শেয়ারবাজার :::: মাত্র এক সপ্তাহের ব্যবধানে শেয়ারপ্রতি আয়ের (ইপিএস) হিসাব বদলে ফেলেছে পুঁজিবাজারে তালিকাভুক্ত ইস্টার্ন হাউজিং লিমিটেড। এ জন্য বড় ধরনের ক্ষতির শিকার হয়েছেন কম্পানিটির শেয়ার ক্রেতারা। তবে এক সপ্তাহ আগে ঘোষিত দ্বিগুণেরও বেশি ইপিএসকে 'ভুল' আখ্যা দিয়ে 'দুঃখ প্রকাশ' করেছে কম্পানিটি। কম্পানির এই বিভ্রান্তিকর ঘোষণায় ইতিমধ্যে শেয়ারটির দর ১৩০ টাকা কমে যাওয়ায় বিপুলসংখ্যক বিনিয়োগকারী আর্থিক ক্ষতির মুখে পড়েছেন।
ইপিএস নিয়ে এই নজিরবিহীন ঘটনা প্রকৃতপক্ষেই ভুল, নাকি শেয়ারের মূল্য বাড়াতে পরিকল্পিত কারসাজি_সে বিষয়ে তদন্ত দাবি করেছেন বিনিয়োগকারীরা। পাশাপাশি ইপিএস বদলের কারণে ক্ষতিগ্রস্তদের ক্ষতিপূরণ দিতে কম্পানিকে বাধ্য করারও দাবি জানিয়েছেন তাঁরা। জানা গেছে, গত ৩১ মে ডিএসই ওয়েবসাইটে ইস্টার্ন হাউজিংয়ের চলতি অর্থবছরের তৃতীয় প্রান্তিকের আর্থিক হিসাব প্রকাশিত হয়। এতে ৯ মাসের হিসাব অনুযায়ী কম্পানির ইপিএস দেখানো হয় ১৪ টাকা ১৮ পয়সা। আগের বছর একই সময়ে ইপিএস ছিল মাত্র ৫৯ পয়সা। কম্পানিটির বিপুল আয় বৃদ্ধির ঘোষণায় পুঁজিবাজারে ইস্টার্ন হাউজিংয়ের শেয়ারের দর ব্যাপক হারে বেড়ে যায়। ৩০ মে এই কম্পানির শেয়ারের দর ছিল ৮০০ টাকার নিচে। ইপিএস ঘোষণার পর পাঁচ কার্যদিবসে ২০০ টাকারও বেশি বেড়ে ৫ জুন শেয়ারের দর ১০০৯ টাকায় উঠে যায়।
কিন্তু ৬ জুন কম্পানির পক্ষ থেকে জানানো হয়, আগের ঘোষণায় ভুলবশত ইপিএস বেশি দেখানো হয়েছে। প্রকৃতপক্ষে ৯ মাসের হিসাবে ইপিএস দাঁড়িয়েছে ছয় টাকা ২৭ পয়সা। এই ভুলের জন্য কম্পানিটি দুঃখ প্রকাশ করে।
এ প্রসঙ্গে এসইসি মুখপাত্রের দায়িত্বপ্রাপ্ত নির্বাহী পরিচালক সাইফুর রহমান বলেন, এ ঘটনা সংশ্লিষ্ট কম্পানিকে আইনের আওতায় আসতে হবে।

Speaking at a post-budget discussion at CIRDAP auditorium on Saturday, Khondkar Ibrahim Khaled said, "There are two economies in the country, one of Dhaka-Chittagong and the other of rural areas...and they are not similar in any way."
"The government emphasised on rural economy in the first year of its tenure…the agriculture sector got Tk 57 billion as subsidy that time," he said.
Ibrahim Khaled said he was "angry as the subsidies for the sector has been reduced this year".
"It's my personal opinion that the government has moved away from its first year's philosophy," he added.
Finance minister A M A Muhith proposed a 12.19 percent reduction in the farm subsidies. He has earmarked Tk 45 billion as the agricultural subsidy for the coming financial year against Tk 57 billion in the current fiscal.
In 2009-10 fiscal, the sector got Tk 48.92 billion as subsidy.
Muhith also proposed fixing agriculture loan distribution target at Tk 138 billion for the new fiscal.
Khaled said, "Maybe, the government thinks there will be no problem as the agriculture loan distribution target has been raised."
"But I want to say that the move to reduce rural-urban divide in this government's first budget was a good one. The government could avoided subsidy cut this time," he added.
