গ্রামীণফোনের আট হাজার কোটি টাকার শেয়ারের মালিক গ্রামীণ টেলিকম। তবে প্রতিষ্ঠানটির কোনো শেয়ারহোল্ডার নেই। ফলে এই বিপুল পরিমাণ সম্পদের যে সঠিক ব্যবস্থাপনা ও সদ্ব্যবহার হবে, তার কোনো নিশ্চয়তা নেই। গতকাল সোমবার অর্থমন্ত্রীর কাছে জমা দেওয়া রিভিউ কমিটির প্রতিবেদনে এ উদ্বেগ প্রকাশ করা হয়। গ্রামীণফোনের ওই শেয়ার প্লেসমেন্ট আকারে গ্রামীণ টেলিকমকে ১০ টাকা অভিহিত মূল্যে দেওয়া হয়েছিল।
এ বিষয়ে প্রতিবেদনে বলা হয়, 'গ্রামীণফোনের ১০ টাকা অভিহিত মূল্যের প্রতি শেয়ারের বাজারমূল্য গত ৩ এপ্রিল ছিল ১৭০ টাকা ৪০ পয়সা। গ্রামীণ টেলিকম কর্তৃক গ্রামীণফোনের ধারণকৃত ৪৬ দশমিক ১৮ কোটি টাকার শেয়ারের বাজারমূল্য দাঁড়ায় প্রায় আট হাজার কোটি টাকা। গ্রামীণ টেলিকম একটি গ্যারান্টি দ্বারা সীমাবদ্ধ কম্পানি, যার
কোনো শেয়ারধারক নেই। ফলে গ্রামীণ টেলিকম কর্তৃক ধারণকৃত বিপুল পরিমাণ সম্পদের যথাযথ ব্যবস্থাপনা ও সদ্ব্যবহারের নিশ্চয়তা পাওয়া যায় না।'
বিষয়টির গুরুত্ব অনুধাবন করে কমিটির প্রতিবেদনে আরো বলা হয়েছে, 'গ্রামীণ টেলিকম কর্তৃক ধারণকৃত বিপুল পরিমাণ সম্পদের যথাযথ ব্যবস্থাপনা ও সদ্ব্যবহারের লক্ষ্যে এ প্রতিষ্ঠানকে শেয়ার দ্বারা সীমাবদ্ধ কম্পানিতে রূপান্তর করে এর ইকুইটিতে গ্রামীণ ব্যাংকের অংশগ্রহণ নিশ্চিত করতে হবে। এতে গ্রামীণ ব্যাংক গ্রামীণ টেলিকমের মালিকানা পাবে এবং গ্রামীণ ব্যাংকের সদস্যরা সরাসরি গ্রামীণ টেলিকম থেকে প্রাপ্ত সুবিধা ভোগ করতে পারবেন।'
প্রতিবেদন থেকে জানা যায়, ড. মুহাম্মদ ইউনূসই গ্রামীণ টেলিকমের পরিচালনা পর্ষদের চেয়ারম্যান। প্রতিষ্ঠানটির আট পরিচালকের মধ্যে পাঁচজনই গ্রামীণ ব্যাংকের কর্মকর্তা। গ্রামীণ টেলিকমের ৫৩ কোটি ২৬ লাখ টাকা মূলধন তহবিল দিয়েছে গ্রামীণ কল্যাণ। গ্রামীণ কল্যাণের মূলধনও জোগান দিয়েছিল গ্রামীণ ব্যাংক।

The overall point-to-point inflation has moved higher to 10.49 percent in the month compared to the same period of the previous year, according to the latest Consumer Price Index (CPI) report prepared by the Bangladesh Bureau of Statistics (BBS). The general food inflation in march 2011 increased to 13.87 percent. Earlier, the country experienced a double-digit inflation in July 2008, November and December in 1998 and July in 1995.
Economists opined that the rate of inflation has gone beyond control due to rise in prices of essential commodities, especially the food items and the fear of jump in fuel oil prices globally.
At the same time, disparity between monetary and revenue policies, price hike of fuel in international market and adverse impact of low remittance inflows increased the inflation rate, they opined. According to the BBS data, the country-wide point-to-point food inflation rate in March this year reached to 13.87 percent while the non-food inflation was 4.32 percentage points.
The inflation in the rural area has reached to 11.33 percent during the same month, 14.84 percentage points food inflation and 4.39 percentage points of non-food inflation.
The urban area has experienced 8.40 percentage points inflation in point-to-point basis, with 11.66 percentage food inflation and 4.13 percentage non-food inflation.
The BBS prepares inflation the statistics on monthly basis in line with the consumer price index (CPI), as the CPI is calculated for five hundred fixed commodities and services.
The CPI has been prepared considering 1995-96 as the base year.
In Bangladesh, some important commodities, especially the prices of rice play an important role in rising inflation rate.
Economics observe that income of middle and lower income people did not increase to keep pace with the higher inflation rate, which has resulted to economic hardship for them.
At the same time, the country failed to generate new employment opportunities to meet the growing demand for jobs, which has also lowered the purchasing capacity of the common people.
The high inflation rate has widened the discrimination between the rich and the poor, they opined.
Taking to daily sun, Dr Zaid Bakht, research director of BIDS said that the inflation rate has been showing a rising trend since last few months. The double-digit inflation is a matter of anxiety for the country’s economy, he said.
He, however, said that the inflation rate might come down after the boro harvesting.
The economy of the country has experienced double-digit inflation of 10.8 percentage points in July, 2008, 11.04 percentage points during November and 12.7 percentage points in December, 1998 and 11.4 percentage points in July, 1995.
The country-wide point-to-point inflation in February this year reached to 9.79 percent, with 12.77 percentage food inflation and 4.36 percentage points non-food inflation.
During the month, the rural inflation reached to 10.47 percentage points and urban inflation 8.09 percentage points. The overall inflation of January, however, was 9.04 percent points.
Taking to daily sun, World Bank senior economist Dr Zahid Hossain said that government should take some effective monetary measures to control money supply.
Dr Zahid said that stable international market, winter harvesting and proper management would help overcome the situation.
