শেয়ারবাজার :::: টেক্সটাইল ও স্পিনিং খাতে নগদ সহায়তা বাড়ছে। তবে কি পরিমাণ বাড়ছে তা জানাননি অর্থমন্ত্রী আবুল মাল আবদুল মুহিত। তিনি বলেন, ২৯ জুন বাজেট অনুমোদনের দিন এ বিষয়ে আমাদের সিদ্ধান্ত জানা যাবে।
অর্থমন্ত্রী বলেন, বাজেটের বাইরে গিয়েও নগদ প্রণোদনা দেয়া যেতে পারে। এজন্য থোক বরাদ্দ ব্যবহার করবো আমরা। এটা কোনো ব্যাপার নয়। সংশ্লিষ্ট সংগঠনগুলো এ খাতে নগদ সহায়তা ৫ শতাংশ থেকে বাড়িয়ে ১৫ শতাংশ করার দাবি জানান।
আজ বুধবার সচিবালয়ের বিজিএমইএ (বাংলাদেশ গার্মেন্টস ম্যানুফ্যাকচারার অ্যান্ড এক্সপোর্টার্স এসোসিয়েশন), বিকেএমইএ (বাংলাদেশ নিটওয়্যার ম্যানুফ্যাকচারার অ্যান্ড এক্সপোর্টার্স এসোসিয়েশন) এবং বিটিএমএ (বাংলাদেশ টেক্সটাইল মিলস এসোসিয়েশন) নেতৃবৃন্দের সাথে সাক্ষাৎ শেষে অর্থমন্ত্রী সাংবাদিকদের এ কথা বলেন।
মুহিত আরো বলেন, টেক্সটাইল খাত একটা ক্রান্তিকাল অতিক্রম করছে বলে নেতারা জানিয়েছেন। তারা উৎসে কর দশমিক ৪ শতাংশ থেকে বাড়িয়ে ১ দশমিক ৫ শতাংশ করার বিষয়ে আপত্তি উত্থাপন করে এ কর কমানোর অনুরোধ জানিয়েছে। তবে এ বিষয়ে আমি তাদের কিছু বলিনি।
তিনি বলেন, টেক্সটাইল খাতের সমস্যা বড়ই জটিল। এ বিষয়ে মন্ত্রিসভার সদস্যরা বিশেষ করে প্রধানমন্ত্রী সতর্ক রয়েছেন।
অর্থমন্ত্রী বলেন, টেক্সটাইল ও বস্ত্রখাতে তারা অনেক কর্মী নিয়োগ করে থাকেন। নেতারা বলেছেন বিপদের সময়ে তারা শ্রমিক পান না। সরকারি অনেক ট্রেনিং সেন্টার আছে, সেগুলো তারা ব্যবহার করতে পারছে না। তারা দক্ষ কর্মী তৈরির জন্য একটি ট্রেনিং সেন্টার করার প্রস্তাব দিয়েছে। আমরা এ বিষয়ে পিপিপি'র (পাবলিক প্রাইভেট পার্টনারশিপ) মাধ্যমে কিছু একটা ব্যবস্থা করা হবে।
মন্ত্রী বলেন, মন্দা মোকাবেলায় ক্ষুদ্র ও মাঝারি শিল্পের (এসএমই) প্রণোদনা তারা কেউই পাননি বলেও জানান। এ বিষয়ে আমি লজ্জিত। এ বিষয়েও কিছু একটা করা হবে।

শেয়ারবাজার :::: সত্যিই অবাক কাণ্ড। ২০১১ সালের জুলাই মাসটিতে ঘিরে রয়েছে রহস্যের ছায়া। কারণ, এ মাসে রয়েছে পাঁচটি শুক্রবার, পাঁচটি শনিবার ও পাঁচটি রোববার। সময়ের পরিক্রমায় দীর্ঘ ৮২৩ বছর পরই কেবল এমনটি ঘটে।
এ অদ্ভুত বিষয়টিকে চীনে বলা হয় ‘মানি ব্যাগস’। চীনে লোকমুখে প্রচলিত আছে, এ বার্তাটি আপনার বন্ধুদের কাছে পৌঁছে দেন এবং চার দিনের মধ্যেই সৌভাগ্যের প্রতিদান স্বরূপ আপনার হাতে টাকা-কড়ি চলে আসবে।
চীনের মানুষের কাছে সৌভাগ্যের প্রতীক হিসেবে পরিচিত ফেং শুইয়ের মূর্তি। এর ওপর ভিত্তি করেই সেখানে কথাটি প্রচলিত। আপনি যদি বার্তাটি পৌঁছে না দেন...হয়তো বা আপনি টাকা-কড়ি শূন্য হয়ে যেতে পারেন।
এ বছরে এমন চারটি তারিখ রয়েছে যেটা আমাদেরকে সত্যিই বিস্মিত করবে। আমরা এভাবে হয়তো চিন্তাই করিনি। এর মধ্যে দুটি আমরা পার করে এসেছি, দুটি আছে সামনে। এ চারটি তারিখ হলো—১/১/১১, ১/১১/১১, ১১/১/১১, ১১/১১/১১।
আরেকটি মজার তথ্য হলো—এ বছরটি যেন সৌভাগ্যের ধারা। আপনি যে বছর জন্মগ্রহণ করেছেন সেই বছরের শেষের দুটি সংখ্যা নেবেন। এ সংখ্যা দুটির সঙ্গে আপনার বয়স যোগ করলে ফলাফল হবে ১১১। এটা শুধু আপনার ক্ষেত্রে নয় পৃথিবীর সবার ক্ষেত্রে ১১১ হবে। সুতরাং বলা হচ্ছে, এ বছরটি টাকা-কড়ির বছর।
চীনে একটি প্রবাদ আছে, যদি এ বার্তাটি আপনার ভালো আটজন বন্ধুকে পাঠিয়ে দেন পরবর্তী চার দিনের মধ্যে সৌভাগ্যের প্রতীক ‘ফেং শুই’ আপনাকে ভালো কিছু উপহার দেবেন।

　Finance Minister Abul Maal Abdul Muhith on Thursday said that the 2G (Second Generation) mobile license renewal fee for four mobile phone operators would be finalised within a month.

The licenses of four operators-- Grameenphone, Banglalink, Robi and Citycell –- will be expired on November 10 this year.

"We’ll are hopeful that we would be able to do it in a month," the minister told the reporter emerging from a meeting with a delegation of Association of Mobile Telecom Operators Bangladesh (AMTOB) at his office.

Muhith informed that the Finance Ministry would also be able to forward their views on the issue within 15 days.

Sources said the revised license renewal guideline is now at the finance minister’s office for his consent.

Muhith said that the operators would have a further chance to talk about the issues with the concerned ministry before it is finalised.

AMTOB president and Citycell CEO Mehboob Chowdhury, grameenphone CEO Tore Johnsen, Banglalink CEO Ahmed Abou Doma and Robi's CEO Michael Kuehner were present at the meeting.

Sources said the delegation members raised various issues like license renewal and sought the finance minister’s consideration for getting rid of those.

"I told the delegation members that the renewal fee had been reduced but I did not mention the figure," Muhith told replying to a query.

The Bangladesh Telecommu- nication Regulatory Commission (BTRC) in January this year published a draft guideline concerning the renewal of the 2G mobile licences of four mobile operators.

In the draft guideline, the Bangladesh Telecommunication Regulatory Commission (BTRC) proposed Tk 140 billion as spectrum charge along with five per cent revenue sharing and 1.5 per cent social obligation fee.

Meanwhile, telecom ministry sources said non-telecom issues such as employment directives, corporate social responsibility (CSR), liability on gray traffic, separation of access and transmission, mobile number portability and initial public offering (IPO) will be omitted from the guideline.

The mobile operators informed that the proposed rate was too high as they have been asked to pay the total amount in advance, for 15 years period, said the finance minister adding: "They quoted the experience of other countries where it is staggered but not 15 years."

The minister said that the issues is very vital as there is no other sector in the country which has around 70 million clients. He, however, declined to comment on whether the proposed license fee was high.

He said that the Post and Telecommunications Ministry was earlier asked to look into the practices of other countries. The ministry did so as per the guideline and modified the proposal as per the recommendations of the BTRC.

He said that some international practices were considered and some were overlooked in reviewing the proposals on renewal of license fees.

The delegation also thanked the Finance Minister for lowering the tax on SIM cards in the proposed budget for next fiscal and requested to treat SIM tax as their expenditure.

The AMTOB delegation, however, expressed their concern about leakage of some audit reports conducted by the BTRC which is tarnishing their reputation, said Muhith.

ওষুধ ও রসায়ন খাতের বিকন ফার্মার শেয়ার গত ৬ থেকে ১৬ জুন পর্যন্ত স্পট মার্কেটে লেনদেন হয়। ‘জেড’ ক্যাটাগরির এ কোম্পানি ২০১০ সালে পুঁজিবাজারে তালিকাভুক্ত হয়।

বৃহস্পতিবার ১০ টাকা ফেসভেল্যুর এ কোম্পানির শেয়ারের দর ২০ পয়সা বেড়ে সর্বশেষ লেনদেন হয় ৩১ টাকায়।

গতকাল বৃহস্পতিবার প্রতিষ্ঠানগুলোর প্রধান নির্বাহীদের সঙ্গে এক বৈঠকের পর অর্থমন্ত্রী আবুল মাল আবদুল মুহিত সাংবাদিকদের এ কথা জানান। খবর ইউএনবির।
অর্থমন্ত্রী বলেন, মোবাইল ফোন কোম্পানিগুলোর তরঙ্গ বরাদ্দের মাশুলের বিষয়ে একটি সিদ্ধান্ত টেলিযোগাযোগ মন্ত্রণালয়কে ১৫ দিনের মধ্যে জানানো হবে। তবে প্রস্তাবিত মাশুল কমানো হবে কি না, সে বিষয়ে এখনো কোনো সিদ্ধান্ত হয়নি। অর্থ মন্ত্রণালয়ের মতামত টেলিযোগাযোগ মন্ত্রণালয়কে জানানোর পর তারাই পরবর্তী সিদ্ধান্ত নেবে বলে অর্থমন্ত্রী জানান।
দেশের চারটি মোবাইল ফোন প্রতিষ্ঠান গ্রামীণফোন, বাংলালিংক, রবি ও সিটিসেলের প্রধান নির্বাহীরা অ্যামটবের (অ্যাসোসিয়েশন অব মোবাইল টেলিকম অপারেটরস অব বাংলাদেশ) ব্যানারে অর্থমন্ত্রীর সঙ্গে সাক্ষাৎ করেন।
অ্যামটবের সভাপতি ও সিটিসেলের সিইও মেহবুব চৌধুরী প্রতিনিধিদলের নেতৃত্ব দেন। এ সময় গ্রামীণফোনের সিইও টোরে জনসন, বাংলালিংকের সিইও আহমেদ আবু দোমা ও রবির সিইও মাইকেল কুয়েনার উপস্থিত ছিলেন।
অর্থমন্ত্রী আরও বলেন, মাশুলের বিষয়ে চূড়ান্ত সিদ্ধান্ত নেওয়ার আগে প্রতিষ্ঠানগুলোর সঙ্গে আরেকবার আলোচনা করার সুযোগ থাকবে।
মুহিত আরও বলেন, দেশে মোবাইল ফোনের প্রায় সাত কোটি গ্রাহক রয়েছে, যা নিঃসন্দেহে বিরাট। তাই এই খাতের গুরুত্বও অনেক।
অর্থমন্ত্রী আরও জানান, বৈঠকে মূলত তরঙ্গ বরাদ্দ মাশুলের উচ্চহার ছাড়াও লাইসেন্স নবায়ন দিকনির্দেশনার বিভিন্ন সমস্যা নিয়ে কথা হয়েছে।
তবে আন্তর্জাতিক বাজারে লাইসেন্স নবায়ন মাশুলের সঙ্গে তুলনা করেই বাংলাদেশের জন্য মাশুল নির্ধারণের সুপারিশ করা হয়েছে বলে অর্থমন্ত্রী জানান।
বর্তমানে মোবাইল ফোন কোম্পানিগুলোতে যে হিসাব নিরীক্ষা চালানো হচ্ছে, সেই নিরীক্ষা নিয়ে নানা সমস্যার কথা প্রতিষ্ঠানগুলোর প্রধান নির্বাহীরা অর্থমন্ত্রীকে জানিয়েছেন।
বৈঠকে অবশ্য তাঁরা বাজেটে সিম কার্ডের ওপর কর কমানোয় অর্থমন্ত্রীকে ধন্যবাদ জানান।
চারটি মোবাইল ফোন প্রতিষ্ঠান সরকারের খসড়া টেলিকম নীতিমালা পুনর্বিবেচনার জন্য দাবি জানিয়ে আসছে। তারা বলছে, প্রস্তাবিত নীতিমালা বাস্তবায়িত হলে লাইসেন্স নবায়ন ও তরঙ্গ (স্পেকট্রাম) বরাদ্দের জন্য চারটি প্রতিষ্ঠানকে মোট ১৪ হাজার কোটি টাকা দিতে হবে। একসঙ্গে এত টাকা দিলে তাদের ব্যবসা হুমকির মুখে পড়বে।
অন্যতিকে গত এপ্রিল মাসে ডাক ও টেলিযোগাযোগমন্ত্রী রাজিউদ্দিন আহমেদ রাজু সাংবাদিকদের জানান, লাইসেন্স নবায়ন ও তরঙ্গ বরাদ্দের মাশুলের ব্যাপারে অর্থ মন্ত্রণালয়ের সঙ্গে আলোচনা করেই চূড়ান্ত সিদ্ধান্ত নেওয়া হবে।
উল্লেখ্য, বাংলাদেশ টেলিযোগাযোগ নিয়ন্ত্রণ কমিশন (বিটিআরসি) যে খসড়া নীতিমালা তৈরি করে ডাক ও টেলিযোগাযোগ মন্ত্রণালয়ে জমা দিয়েছে, তাতে লাইসেন্স নবায়নের জন্য অপারেটরগুলোর আবেদন করার সময়সীমা দেওয়া হয়েছিল ১০ মে পর্যন্ত। পরে তা আরও দুই মাস বাড়ানো হয়।
সরকারের খসড়া নীতিমালায় বলা হয়েছে, এবার লাইসেন্স দেওয়া হবে ১৫ বছরের জন্য। একই সঙ্গে মোবাইল ফোন অপারেটরদের এখন থেকে বেতার তরঙ্গ কিনে ব্যবহার করতে হবে।

শেয়ারবাজার :::: ২০১১-১২ অর্থবছরের জাতীয় বাজেটে দুই কোটি টাকার বেশি সম্পত্তির ওপর সারচার্জ আরোপে আইনগত দিক নিয়ে কিছু প্রশ্ন উঠেছে; রয়েছে কিছু অস্পষ্টতাও।
প্রস্তাবিত বাজেটে দুই কোটি টাকার অধিক সম্পত্তির অধিকারীদের তাঁদের প্রদেয় আয়করের ১০ শতাংশ হারে সারচার্জ আরোপ করা হয়েছে।
সংশ্লিষ্টরা বলছেন, এই সারচার্জ কি সম্পত্তির ওপর, নাকি প্রদেয় করের ওপর তা সুস্পষ্ট হওয়া প্রয়োজন। কেননা, বাজেট বক্তৃতায় অর্থমন্ত্রী বলেছেন, ‘দুই কোটি টাকার সম্পত্তির অধিকারীদের ওপর প্রদেয় করের ১০ শতাংশ হারে সারচার্জ আরোপের প্রস্তাব করছি।’
আয়কর অধ্যাদেশের ১৬(এ) ধারা অনুযায়ী, কর কর্মকর্তাদের করদাতার আয়ের ওপর সারচার্জ আরোপের ক্ষমতা দেওয়া হয়েছে।
কর কর্মকর্তারা জানান, বিদ্যমান আইন অনুযায়ী সারচার্জ বসে শুধু আয়ের ওপর। অন্য কোনো কিছুর ওপর সারচার্জ বসানোর সুযোগ নেই।
তাঁরা আরও জানান, সংক্ষুব্ধ কোনো ব্যক্তি যদি মামলা করেন, তাহলে সারচার্জ আরোপের বিষয়টি আটকে যেতে পারে।
জাতীয় রাজস্ব বোর্ড (এনবিআর) সূত্রে জানা গেছে, সাধারণত সমাজের বিশেষ সুবিধাপ্রাপ্ত ও বিশেষ সুবিধা ভোগ করতে গেলেই সারচার্জ বসানো হয়। এ ছাড়া রাষ্ট্রীয় অতি প্রয়োজনীয়তার স্বার্থেও সারচার্জ বসানো হয়। নিকট অতীতে বঙ্গবন্ধু বহুমুখী সেতু (যমুনা সেতু) নির্মাণের জন্য দীর্ঘদিন জনগণকে সারচার্জ দিতে হয়েছে, যা রাষ্ট্রের অতি প্রয়োজনীয়তার স্বার্থে প্রযোজ্য ছিল।
এদিকে প্রস্তাবিত সারচার্জ আরোপের ক্ষেত্রে বলা হচ্ছে, দুই কোটি টাকার সম্পত্তির ওপর বসবে, যা অর্জিত মূল্যে বিবেচিত হবে।
এখন কোনো ব্যক্তি যদি ৪০ বছর আগে ৫০ হাজার টাকায় জমি কিনে আরও ৫০ হাজার টাকা খরচ করে বাড়ি তৈরি করলে ওই সম্পত্তির অর্জিত মূল্য ধরা হবে এক লাখ টাকা। অথচ বর্তমান বাজারদরে ওই সম্পত্তির মূল্য দুই কোটি টাকার বেশি হতে পারে। তাহলেও ওই বাড়ির বা সম্পত্তির জন্য সম্পত্তির মালিককে কোনো সারচার্জ দিতে হবে না। বাড়িভাড়া বাবদ আয়ের ওপরও সারচার্জ আরোপ হবে না।
এর মানে হলো, বিশাল বাড়ি থাকলেই তাঁর আয়ের ওপর সারচার্জ বসবে না। সেই বাড়ির মালিক কত টাকা খরচ করে জমি ও বাড়ি করেছেন, সেটাই মুখ্য বিষয়।
তবে উত্তরাধিকার সূত্রে পাওয়া সম্পত্তির ওপর সারচার্জ প্রযোজ্য হবে কি না, তা-ও পরিষ্কার করা হয়নি। কেননা, শুধু অর্জিত মূল্যের ওপর সারচার্জ আরোপের কথা বলা হয়েছে। অর্জন বলতে শুধু ক্রয়সূত্রে নয়, অন্য কোনো উপায়ে পাওয়াকেও বোঝায়। উত্তরাধিকারী সূত্রে পাওয়া সম্পত্তির ক্ষেত্রে যখন প্রাপ্য হবেন তখনকার মূল্যে ধরা হবে, নাকি উত্তরাধিকার সম্পত্তির এই সারচার্জের আরোপের বাইরে থাকবে, সেখানেও অস্পষ্টতা রয়েছে।
এনবিআর সূত্রে জানা গেছে, মূলত মানুষের মধ্যে সম্পদ-বৈষম্য ঠেকাতেই এ সারচার্জ আরোপ করা হয়েছে। করদাতারা যাতে নিজের প্রয়োজনের বাইরে বাড়ি, ফ্ল্যাট, জমিসহ আয়যোগ্য কিনতে উৎসাহিত না হন, সে জন্যই এ উদ্যোগ নিয়েছে সরকার।
কেননা, বর্তমান মূল্যে রাজধানী ঢাকায় কোটি টাকার নিচে এক কাঠা জমি পাওয়া দুষ্কর। আবার সাধারণ মানের একটি এক হাজার ২০০ বর্গফুটের ফ্ল্যাটের দাম ৫০ লাখ টাকার নিচে নয়। তাই অর্থবিত্তের মালিকেরা যদি একাধিক বাড়ি বা ফ্ল্যাট ক্রয়ের মাধ্যমে বিনিয়োগ করলেই কম-বেশি সারচার্জ আরোপের সীমার মধ্যে পড়ে যাবেন বলে জানায় এনবিআর।
এ ছাড়া প্রস্তাবিত আয়কর আইনের খসড়ায় সম্পদ কর আরোপের সুপারিশ করা হয়েছে। ২০১২-১৩ অর্থবছর থেকে এই নতুন আয়কর আইন কার্যকর হওয়ার কথা রয়েছে। তাই আয়কর বিভাগ একটু আগেভাগেই করদাতাদের সম্পদের বিবরণী সম্পর্কে জানতে চায় বলে ধারণা করা হচ্ছে। এরই অংশ হিসেবে এই সারচার্জ আরোপের উদ্যোগ নেওয়া হয়েছে　
　Finance Minister Abul Maal Abdul Muhith on Thursday said that the 2G (Second Generation) mobile license renewal fee for four mobile phone operators would be finalised within a month.

The licenses of four operators-- Grameenphone, Banglalink, Robi and Citycell –- will be expired on November 10 this year.

"We’ll are hopeful that we would be able to do it in a month," the minister told the reporter emerging from a meeting with a delegation of Association of Mobile Telecom Operators Bangladesh (AMTOB) at his office.

Muhith informed that the Finance Ministry would also be able to forward their views on the issue within 15 days.

Sources said the revised license renewal guideline is now at the finance minister’s office for his consent.

Muhith said that the operators would have a further chance to talk about the issues with the concerned ministry before it is finalised.

AMTOB president and Citycell CEO Mehboob Chowdhury, grameenphone CEO Tore Johnsen, Banglalink CEO Ahmed Abou Doma and Robi's CEO Michael Kuehner were present at the meeting.

Sources said the delegation members raised various issues like license renewal and sought the finance minister’s consideration for getting rid of those.

"I told the delegation members that the renewal fee had been reduced but I did not mention the figure," Muhith told replying to a query.

The Bangladesh Telecommu- nication Regulatory Commission (BTRC) in January this year published a draft guideline concerning the renewal of the 2G mobile licences of four mobile operators.

In the draft guideline, the Bangladesh Telecommunication Regulatory Commission (BTRC) proposed Tk 140 billion as spectrum charge along with five per cent revenue sharing and 1.5 per cent social obligation fee.

Meanwhile, telecom ministry sources said non-telecom issues such as employment directives, corporate social responsibility (CSR), liability on gray traffic, separation of access and transmission, mobile number portability and initial public offering (IPO) will be omitted from the guideline.

The mobile operators informed that the proposed rate was too high as they have been asked to pay the total amount in advance, for 15 years period, said the finance minister adding: "They quoted the experience of other countries where it is staggered but not 15 years."

The minister said that the issues is very vital as there is no other sector in the country which has around 70 million clients. He, however, declined to comment on whether the proposed license fee was high.

He said that the Post and Telecommunications Ministry was earlier asked to look into the practices of other countries. The ministry did so as per the guideline and modified the proposal as per the recommendations of the BTRC.

He said that some international practices were considered and some were overlooked in reviewing the proposals on renewal of license fees.

The delegation also thanked the Finance Minister for lowering the tax on SIM cards in the proposed budget for next fiscal and requested to treat SIM tax as their expenditure.

The AMTOB delegation, however, expressed their concern about leakage of some audit reports conducted by the BTRC which is tarnishing their reputation, said Muhith.
