প্রধানমন্ত্রী বলেছেন, "পুঁজিবাজারের ঘটনায় বোঝা যাচ্ছে- কিছু কিছু চক্র খেলা করছে। শেয়ারের দাম কখনো উঠবে, কখনো কমবে। শেয়ারের দাম শুধু উঠতেই থাকলে, উঠতে উঠতে কোথায় যাবে?


"শেয়ারের দাম উঠবে-কমবে- এটাই স্বাভাবিক এবং তা সহনীয় পর্যায়ে থাকতে হবে।"


জাতীয় সংসদের বুধবারের অধিবেশনে প্রধানমন্ত্রীর জন্য নির্ধারিত প্রশ্নোত্তর পর্বে বজলুল হক হারুনের এক সম্পূরক প্রশ্নের জবাবে প্রধানমন্ত্রী এ সব কথা বলেন।



সরকারপ্রধান তার বক্তব্যে পুঁজিবাজারের অস্বাভাবিক দরপতনে ক্ষতিগ্রস্তবিনিয়োগকারীদের প্রতি সমবেদনা জানান।


মঙ্গলবার পুঁজিবাজারের দরপতনের পর তৎক্ষণাৎ অর্থমন্ত্রী আবুল মাল আব্দুল মুহিতের পদত্যাগ দাবি করে ব্যানারসহ বিক্ষোভ প্রদর্শনের প্রসঙ্গ উল্লেখ করে শেখ হাসিনা বলেন, "পুঁজিবাজার পড়বে- তা তারা কীভাবে জানলো। তারা ব্যানার নিয়ে নেমে পড়লো। ব্যানার কখন তৈরি হলো?"


"এটা দেখেই সন্দেহ হয়- কারা এটার পেছনে খেলছে," বলেন শেখ হাসিনা।


মহাজোট সরকার ক্ষমতা নেওয়ার সময় পুঁজিবাজার স্থিতিশীল ছিলো জানিয়ে প্রধানমন্ত্রী বলেন, "যখন শেয়ারের দাম বাড়তে থাকে, তখনই আমরা ব্যবস্থা নিতে কর্তৃপক্ষকে নির্দেশ দিই।


"কিন্তু, একটা মহলের কারসাজিতে [পুঁজিবাজার] অস্থিতিশীল হয়ে পড়ে।"


পুঁজিবাজারের বিনিয়োগকারীদের উদ্দেশ্যে প্রধানমন্ত্রী বলেন, "শেয়ারের দাম প্রতিনিয়তই বাড়বে- এটা আশা করা ঠিক নয়।"


"তবে, শেয়ারের দাম পড়ে গেলে ভয় পেয়ে তা বিক্রি করে দেওয়া ঠিক না," উল্লেখ করে তিনি বলেন, "কিছুদিন শেয়ারটা ধরে রাখলে দাম বাড়বেই।"


তিনি নিজে শেয়ারের ব্যবসা করেন না এবং শেয়ার সম্পর্কে নিজের ভালো ধারণা নেই উল্লেখ করে শেখ হাসিনা বলেন, "ঝুঁকি নিয়েই পুঁজিবাজারে যেতে হবে।"



তিনি বলেন, "যারা পুঁজিবাজারের দরপতনের পর ভাংচুর করছে, তাদের খুঁজে বের করা হবে।"


পুঁজিবাজারের অস্থিতিশীলতার পেছনে কেউ জড়িত কি না তা খুঁজে বের করতে তদন্ত কমিটি হয়েছে- জানিয়ে শেখ হাসিনা বলেন, "অনেক কথা বলার থাকলেও বললাম না। ভবিষ্যতে বলবো।"

শেয়ারবাজারে অস্বাভাবিক দরপতনে ক্ষতিগ্রস্তদের জন্য দু:খ প্রকাশ করে প্রধানমন্ত্রী শেখ হাসিনা বলেছেন, ‘শেয়ারবাজার স্থিতিশীল রাখতে সরকার প্রয়োজনীয় ব্যবস্থা নিচ্ছে।’


বুধবার জাতীয় সংসদের প্রশ্নোত্তর পর্বে ঝালকাঠি-১ আসনের সাংসদ বজলুল হক হারুনের এক প্রশ্নের জবাবে তিনি এ কথা বলেন।


প্রধানমন্ত্রী বলেন, পুঁজিবাজার স্থিতিশীল রাখতে যা কিছু প্রয়োজন তা করা হচ্ছে। হঠাৎ দাম বাড়া-কমার কারণে যারা ক্ষতিগ্রস্ত হয়েছেন তাদের জন্য দু:খ প্রকাশ করছি।’





The prime minister has urged people to invest in the capital market only after having clear ideas about the character of its ups-and-downs.


During the question-hour for the prime minister in parliament on Wednesday, Sheikh Hasina asserted that some quarters were playing with the capital market.



She questioned how some of the investors had come to know about the market fall in advance, burned the effigy of the finance minister and demanded his resignation by holding banners.


"We can understand that some quarters have been playing a game here," said Hasina replying to a question from Awami League MP Bazlul Huq Harun.


"This is natural that the capital market will go up and come down. People should invest (here) knowing its character," said Hasina showing sympathy for the investors.


"Where will it go if the market continues to fluctuate in such unusual way?"


The prime minister said she could see some ominous signs as the capital market had continued to shoot up.


"We had given instructions to stabilise it, but the market get destabilised due to manoeuvring by some groups," said Hasina asking investors not to damage vehicles and property.


"If you ransack a vehicle, its owner is also getting affected," said the prime minister.


She questioned, "Who made banners demanding finance minister's resignation, burned his effigy? How could they know in advance that the market would fall?"


Hasina admitted that she did not understand share market as she had no investment in the capital market.


She, however, suggested people not go for sale out of panic.


"Please, hold the shares and sell these when the market goes up," said the prime minister.

Hundreds of angry investors took to the streets in the capital's Motijheel area protesting a slump in share prices after an initial gain in the morning trades on Wednesday.
The agitating retail investors brought out processions at 3:00pm, the closing hour of trading, blocking the roads between Shapla Chattar to Ittefaq crossing that also stopped vehicular movements in the area.
This is the fourth day in a row the retail investors are demonstrating and engaging in street violence.
Earlier in the morning, prices of shares saw an increase after an initial hiccup during trading at Dhaka Stock Exchange (DSE).
The investors on Tuesday protested the slump in share prices and clashed with the law enforcers in Motijheel area.
However, the prices went up after finance minister AMA Muhith said the market will be stable by the end of the week.

ডিএসইর পরিচালনা পর্ষদের সদস্যরা মঙ্গলবার সন্ধ্যায় কৃষি ব্যাংক কার্যালয়ে তদন্ত কমিটির সদস্যদের সঙ্গে বৈঠক করে তাদের বক্তব্য তুলে ধরেন

বৈঠক শেষে ডিএসই সভাপতি শাকিল রিজভী সাংবাদিকদের বলেন, "শেয়ারের দাম কীভাবে বাড়ে বা কমে; একটি কোম্পানির শেয়ার কীভাবে অতিমূল্যায়িত অবস্থায় বাজারে আসে এবং কীভাবে দাম কমতে কমতে একটি কোম্পানির ওটিসি মার্কেটে চলে যায়- সে বিষয়গুলো আমরা তদন্ত কমিটিকে ব্যাখ্যা করেছি

Finance Minister AMA Muhith on Tuesday expressed his optimism that the stock market would return to a stable situation within the current week though it was experiencing continuous fall from the beginning of the week.

"It is not fair that everyone behaves well when the market is bullish, but they turn ugly when the market is bearish," Finance Minister said talking to the reporters at his office after a meeting with the delegation of Bangladesh Tea Association.

Association chairman M Safwan Chowdhury led the nine-member delegation of the Bangladesh Tea Association.

Muhith also urged the investors to refrain from panic selling and added that there is a need for more time to implement the decisions and it is not wise to change decisions every now and then.

He said that the institutional investors as well as the merchant banks are still active in the market; "may be they are going for small buying."

The finance minister also noticed that share prices of many companies were going down, but the companies were not buying back their shares.

He also said that the decision to increase Cash Reserve Ratio (CRR) did not have any negative influence on the market.

Bangladesh Bank raised the CRR on December 1 from 5 to 5.5 per cent.

Muhith also said in his next sitting on Thursday with the State Owned Enterprises (SOEs) he will give them a certain timeframe for offloading shares. "If they fail to do that job they should go," he asserted.

Regarding book building method, he said, he has already directed to make reforms in the book building method , "It is good method but we did not apply it in a proper way", minister added .

In replying a question, Muhith said everything is going on according to his earlier decision regarding the stock market.

About the allegation against five brokerage houses, he said that those houses were allowed to resume their operation considering the interest of general investors. "Investigation will continue against those houses and they will not be spared if found guilty," the minister added.

He cited some positive signs in the capital market as GrameenPhone and National Bank Limited have declared dividends, which may have some positive influence.

Regarding the meeting with the Tea Association leaders, he said the Association has demanded to reduce the bank interest rate and cut the land development tax.

They also demanded extension of the timeframe for lease of land, renovate the Tea Board Office and make reforms in the Tea Institute in Srimongol.

Mobile operators yesterday said unfriendly telecom regulations will restrict them to go public.
Senior officials of leading mobile operators said their plan to be listed on the stockmarket will be uncertain, if their growth is hindered due to unfriendly telecommunication rules.
"Nobody will buy our shares if we continue to incur losses," said Robi CEO Michael Kuehner at a press conference at Sonargaon Hotel in Dhaka.
Only Grameenphone is currently listed on the stockmarket.
The Robi CEO said the operators and the government have jointly created a success story for Bangladesh and its people due to the development of the telecommunication sector.
"We rolled out world-class infrastructure. We also offer the lowest tariff in the world."
The Robi CEO also said the mobile operators have created more than one million jobs and contributed over 10 percent to the national budget, helping Bangladesh continuously achieve about 6 percent economic growth annually.
"We are now investing in new technology and high broadband connection. In these circumstances, the telecom regulations will not help us," said Kuehner.
Mahfuzur Rahman, acting CEO of Citycell, said the government should set rational fees to help the operators stay in business and continue the existing services.
Grameenphone Chief Executive Oddvar Hesjedal said Bangladesh had to offer free licence 14 years ago, as no foreign investors were interested in the market. "That was a good decision. But if now the government realises high fees then the society will lose further development. The country will lose more than it gets."
The operators also urged the telecom regulator to leave issues such as initial public offering or employment generation to the authorities concerned to make the guidelines easily understandable and focused.
They also expressed concern about clauses that empower the authorities to make changes to the guidelines, which the operators say will make the investors nervous about future investment.
The operators also called for a level-playing field, and that they should not be burdened with high fees.
Grameenphone is the leading mobile operator in the country with over 3 crore subscribers, followed by Banglalink with 1.9 crore clients, Robi 1.236 crore and Citycell with 18.11 lakh users.

আজ মঙ্গলবার কমিশনের এক সভায় সিদ্ধান্ত নেওয়া হয় এর ফলে পঙ্কজ রায় কাল থেকে যাবতীয় দাপ্তরিক কাজ করতে পারবেন এর আগে গতকাল সোমবার অস্বাভাবিকভাবে শেয়ার বিক্রির কারণে পাঁচ ব্রোকারেজ হাউসের বিরুদ্ধে লেনদেনের ওপর স্থগিতাদেশ প্রত্যাহার করে নেওয়া হয়
ব্যাপারে এসইসির মুখপাত্র নির্বাহী পরিচালক সাইফুর রহমান বলেন, তদন্ত কমিটির প্রাথমিক প্রতিবেদনের ভিত্তিতে এই সিদ্ধান্ত নেওয়া হয়েছে
এসইসি সূত্রে জানা যায়, গত ২০ জানুয়ারি ডিএসইতে লেনদেনের পাঁচ মিনিটের মধ্যে সাধারণ সূচক প্রায় ৬০০ পয়েন্ট পতন হয় এতে সূচক সার্কিট ব্রেকারে পৌঁছানোয় ডিএসইতে লেনদেন বন্ধ হয়ে যায় ওই দিনই এসইসির ঊর্ধ্বতন কর্মকর্তারা সার্ভিল্যান্স বিভাগে গিয়ে মোট ছয়টি ব্রোকারেজ হাউসে অস্বাভাবিক শেয়ার বিক্রির তথ্য পায় এর পরিপ্রেক্ষিতে কমিশন ছয়টি হাউসের লেনদেন এক মাসের জন্য স্থগিত করে একই সঙ্গে ওই ছয়টি হাউসের প্রধান নির্বাহী কর্মকর্তাদের এক মাস নিষ্ক্রিয় রাখার সিদ্ধান্ত হয় তবে অন্য পাঁচজন সিইওর ব্যাপারে এখনো কোনো সিদ্ধান্ত নেওয়া হয়নি পরে ঘটনা তদন্তে ছয়টি পৃথক তদন্ত কমিটি গঠন হয় কমিটিগুলো তদন্ত শেষে তকাল সোমবার তাদের প্রতিবেদন পেশ করে

অস্বাভাবিক ওঠানামার মধ্য দিয়ে মঙ্গলবার শেষ হয়েছে দেশের প্রধান পুঁজিবাজার ঢাকা স্টক এক্সচেঞ্জের (ডিএসই) লেনদেন
এদিন ডিএসইতে ব্যাংক, বীমা, আর্থিক প্রতিষ্ঠান, বিদ্যুৎ জ্বালানি এবং প্রকৌশল খাতের শেয়ারে বড় ধরনের মূল্য বৃদ্ধি ঘটেছে সাধারণ মূল্য সূচক আগের দিনের চেয়ে ৪২৮ দশমিক ৩২ পয়েন্ট বেড়ে হাজার ৮২২ দশমিক ৮৫ পয়েন্টে উন্নীত হয়

এর আগে গত বৃহস্পতিবার থেকে সোমবার পর্যন্ত টানা তিন দিন ডিএসইতে সূচকের বড় ধরনের দরপতন হয়েছিল
সময় ডিএসইর সূচক ৯১৫ পয়েন্ট কমে যায় টানা দরপতনের কারণে বিক্ষোভও করেন বিনিযোগকারীরা
মঙ্গলবার দুপুর ১২টায় ডিএসই‘র সূচক মূল্য সূচক আগের দিনের চেয়ে প্রায় ৯৭ পয়েন্ট কমে যাওয়ায় বিনিয়োগকারীরা দিনও বিক্ষোভ করেন যদিও দিন শেষে অনেকটাই ঘুরে দাঁড়িয়েছে পুঁজিবাজার

এদিন ডিএসই‘র সূচক লেনদেন হওয়া বেশিরভাগ কোম্পানির শেয়ারের দাম বাড়ায় বিনিয়োগকারীদের মধ্যে কিছুটা স্বস্তি ফিরে এলেও এখনও বড় ধরনের লোকসানে রয়েছেন বিনিয়োগকারীরা
গত দু’ মাসে প্রায় আড়াই হাজার সূচকের পতনের পর এদিন সাধারণ মূল্যসূচক আগের দিনের চেয়ে প্রায় সাড়ে ৪০০ পয়েন্ট বাড়াকে স্বাভাবিক হিসেবে দেখলেও এটা কতদিন স্থায়ী হবে তা নিয়ে শঙ্কিত তারা

বিনিয়োগকারীরা আরও বলেন, পুঁজিবাজারের প্রতি সাধারণ বিনিয়োগকারীদের আস্থা ফিরিয়ে আনার জন্য বাজার বেশ কয়েকদিন ঊর্ধ্বমুখি থাকা প্রয়োজন
অন্যদিকে মঙ্গলবার ডিএসইর মূল্য সূচক ঘুরে দাড়ানোর পেছনে প্রাতিষ্ঠানিক বিনিযোগকারীরা মুখ্য ভূমিকা পালন করেছে বলে একাধিক সূত্র নিশ্চিত করেছে

এদিন বেশির ভাগ মার্চেন্ট ব্যাংক প্রাতিষ্ঠানিক বিনিয়োগকারীরা পুঁজিবাজারে শেয়ার কিনেছে বলে বিভিন্ন সূত্রে জানা গেছে
কারণে এদিন বাজার হঠাৎ করেই চাঙ্গা হয়ে ওঠে

এছাড়া চলতি সপ্তাহেই পুঁজিবাজার স্থিতিশীল হবেÑঅর্থমন্ত্রীর ঘোষণায় বাজারে সাধারণ বিনিয়োগকারীদের মধ্যে আস্থা ফিরে এসেছে
মঙ্গলবার ঢাকা স্টক এক্সচেঞ্জে (ডিএসই) লেনদেন শুরুর মাত্র মিনিটের মধ্যে ডিএসইর সাধারণ মূল্য সূচক আগের দিনের চেয়ে ২৩৪ দশমিক ৬৫ পয়েন্ট বেড়ে যায়
তবে সূচকের ঊর্ধ্বগতি বেশিক্ষণ স্থায়ী হয়নি লেনদেন শুরুর ১২ মিনিট পর থেকে আবার সূচকের পতন শুরু হয় এবং সকাল ১১টা ৫৩ মিনিটে তা আগের দিনের চেয়ে ৯৭ পয়েন্ট কমে হাজার ২৯৭ পয়েন্টে নেমে আসে

তবে দিনশেষে সাধারণ মূল্যসূচক আগের দিনের চেয়ে ৪২৮ পয়েন্ট বেড়ে হাজার ৮২২ পয়েন্টে উন্নীত হয়

দিনশেষে লেনদেন হওয়া ২৫৪টি কোম্পানির মধ্যে দাম বেড়েছে ২৪৩টির, কমেছে মাত্র ১১টি কোম্পানির শেয়ারের দাম
এদিন আর্থিক লেনদেনের পরিমাণ দাঁড়ায় ৭৮৭ কোটি টাকা এটি আগের দিনের চেয়ে ১৭৮ কোটি টাকা বেশি
