শেয়ারবাজার :::: পাওয়ার স্টেশনের (বিদ্যুত কেন্দ্র) জন্য আমদানি করা ভর্তুকির ফার্নেস অয়েল পাচার হয়ে যাচ্ছে বিদেশী জাহাজে। সংঘবদ্ধ একটি চক্র পদ্মা অয়েল থেকে প্রতিসপ্তাহে উল্লেখযোগ্য পরিমাণ ফার্নেল অয়েল উত্তোলন করে অয়েল ট্যাঙ্কারযোগে বিদেশী জাহাজে বাংকারিং (জ্বালানি হিসেবে) কাজে ব্যবহার করা হচ্ছে। এতে সরকারের বিপুল পরিমাণ বৈদেশিক মুদ্রার অপচয় হচ্ছে। পদ্মা অয়েলের ফার্নেস অয়েল বিপণন বিভাগের সংঘবদ্ধ প্রভাবশালী একটি চক্র এ কাজে দীর্ঘদিন ধরে জড়িত বলে অভিযোগ পাওয়া যায়।
পদ্মা অয়েলের দায়িত্বশীল সূত্র জানায়, ২০০৯ সালের জুলাই থেকে সরকার পাওয়ার স্টেশনগুলোতে বিকল্প জ্বালানি হিসেবে ফার্নেস অয়েল যোগান দিতে বিশেষ ব্যবস্থা গ্রহণ করে। অগ্রাধিকার ভিত্তিকে ফার্নেস অয়েল দেয়ার জন্য পদ্মা অয়েল একটি ৫ সদস্যের বিশেষ কমিটিও গঠন করে। চাহিদা বৃদ্ধি পাওয়ায় চারমাস ধরে মাহফুজুল হক (জিএম মার্কেটিং), নরেশ চন্দ্র দাশ (ডিজিএম সেলস), কফিল উদ্দিন মাহমুদ (এজিএমআরটি), মাহবুবুল আলম (এজিএম সেলস) ও কামাল উদ্দিন (এজিএম এ্যাকাউন্টস) এর নেতৃত্বে ফার্নেস অয়েল সরবরাহের জন্য পদ্মা অয়েল একটি পূর্ণাঙ্গ কমিটি গঠন করে। প্রতিসপ্তাহে দু'দিন ফার্নেস অয়ের ডেলিভারির নিয়ম রয়েছে। শিল্প এবং পাওয়ার স্টেশন খাতে এসব ফার্নেস অয়েল অগ্রাধিকার ভিত্তিতে দেয়ার কথা থাকলেও রহস্যজনকভাবে শিল্পের নামে বিপুল পরিমাণ ফার্নেস অয়েল পদ্মা অয়ের থেকে উত্তোলিত হয়। এ তেল বিপণন কোম্পানি গত অর্থবছরে ৩ কোটি ২৪ লাখ ৪০ হাজার ৮৫০ লিটার ফার্নেস অয়েল বিক্রি করে। এরমধ্যে ২ কোটি ৮৪ লাখ ৪০ হাজার ৭৮৩ লিটার ফার্নেস অয়েল বিক্রি হয়েছে শিল্পের নামে। পাওয়ার স্টেশন খাতে মাত্র ৩৬ লাখ ৮৭ হাজার লিটার ফার্নেস অয়েল বিক্রি হয়। অথচ, সরকারী বেসরকারী খাতে পাওয়ার সেক্টরকে উৎসাহিত করার জন্য সরকার ফার্নেস অয়েল যোগান দিতে থাকে। ফার্নেস অয়েল আমদানির ক্ষেত্রে সরকার লিটারপ্রতি ৪৮ টাকা ব্যয় হলেও ৮ টাকা ভতর্ুকি দিয়ে তা বিক্রি করা হয়।
সংশিস্নষ্ট সূত্র জানিয়েছে, আনত্মর্জাতিক বাজারের চেয়ে ভতর্ুকির সুযোগে দাম কম থাকায় একটি সংঘবদ্ধ চক্র পদ্মা অয়েলের বিপণন কমিটির দুই সদস্যকে হাত করে বিপুল পরিমাণ ফার্নেস অয়েল বিদেশী জাহাজে দীর্ঘদিন ধরে পাচার করছে। এ চক্রটি ৮ হাজার লিটার ধারণ ক্ষমতার অনত্মত ৩০ ট্যাঙ্ক লরি বিভিন্ন শিল্পের নামে বরাদ্দ নিয়ে তা বাংলাবাজারে অয়েল ট্যাঙ্কারে সরবরাহ করছে। কর্ণফুলীর বাংলাবাজার থেকে এসব অয়ের ট্যাঙ্কার সরাসরি বহির্নোঙ্গর ও কর্ণফুলী চ্যানেলে অবস্থানরত বিদেশী জাহাজগুলোকে জ্বালানি হিসেবে ফার্নেস অয়েল সরবরাহ করছে। অবৈধভাবে এসব বাংকারিংয়ের মাধ্যমে একদিকে পরিবেশ দূষণ হচ্ছে, অন্যদিকে মোটা অঙ্কের বৈদেশিক মুদ্রার অপচয় হয়ে যাচ্ছে। বিদেশী জাহাজ এবং শিপিং এজেন্টগুলো থেকে অর্থ নিয়ে চক্রটি দীর্ঘদিন ধরে পদ্মা অয়েল কোম্পানির ফার্নেস অয়েল পাচার করে দিচ্ছে। অথচ, চট্টগ্রামে সিংহভাগ শিল্প প্রতিষ্ঠান প্রাকৃতিক গ্যাসনির্ভর। বেসরকারী কোন পাওয়ার স্টেশনও ফার্নেস অয়েলের মাধ্যমে বিদু্যত উৎপাদন করছে না। তারপরও সিংহভাগ ফার্নেস অয়েল উত্তোলন রহস্যজনক।




Friends of Grameen yesterday said it is deeply disappointed and saddened by the decision of the Supreme Court of Bangladesh that upheld the central bank's decision to remove Professor Muhammad Yunus from Grameen Bank.
The Supreme Court yesterday rejected two appeals made by Grameen Bank and nine of the directors of its board, challenging the High Court decision to remove Prof Yunus as managing director, for exceeding mandatory retirement age.
“Today, we are extremely preoccupied about the independence of the bank and of micro-credit institutions in Bangladesh,” said Maria Nowak, president of the executive committee of Friends of Grameen.
She said alarming recommendations seem to be emerging from the report of the government-appointed review committee, leaked to the press last week, such as changes in the statutes, reconsideration of borrowers' role in the governance of the bank and extension of government control over Grameen's sister organisations, such as Grameen Telecom.
“We fear that amending the structure and governance of a democratic and egalitarian organisation poses a serious threat, with devastating ramifications on microcredit and social business activities in Bangladesh,” said the founder of French microfinance organisation AIDE.
The international platform set up to promote microcredit reaffirmed their strong support to Prof Yunus and to the independence of the Grameen Bank.
It said Yunus, known across the world as the 'Banker to the Poor', established the democratic framework of the bank, making it a unique and powerful microcredit model, replicated across the world.
Over the last three decades, the pioneering and innovative work of Grameen Bank has enabled over 80 lakh people from rural communities to lift themselves out of poverty, thanks to small business loans from the microfinance bank, said the group in a statement.
“Friends of Grameen” aims to promote microcredit and social business, both championed by Dr Yunus.

শেয়ারবাজার :::: ‘ভারত প্রতিবছর ৩৮ বিলিয়ন ডলারের তৈরি পোশাক আমদানি করছে। বাংলাদেশ সেখানে কয়েক বিলিয়ন ডলারের তৈরি পোশাক রপ্তানি করবে সেটাই স্বাভাবিক। কিন্তু বাংলাদেশ থেকে প্রতিবছর ভারতে রপ্তানি হয় অর্ধ বিলিয়ন ডলারেরও কম।

ভারতে রপ্তানি বাড়াতে চাইলে দু’দেশের সরকারকে বিশেষ উদ্যোগ নিতে হবে। রপ্তানিখাতে সব ধরনের প্রতিবন্ধকতা দূর করতে হবে।

ভারতের ব্যবসায়ীরা বাংলাদেশে আরও বেশি বিনিয়োগ করতে আগ্রহী। বিশেষ করে তারা বিদ্যুৎ ও জ্বালানি খাতে বিনিয়োগ করতে চায়। এ খাতে বাংলাদশের সঙ্গে যৌথ বা সরাসরি বিনিয়োগে তারা আগ্রহী।’

তিন দিনব্যাপী ভারত-বাংলাদেশ বাণিজ্যমেলার সমাপনী উপলক্ষে আয়োজিত সংবাদ সম্মেলনে সফররত কনফেডারেশন অব ইন্ডিয়ান ইন্ডাস্ট্রি- সিআইআই প্রতিনিধি দলের প্রধান ও টাটা ইন্টারন্যাশনাল লিমিটেডের উপদেষ্টা শ্যামল গুপ্ত সাংবাদিকদের এসব কথা বলেন।

Hundreds of visitors thronged the Indo-Bangla trade fair Friday at Sonargoan Hotel in the city to know about and buy products of their choice from the two countries.    

The three-day exhibition, organized by the India-Bangladesh Chamber of Commerce and Industry (IBCCI), opened on May 5 and became vibrant with visitors on the weekend holiday.

Bashundhara Group, the largest industrial conglomerate in the country, is one of the co-sponsors of the trade fair.

Bashundhara’s tissues, sanitary napkin, King Brand Cement, Bashundhara paper, Bashundhara LP gas, Bashundhara GI pipe and Bashundhara steels are on display in its stall.

Shamsun Nahar, one official of BG’s Sales Department, told banglanews, “We, on behalf of Bashundhara Group, have brought 15 kinds of products in the fair. Sale is not our purpose here--our aim is to introduce our products to the enthusiastic visitors.”

She added: “Many visitors are showing interest in buying products from the stall. So, we have taken decision to sell some products to cater visitors’ needs. Of them, tissue, paper and napkin are mentionable.”

A total of 40 industrial enterprises, including Bashundhara Group, are participating in the exhibition, sources said.

Notable participants are Airtel, Tata Motors, Asian Paints, Marico, Pritol Machine, Orbind Limited, Otobi, Bangladesh Fashion House, Amrita Group, VK trading.

“We are expecting that the fair will be successful this year like last year as we have got tremendous response to the fair,” said IBCCI President Abdul Matlub Ahmad.

“This fair is important for all industrialists, importers, exporters and marketing entrepreneurs of the two neighbouring countries as it creates friendly environment amongst the businessmen.”

The fair remains open from 10:00am to 8:00pm everyday and the entry fee is Tk 20.

(৬৪১) ১১ মে অর্থমন্ত্রী দেশে ফিরে আসার আগেই

শেয়ারবাজার :::: পুঁজিবাজার নিয়ন্ত্রক সংস্থা সিকিউরিটিজ এন্ড এক্সচেঞ্জ কমিশন সদস্যদের পদত্যাগে চাপ অব্যাহত রয়েছে। এসইসি সদস্য ইয়াসিন আলীকে অর্থ মন্ত্রণালয়ের ব্যাংক ও আর্থিক বিভাগের সচিব শফিকুর রহমান পাটোয়ারি চা পানের আমন্ত্রণ জানান। এ সময় অর্থমন্ত্রী আবুল মাল আব্দুল মুহিতের বরাত দিয়ে সচিব তাকে পদত্যাগের অনুরোধ করেন বলে বিভিন্ন সূত্রে জানা যায়। আগামী ১১ মে অর্থমন্ত্রী দেশে ফিরে আসার আগেই ইয়াসিন আলীকে পদত্যাগের অনুরোধ করেন তিনি। মো. আনিসুজ্জামানকে অর্থ মন্ত্রণালয়ে আমন্ত্রণ জানানো হয়। সচিবালয়ে গিয়ে সচিবকে না পেয়ে তিনি ফিরে আসেন। পরে সচিবের সঙ্গে টেলিফোনে কথা বলেন এসইসি সদস্য মো. আনিসুজ্জামান।
এদিকে ইয়াসিন আলীকে বার বার ফোন করে পদত্যাগের চাপ প্রয়োগ করা হলেও কমিশনের অপর সদস্য আনিসুজ্জামানকে পদত্যাগে কোনো চাপ প্রয়োগ করা হয়নি বলে জানা গেছে। সচিবের অনুরোধে ইয়াসিন আলী স্বেচ্ছায় পদত্যাগের সম্মতি জানালেও তড়িঘড়ি তাকে পদত্যাগ করতে বলা হয়েছে। জানা গেছে, অর্থমন্ত্রী দেশে ফিরে আসার আগেই ইয়াসিন আলীর পদত্যাগের বিষয়টি নিশ্চিত করতে সরকারের উচ্চ মহলের চাপ রয়েছে। এক্ষেত্রে পুঁজিবাজার কারসাজির সঙ্গে জড়িত একাধিক চক্র জড়িত রয়েছে বলে জানা গেছে।

(৬৪০) টেলিকম সেক্টরের ভিন্ন খবর

The government eventually has decided to reissue licence to two among the five PSTN companies the operations of which were closed down by it in March last year for their alleged involvement in illegal VOIP business.

The authorities have asked the telecom regulatory body to take necessary measures in this connection.

The PSTN (public switched telephone network) operators that have been considered for reissuance of licence are RanksTel and National Telecom. The remaining three companies would also get permission to resume their operations in phases, sources said.

The telecommunication ministry Thursday issued a letter to Bangladesh Telecommunication Regulatory Commission (BTRC) for reissuing licences.

A high official of the BTRC admitted that they got a letter from the telecom ministry and that they would fix their next plan according to the ministry's instruction.

He said the ministry has set some conditions for reissuance of licence. The conditions are: the companies have to withdraw the cases that were filed against BTRC and pay dues. However, the PSTN companies will not have to pay any charge for last 14 months of shut down.

The government took the decision in response to the appeal made by the operators, he said.

"In phases, the government will consider reissuing licences to the remaining PSTN operators," the official said seeking anonymity.

The five PSTN companies, the operation of which were shut in March last year following their alleged involvement in illegal VoIP (Voice over Internet Protocol) business include RanksTel, People'sTel, Dhaka Phone, National Telecom and WorldTel.

Earlier, the banned companies appealed to the BTRC to review its decision.

Welcoming the government decision, Head of Operations of RanksTel Abul Kalam Shamsuddin told the FE that they would re-start operations after getting letter from BTRC.

He said they have to assess their machinery and other equipment to resume operation as some of their operational tools have already been damaged by this time.

As per the appeal of the companies, Parliamentary Standing Committee on the Ministry of Post and Telecommunications asked both the ministry and the BTRC to resolve the issue.

Among the closed down operators, RanksTel was the market leader with more than 0.3 million subscribers, followed by People'sTel with 160,000, National Telecom with 138,000, Dhaka Phone with 77,000 and WorldTel with 14,000 subscribers.

ICB Asset Management Company Limited (ICB AMCL), a subsidiary of Investment Corporation of Bangladesh disclosed net asset value (NAV) of two unit funds Thursday, said press releases. The unit funds are- ICB AMCL Pension Holders' Unit Fund and ICB AMCL Unit Fund.

The total NAV of ICB AMCL Pension Holders' Unit Fund stood at Tk 392,104,765.32 on the basis of cost price and Tk 458,133,934.93 on the basis of market price at the close of business operation on May 3, 2011.

The NAV per unit stood at Tk 240.13 on the basis of current market price on the same day against the face value of Tk 100 per unit after taking into consideration all assets and liabilities of the fund.

The sale and re purchase prices of the ICB AMCL Pension Holders' Unit certificate have been re fixed at Tk 245 and Tk 240 per unit respectively will effect from May 8, 2011.

The total NAV of ICB AMCL Unit Fund stood at Tk 2,863,324,917.23 on the basis of cost price and Tk 3,379,005,535.60 on the basis of market price at the close of business operation on May 03, 2011.

The NAV per unit stood at Tk 275.29 on the basis of current market price on the same day against the face value of Tk 100 per unit after taking into consideration all assets and liabilities of the fund.

The sale and re purchase prices of the ICB AMCL Unit certificate have been re fixed at Tk 280 and Tk 275 per unit respectively will effect from May 8, 2011.

(৬৩৮) অনেক টানাহেঁচড়ার পর

শেয়ারবাজার চট্টগ্রাম স্টক এক্সচেঞ্জে (সিএসই) কাল রোববার থেকে এমআই সিমেন্ট ফ্যাক্টরি লিমিটেডের শেয়ার লেনদেন শুরু হবে। অনেক টানাহেঁচড়ার পর গত বৃহস্পতিবার নিয়ন্ত্রক সংস্থা সিকিউরিটিজ অ্যান্ড এক্সচেঞ্জ কমিশনের (এসইসি) সংশ্লিষ্ট নির্দেশনা মেনে সিএসই কোম্পানিটিকে তালিকাভুক্তির সিদ্ধান্ত নেয় ।
সিএসই সূত্রে জানা যায়, কাল সকাল ১০টায় মতিঝিলে ইউনূস টাওয়ারে অবস্থিত সিএসইর ঢাকার কার্যালয়ে আনুষ্ঠানিকভাবে কোম্পানিটির শেয়ার লেনদেন শুরু হবে। অনুষ্ঠানে সভাপতিত্ব করবেন সিএসইর প্রেসিডেন্ট ফখর উদ্দিন আলী আহমেদ।
তবে একই ধরনের নির্দেশনা থাকার পরও ঢাকা স্টক এক্সচেঞ্জ (ডিএসই) কোম্পানিটিকে তালিকাভুক্তি না দেওয়ায় প্রাথমিক গণপ্রস্তাবের (আইপিও) মাধ্যমে বরাদ্দ পাওয়া শেয়ারধারীদের অনেকেই অনিশ্চয়তার মধ্যে রয়েছেন। ডিএসইর ব্রোকারেজ হাউসের মাধ্যমে আবেদন করে যাঁরা শেয়ার পেয়েছেন তাঁরা শেয়ার বিক্রি করতে পারবেন কি না, তা নিয়ে সংশয় সৃষ্টি হয়েছে।
শেয়ারবাজারে ধসের পরিপ্রেক্ষিতে গত ২০ জানুয়ারি সরকার বুকবিল্ডিং পদ্ধতিতে এমআই সিমেন্ট ও এমজেএল বাংলাদেশ লিমিটেডের শেয়ার অতিমূল্যায়িত হয়েছে উল্লেখ করে তালিকাভুক্তির প্রক্রিয়া স্থগিত করে। পরে এসইসি সরকারের নির্দেশে শর্তসাপেক্ষে তালিকাভুক্তির উদ্যোগ নেয় ।
এর ধারাবাহিকতায় এমআই সিমেন্টকে কয়েক দফায় শর্ত দেয় এসইসি। কোম্পানিটি সব শর্ত মেনেই তালিকাভুক্তিতে সম্মতি দেয়। কিন্তু ডিএসই এতে আপত্তি জানায়।
সর্বশেষ তালিকাভুক্তির ছয় মাসের মধ্যে বরাদ্দমূল্যের চেয়ে শেয়ারের বাজার দর কমে গেলে প্রাথমিক শেয়ারধারীদের কোম্পানির উদ্যোক্তা পরিচালকেরা ক্ষতিপূরণ দেবে, এ শর্তে কোম্পানিটিকে তালিকাভুক্তির নির্দেশ দেয় এসইসি।
এসইসির নির্দেশ মেনে কোম্পানিটি ক্ষতিপূরণের বিপরীতে নিরাপত্তা জামানত হিসেবে ৫০ লাখ শেয়ার ডিএসইতে জমা দিয়েছে। একই সঙ্গে কোম্পানির এস্ক্রো হিসেবে পাঁচ কোটি টাকা জমা রাখা হয়েছে।

CSE okays MI Cement listing

Chittagong Stock Exchange yesterday approved the listing of MI Cement as per the directives of the Securities and Exchange Commission although the Dhaka bourse did not give the approval to the company.
Fakhor Uddin Ali Ahmed, CSE president, said, “We approved the listing of MI Cement by following the directives of the SEC. The company's share trading will start on Sunday.”
Muktar Hossain Talukder, chief finance officer of MI Cement, said: “The CSE has approved our listing process by following our conditions.”
However, Dhaka bourse on Tuesday requested the SEC to ask the company to return the initial public offering money to investors.
Earlier, MI Cement proposed that sponsor directors compensate the investors if its share prices go below the offer price within the first six months of trading.
As per the data available with the Dhaka bourse, earnings per share of the company is Tk 93.87 and net asset value is Tk 37.01 per share as of June 2009.

শেয়ারবাজার বাংলাদেশে বিনিয়োগের তুলনায় অনেক বেশি মুনাফা করছে বিদেশি কোম্পানিগুলো। ২০০৯-১০ অর্থবছরেই তারা এদেশ থেকে মুনাফা বাবত নিজ নিজ দেশে নিয়ে গেছে ৬ হাজার কোটি টাকার সমপরিমাণ মার্কিন ডলার। আর গত ১০ বছরে তারা ব্যাংকিং চ্যানেলে বাংলাদেশ থেকে মুনাফা ও ডিভিডেন্ড হিসেবে নিয়েছে ৩৩ হাজার ৬শ’ কোটি টাকার সমপরিমাণ ৪৮০ কোটি ডলার। এই এক দশকে বিদেশি কোম্পানিগুলোর মুনাফার প্রবৃদ্ধি ছিল ৩৮৫ শতাংশ। কিন্তু তাদের বিনিয়োগ প্রবৃদ্ধি ছিল মাত্র ৭২ শতাংশ।
সম্প্রতি বিনিয়োগ বোর্ড প্রকাশিত ‘ফরেন ডিরেক্ট ইনভেস্টমেন্ট ইন বাংলাদেশ (১৯৭১-২০১০) বা বাংলাদেশে সরাসরি বিদেশি বিনিয়োগ (১৯৭১-২০১০)’ শীর্ষক এক রিপোর্টে এই তথ্য উঠে এসেছে। অর্থাত্ স্বাধীনতার পর থেকে এ পর্যন্ত বিদেশি বিনিয়োগ রিপোর্ট পর্যালোচনা করা হয়েছে। এতে বলা হয়, মুনাফার প্রবৃদ্ধির দিক থেকে বাংলাদেশে বিদেশি কোম্পানিগুলো অনেক এগিয়ে থাকলেও তাদের বিনিয়োগের পরিমাণ বাড়েনি। রিপোর্টটির বিনিয়োগচিত্রে দেখা যায়, স্বাধীনতার পর দেশে সবচেয়ে বেশি বিদেশি বিনিয়োগ হয়েছে ২০০৫ সালে বিএনপি সরকারের আমলে। এ সময় বিদেশি বিনিয়োগের পরিমাণ ছিল ৩১৯৭ দশমিক ৬২৩ মিলিয়ন ডলার। এছাড়া ১৯৯০ সালে দশমিক ৬২৩ মিলিয়ন ডলার, ১৯৯১ সালে ২ দশমিক ৮৪১ মিলিয়ন ডলার, ১৯৯২ সালে ১৮ দশমিক ৯১৯ মিলিয়ন ডলার, ১৯৯৩ সালে দশমিক ২০০ মিলিয়ন ডলার, ১৯৯৪ সালে ২৮ দশমিক ০৩৮ মিলিয়ন ডলার, ১৯৯৫ সালে ১০ দশমিক ৩১৮ মিলিয়ন ডলার, ১৯৯৬ সালে ২২ দশমিক ২৫৭ মিলিয়ন ডলার, ১৯৯৭ সালে ১৯১ দশমিক ২৪২ মিলিয়ন ডলার, ১৯৯৮ সালে ১০১৮ দশমিক ৮৭১ মিলিয়ন ডলার, ১৯৯৯ সালে ৪৩৬ দশমিক ৯০৭ মিলিয়ন ডলার, ২০০০ সালে ৪০৬ দশমিক ৬৯৫ মিলিয়ন ডলার, ২০০১ সালে ১১ দশমিক ২৫৮ মিলিয়ন ডলার, ২০০২ সালে ৩৫ দশমিক ৯৬৩ মিলিয়ন ডলার, ২০০৩ সালে ৮৩ দশমিক ৫১৬ মিলিয়ন ডলার, ২০০৪ সালে ২২৪ দশমিক ৮০৬ মিলিয়ন ডলার, ২০০৬ সালে ১১২০ দশমিক ৮২০ মিলিয়ন ডলার, ২০০৭ সালে ৫৫ দশমিক ১৬৩ মিলিয়ন ডলার, ২০০৮ সালে ৬৫ দশমিক ৫৮৪ মিলিয়ন ডলার, ২০০৯ সালে ৪৪ দশমিক ৬৮৮ মিলিয়ন ডলার এবং ২০১০ সালে ৩৬ দশমিক ৪৩৭ মিলিয়ন ডলার বিনিয়োগ হয়।
বিনিয়োগ বোর্ডের ১৫৮ পৃষ্ঠার রিপোর্টটি পর্যালোচনা করে দেখা যায়, মুনাফা অর্জনের দিক থেকে শীর্ষে রয়েছে বিদেশি মোবাইল ফোন, ব্যাংক কোম্পানি, লিজিং, বীমা, বিদ্যুত্, গ্যাস, পেট্রোলিয়াম এবং টেক্সটাইল ও বস্ত্রখাতের উদ্যোক্তারা।
বাংলাদেশ ব্যাংক ও বিনিয়োগ বোর্ডের তথ্যানুযায়ী, ১০ বছরে বিদেশি বিনিয়োগকারীরা ডিভিডেন্ড ও মুনাফা হিসাবে নিজের দেশে নিয়ে গেছে ৪৮০ কোটি ডলার। সর্বশেষ ২০০৯-১০ অর্থবছরে বিদেশি বিনিয়োগকারীরা ডিভিডেন্ড ও মুনাফা বাবদ ব্যাংকিং চ্যানেলে ৮৪ কোটি ৯৫ লাখ ডলার নিয়ে যায়। অথচ এই অর্থবছরে বিনিয়োগ এসেছে মাত্র ৬৩ কোটি ৬০ লাখ মার্কিন ডলার। ২০০৮-০৯ অর্থবছরে এফডিআই’র পরিমাণ ছিল ৯৬ কোটি ১০ লাখ ডলার। ২০০৭-০৮ অর্থবছর শেষে এই পরিমাণ ছিল ৭৬ কোটি ৮৬ লাখ ডলার আর ২০০৬-০৭ অর্থবছর শেষে মোট এফডিআই’র পরিমাণ ছিল ৭৯ কোটি ২৭ লাখ ডলার। উল্লেখ, ২০০০-০১ অর্থবছরে দেশে সরাসরি বিদেশি বিনিয়োগ এসেছে ৫৬ কোটি ৩৯ লাখ ডলার।
রিপোর্টটিতে বলা হয়, বাংলাদেশে এখন শতভাগ বিদেশি মালিকানাধীন শিল্প ইউনিট রয়েছে ৪১৮টি। এতে বিনিয়োগের পরিমাণ ৭ হাজার ১২ দশমিক ৭৬৮ মিলিয়ন ডলার এবং কর্মসংস্থান হয়েছে এক লাখ ৪১ হাজার ৯৫৭ জনের। অন্যদিকে জয়েন্ট ভেঞ্চারে শিল্প ইউনিট গড়ে উঠেছে ১১৭৯টি। এই খাতে বিনিয়োগের পরিমাণ ১০ হাজার ১৭২ দশমিক ৪৭০ মিলিয়ন ডলার এবং কর্মসংস্থান হয়েছে ২ লাখ ৫৯ হাজার ২০৭ জনের।
তবে বিনিয়োগ বোর্ড সূত্রমতে, গত ১০ বছরে বিদেশি বিনিয়োগকারীদের মুনাফার প্রবৃদ্ধি হয়েছে ৩৮৫ শতাংশ। আর এ সময়ে বিনিয়োগে প্রবৃদ্ধি হয়েছে মাত্র ৭২ শতাংশ। বিশেষ করে বিদেশি মোবাইল অপারেটররা এখন তাদের পুনর্বিনিয়োগকেই সরাসরি ‘এফডিআই’ (ফরেন ডিরেক্ট ইনভেস্টমেন্ট) হিসেবে প্রচার করছে।
বিনিয়োগ বোর্ডের দেয়া অন্য এক তথ্যে জানা যায়, বিদেশি বিনিয়োগকারীরা সব সময় বাংলাদেশের শিল্প-বাণিজ্যে নানা প্রতিবন্ধকতার কথা জোর গলায় প্রচার করলেও দুর্বল বিনিয়োগ নীতির কারণে তারা কোটি কোটি ডলার মুনাফা ঠিকই করতে পারছে।
বোর্ড সূত্রে জানা গেছে, প্রতি বছর মুনাফার অঙ্ক বাড়ার পরও বাণিজ্য ও সেবাখাতের বিদেশি বিনিয়োগকারীরা এদেশে বিনিয়োগ বাড়াচ্ছে না। কিন্তু সরকার বিদেশি বিনিয়োগকারীদের আকৃষ্ট করতে নানা সুবিধা দিয়েই যাচ্ছে।
জানা গেছে, আমাদের প্রতিবেশী দেশ ভারতে বিদেশি বিনিয়োগ হলে মুনাফার শতকরা ৫০ ভাগ সরকার রেখে দেয় এবং বাকি ৫০ ভাগ বিনিয়োগকারী তার দেশে নিয়ে যেতে পারে। তবে মুনাফার শতকরা ৫০ ভাগ ভারত সরকার রেখে দেয় মানে ওই ৫০ ভাগ ভারতেই বিনিয়োগকারীকে পুনর্বিনিয়োগ বা খরচ করতে হয়, কোনোভাবেই ভারতের বাইরে নেয়া যায় না। কিন্তু বাংলাদেশে বিদেশি বিনিয়োগকারীরা তাদের বিনিয়োগের শতভাগ, এমনকি তারও বেশি পরিমাণ মুনাফা বৈধ পথেই নিজ নিজ দেশে নিয়ে যেতে পারে। গ্রামীণফোনের একজন সাবেক হাই-লেবেল কর্মকর্তা নাম না প্রকাশ করার শর্তে বলেন, টেলিনর সাড়ে চারশো মিলিয়ন ডলার এনেছিল। এরপর তাদেরকে বিদেশ থেকে আর একটি ডলারও আনতে হয়নি। অথচ এখন বাংলাদেশে তাদের সম্পদের আর্থিক মূল্য তিনশ’ ষাট কোটি মার্কিন ডলারকেও ছাড়িয়ে গেছে।
বিনিয়োগ বোর্ড মতে, দুটো কারণে বিদেশি বিনিয়োগকারীরা বাংলাদেশে আসে। প্রথম কারণ হচ্ছে এখানকার সস্তা শ্রম। দ্বিতীয়টি হচ্ছে কর অবকাশসহ সরকারি সুযোগ-সুবিধা। তাদের মুনাফার মূল উত্সও এই দুটি ইস্যু। তাই গ্যাস, বিদ্যুত্ ও অবকাঠামো সমস্যার কথা জেনেও বিদেশি বিনিয়োগকারীরা বাংলাদেশে আসছে।
বোর্ড সূত্রমতে, চীনে শ্রমিকদের ন্যূনতম মজুরি মাসিক ২০০ মার্কিন ডলার। ভারতে তা প্রায় ১০০ ডলার। আর বাংলাদেশে মাত্র ৪৫ ডলার। তৈরি পোশাক শিল্পের শ্রমিকরা মাসিক ন্যূনতম ৭০ ডলার মজুরির জন্য আন্দোলন করলেও সরকার ও শিল্প মালিকরা তা মেনে নেয়নি। সর্বশেষ সরকার ও মালিক পক্ষ সমন্বিতভাবে শ্রমিকদের ন্যূনতম মজুরি ৪৫ ডলার নির্ধারণ করেছে। আর এই সুবিধা বেশি করে কাজে লাগাচ্ছে রফতানি প্রক্রিয়াজাতকরণ অঞ্চলের (ইপিজেড) কারখানাগুলো।
বাংলাদেশ ব্যাংকের একজন কর্মকর্তা নাম প্রকাশ না করার শর্তে দৈনিক আমার দেশকে বিনিয়োগ বোর্ডের রিপোর্টটির সত্যতা নিশ্চিত করে বলেছেন, বিদেশি কোম্পানিগুলো যতটা না বিনিয়োগ করছে মুনাফা হিসাবে নিয়ে যাচ্ছে তার বেশি। তার মতে, অধিকাংশ বিদেশি প্রতিষ্ঠান লাভের যে অংশ আইনত বিনিয়োগের বাধ্যবাধকতা রয়েছে সেটুকুই বিনিয়োগ করছে। অতিরিক্ত কোনো বিনিয়োগ করছে না।
রিপোর্টটিতে দেখানো হয়েছে, গত ১০ বছরে বিদেশি বিনিয়োগকারীরা মুনাফা হিসেবে নিজের দেশে বৈধ পথে নিয়ে গেছে প্রায় ৪৮০ কোটি ডলার। এছাড়া ২০০০-০১ অর্থবছরে ১৭ কোটি ৫০ লাখ ডলার, ২০০১-০২ অর্থবছরে ১৯ কোটি ৫০ লাখ, ২০০২-০৩ অর্থবছরে ৩৫ কোটি ৫০ লাখ, ২০০৩-০৪ অর্থবছরে ৩৩ কোটি ৮০ লাখ, ২০০৪-০৫ অর্থবছরে ৪১ কোটি ৮০ লাখ, ২০০৫-০৬ অর্থবছরে ৩৯ কোটি ৬০ লাখ, ২০০৬-০৭ অর্থবছরে ৫৬ কোটি ৯০ লাখ, ২০০৭-০৮ অর্থবছরে ৬৪ কোটি ৫১ লাখ, ২০০৮-০৯ অর্থবছরে ৮৫ কোটি ৭৩ লাখ এবং সর্বশেষ ২০০৯-১০ অর্থবছরে ৮৪ কোটি ৯২ লাখ মার্কিন ডলার বৈধপথে বিদেশে পাঠিয়েছে।
