্রয়ের পাশাপাশি আমদানিকরা জ্বালানি তেল পরিবহনের ক্ষেত্রে ঝুঁকি অনেকটা কমে যাবে। এটি পরবর্তী ১৫ বছর ব্যবহার করা যাবে।
এ বিষয়ে পরিকল্পনা কমিশন থেকে বলা হয়েছে, তেলবাহী একটি জাহাজ কেনা অত্যন্ত ব্যয়বহুল। তবে যেহেতু বিএসসি একটি সরকারি মালিকানাধীন প্রতিষ্ঠান সেহেতু জাহাজটি কেনার প্রয়োজনীয় অর্থের একটি অংশ বৈদেশিক ঋণ থেকে সংগ্রহ করা যাবে। প্রকল্পটি পিপিপির অধীনে বাস্তবায়ন করা যেতে পারে। পরিকল্পনা কমিশনের মতামতের পর বিএসসি পিপিপির অধীনে মাদার ট্যাংকারটি সংগ্রহের উদ্যোগ নিয়েছে বলে সূত্র জানায়। নৌপরিবহন মন্ত্রণালয় সূত্রে জানা গেছে, বর্তমানে বিএসসির নৌবহরে মোট ১৩টি জাহাজ রয়েছে। আগামী ৩-৪ বছরের মধ্যেই এগুলো ব্যবহার অনুপোযোগী হয়ে পড়বে। অর্থাৎ আগামী ৩-৪ বছরের মধ্যেই ১৩টি জাহাজ নৌবহরে পুনর্স্ট্থাপন করতে হবে। এ অবস্থায় বিএসসি ১০ বছরের পুরনো ছয়টি জাহাজ কেনার চিন্তা করছে। আর এ জন্য মোট ব্যয় হবে প্রায় ১৩শ'কোটি টাকা।
এ ছাড়াও গভীর সমুদ্রে অবস্থানকারী মাদার ভেসেল থেকে অপরিশোধিত তেল বহনের কাজে নিয়োজিত দুটি লাইটেজ ট্যাঙ্কারেরও ২৫ বছর পূর্ণ হবে আগামী বছর। এসব বিবেচনায় নৌপরিবহন মন্ত্রণালয় ১০ বছরের পুরনো মাদার ট্যাঙ্কার কেনার উদ্যোগ নিয়েছে।

Photo: STAR The pro-BNP lawyer suffered a massive heart attack after police arrested him on August 11 and died on Friday in a city hospital.
“The government is responsible for the death of MU Ahmed,” Khaleda, who is now in Saudi Arabia, said in a statement after hearing the news over phone.
“Law enforcers brutally tortured him after his arrest and that is why the government cannot avoid responsibility for the incident,” said the opposition leader.
Shairul Kabir Khan, an official of chairperson’s press wing, told The Daily Star that she condemned and expressed her deep shock over the death.
“Ahmed’s death is nothing but a planned killing which was a part of government’s conspiracy to wipe out the opposition and a clear violation of human rights,” Shairul quoted Khaleda as saying.
Meanwhile, BNP acting secretary general Mirza Fakhrul Islam Alamgir said they will stage countrywide demonstrations on Saturday protesting what he said the killing of Ahmed.
As party of their nationwide protest, a protest rally will be held in front of party’s central office after the Janaza of MU Ahmed in the afternoon.
Advocate MU Ahmed died at around 1:00pm at Square Hospital, Biswajit, customer service officer of the hospital, told The Daily Star. He was admitted to the hospital on August 16.
The lawyer was rushed to the National Institute of Cardiovascular Diseases (NICVD) after he suffered the heart attack following his arrest in a police assault case.
Shahbagh police filed the case on August 2 against Ahmed and several other pro-opposition lawyers on charge of assaulting police personnel and preventing them from discharging their duties on the SC premises.
The High Court on August 10 rejected the bail pleas of MU Ahmed and 10 other pro-BNP lawyers in the case filed by Shahbagh Police Station.
The Detective Branch (DB) of police on August 17 handed over the custody of MU Ahmed to his wife Selina Ahmed in response to an application.
