শেয়ারবাজার :::: অর্থ মন্ত্রণালয়-সম্পর্কিত স্থায়ী কমিটির সভাপতি আ হ ম মুস্তফা কামাল বলেছেন, পুঁজিবাজারের বর্তমান নাজুক পরিস্থিতির জন্য কেউ না কেউ দায়ী। এসব দায়ী ব্যক্তিক অবশ্যই বিচারের কাঠগড়ায় দাঁড় করানো উচিত। একই সঙ্গে এমন ব্যবস্থা নেওয়া উচিত, যাতে ক্ষতিগ্রস্ত বিনিয়োগকারীরা তাঁদের ক্ষতি পুষিয়ে নিতে পারেন।
আজ মঙ্গলবার রাজধানীর রূপসী বাংলা হোটেলে ঢাকা স্টক এক্সচেঞ্জের (ডিএসই) নেতাদের সঙ্গে বৈঠক শেষে মুস্তফা কামাল সাংবাদিকদের এসব কথা বলেন।
মুস্তফা কামাল বলেন, ‘আমি মনে করি, আমরা বাজারে স্থিতিশীলতা ফিরিয়ে আনতে পারব। বাজার তার স্বাভাবিক অবস্থায় ফিরে আসবে।’ বাজার তার নিজস্ব গতিতে চললে, মূল ভিত্তির ওপর দাঁড়াতে পারলে বিনিয়োগকারীদের ক্ষতি অনেকাংশে পুষিয়ে যাবে।
মুস্তফা কামাল আরও বলেন, ‘আমরা সবাই জানি, পুঁজিবাজারে মহাবিপর্যয় নেমে এসেছে। এ অবস্থার মাঝেই কীভাবে আবার গতিশীলতা ফিরিয়ে আনা যায় এবং এ অবস্থায় সরকার ও সংশ্লিষ্ট বিভিন্ন পক্ষের কী করণীয়, সেসব বিষয়ে আমরা বিস্তারিত আলোচনা করেছি। পুঁজিবাজার নিয়ে ডিএসইর পক্ষ থেকে বেশ কিছু পরামর্শ পেয়েছি, তাঁদের বেশ কিছু চাহিদা পেয়েছি। এই চাহিদা ও পরামর্শগুলো পরশু অনুষ্ঠেয় অর্থ মন্ত্রণালয়-সম্পর্কিত স্থায়ী কমিটির বৈঠকে অর্থমন্ত্রীকে অবহিত করা হবে। এ ছাড়া আসন্ন বাজেটে ওই বিষয়গুলো একত্র করে বিনিয়োগকারীদের আশা-আকাঙ্ক্ষার প্রতিফলনের ব্যবস্থা নেওয়া হবে বলেও জানান তিনি।
সাংবাদিকদের এক প্রশ্নের জবাবে মুস্তফা কামাল বলেন, বাজেটে অনেক কিছু আছে, আবার অনেক কিছু নেই। তিনি বলেন, ‘বন্ডের পাশাপাশি পুঁজিবাজারেও যাতে অপ্রদর্শিত অর্থ বিনিয়োগ করা যায়, সে ব্যাপারে আমরা চেষ্টা করব। আমরা বিষয়টি অর্থমন্ত্রীকে বুঝানোর চেষ্টা করছি। পরশু অর্থমন্ত্রীর সঙ্গে বৈঠকের পর বিষয়টি নিশ্চিত করে বলা যাবে।’
আরেক প্রশ্নের জবাবে মুস্তফা কামাল বলেন, ‘পুঁজিবাজারে বিনিয়োগের এখনই উত্তম সময়। বাজারের মৌল ভিত্তি এখন অনেক ভালো। এতে ঝুঁকিও অনেক কম।’ তারল্যসংকটের ব্যাপারে তিনি বলেন, ব্যাংক ও আর্থিক প্রতিষ্ঠান পুঁজিবাজারে নিষ্ক্রিয় থাকায় এই বাজারে তারল্যসংকটের সৃষ্টি হয়েছে। তবে বাজেটের পরই ব্যাংক ও আর্থিক প্রতিষ্ঠানগুলো আবারও পুঁজিবাজারে বিনিয়োগ করবে বলে তিনি আশাবাদ ব্যক্ত করেন।
বর্তমান সরকার ক্ষমতায় আসার পর এটাই প্রথম ডিএসই কর্তৃপক্ষের সঙ্গে কমিটি বৈঠক। বৈঠকে অন্যান্যের মধ্যে সরকারি হিসাব-সম্পর্কিত সংসদীয় স্থায়ী কমিটির সভাপতি মহীউদ্দীন খান আলমগীর, সাংসদ আশরাফ আলী, সাংসদ এম এ মান্নান, সাংসদ ফরিদা রহমান, সাংসদ আবদুর রহমান, ডিএসইর সভাপতি শাকিল রিজভী, জ্যেষ্ঠ সহসভাপতি আহসানুল ইসলামসহ উচ্চপর্যায়ের নেতারা উপস্থিত ছিলেন।
Thailand is interested to invest in communication, rubber and plastic sectors in Bangladesh.
The country also wants to recruit Bangladeshi labour force for its industries, a Thai business delegation told the leaders of the Federation of Bangladesh Chambers of Commerce and Industry (FBCCI) at a meeting in Dhaka yesterday.
Secretary General of Thailand Board of Investment Atchaka Sibunruang said they have a plan to increase Thai-Bangladesh trade to $1 billion by 2012.
A number of Thai business entities are interested to invest in Bangladesh, the leader of the trade delegation said. She said after the activation of BIMSTEC (Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation) the facilities would be open for the trade bodies and trade gap would be decreased.
Md Jashim Uddin, acting president of FBCCI, said the Thai businessmen are interested to relocate their factories in Bangladesh.
"They also want to help us with their expertise in business," he said.
A number of businessmen from both the countries took part in the meeting at the Federation Building in Motijheel.
According to FBCCI data, Bangladesh exported goods worth $20.52 million to Thailand in fiscal 2009-10, while Thailand exported products worth $633.36 million. During the period between 1977 and 2010, a total of $48.42 million foreign direct investment came in Bangladesh from Thailand.
The 33-member delegation that came to Dhaka on Sunday on a five-day visit has representatives from major sectors including jewellery, steel pipe, melamine, paper, textile products, construction, agricultural machinery, home appliance, lubricant, leather, electronics and electricity, automobile parts and footwear.
The FBCCI sought Thai investment in power generation, infrastructure development, pharma-ceuticals, tourism, agro-based industry, shipbuilding and ship breaking, renewable energy, and ICT and ICT-based services in joint venture or in the form of FDI.
The apex trade body and Bangladesh Board of Investment will provide the investors with necessary support," said Jashim Uddin.
He said the government has taken a number of steps to facilitate and expedite investment through online cargo clearance in all customs stations, setting up one-stop service desks and introducing payment of all government dues online and on mobile phone.
He said the Thai investors could utilise the existing facilities in export processing zones for setting up industries. The government is also going to declare seven economic zones in the country. Thailand can take the opportunity, said Jashim Uddin.
President of Thai-Bangladesh Business Council Mingpant Chayavichitslip, President of Bangladesh-Thai Chamber of Commerce and Industry MA Momen, and Charge d'Affaires of Thai Embassy Suwapong Sirisorn also spoke.
In September last year, another high-level trade delegation from Thailand visited Dhaka to explore business opportunities.
