পুঁজিবাজার ধসের জন্য দায়ী হিসেবে বিভিন্ন সংবাদপত্রে যাদের নাম প্রকাশ হয়েছে তারা দোষী নন বলে মন্তব্য করেছেন তদন্ত কমিটি প্রধান খোন্দকার ইব্রাহিম খালেদ। শনিবার রাতে একটি বেসরকারি টেলিভিশনকে খালেদ বলেন, "আমরা যেভাবে প্রতিবেদন করেছি, সংবাদপত্রগুলো সেভাবে রিপোর্ট করেনি।" পুঁজিবাজার ধসের জন্য দায়ী করে পত্রিকায় ছাপা হওয়া বিভিন্ন ব্যক্তির ছবি সম্পর্কে তিনি বলেন, "আমরা তাদের অপরাধী বলিনি।" গত ১০ এপ্রিল দৈনিক কালের কন্ঠ পত্রিকায় 'এরাই শেয়ার কেলেঙ্কারির নায়ক' শিরোনামে সংবাদের সঙ্গে ছয়জনের ছবি ছাপা হয়। এরা হলেন- সালমান এফ রহমান, আহম মুস্তাফা কামাল, মোসাদ্দেক আলী ফালু, এইচবিএম ইকবাল, লুৎফর রহমান বাদল ও নূর আলী। পত্রিকাটির ওই কপি দেখিয়ে অনুষ্ঠানের উপস্থাপক ইব্রাহিম খালেদের কাছে জানতে চান, "এরা কী তাহলে দোষী নয়?" জবাবে তিনি বলেন, "না। তারা দোষী নন।" মোসাদ্দেক আলী ফালু ও এইচবিএম ইকবাল সম্পর্কে অনুষ্ঠানে ইব্রাহিম খালেদ বলেন, "তারা সমাজে প্রতিষ্ঠিত লোক। তারা অপরাধ করেনি।
"ওদের (ফালু, ইকবাল) অসঙ্গতি পেয়েছি। নৈতিক অসঙ্গতি। টপ ম্যানুপুলেটর হিসেবে নয়।" অনুষ্ঠানে ইব্রাহিম খালেদ দাবি করেন, সামরিক আইন প্রসঙ্গে একটি বেসরকারি টেলিভিশন চ্যানেলে তার দেওয়া বক্তব্য ভুলভাবে উদ্ধৃত করেছে। এ প্রসঙ্গে অনলাইন সংবাদপত্রটির একজন মুখপাত্র বলেন, "বাংলাভিশনের সংবাদের শ্র"তিলিপি থেকে তার বক্তব্য হুবহু তুলে দেওয়া হয়েছে।" খোন্দকার ইব্রাহিম খালেদ বৃহস্পতিবার ওই টেলিভিশন চ্যানেলকে এক প্রশ্নের জবাবে বলেন, পুঁজিবাজারে অস্থিরতার পেছনে জড়িতদের বিচার কেবল সেনা শাসনেই সম্ভব। খালেদের এ বক্তব্যের সমালোচনা করেছে বিরোধী দল বিএনপি, আইনমন্ত্রী ও শীর্ষ আইনজীবীরা।
The stocks probe committee chief has trashed a news report and the photographs of 'suspects', claimed to be based on the report submitted by his committee to the government.
"The newspaper did not publish reports in line with our report," Khondker Ibrahim Khaled said.
In an interview with a private television channel, Khondker Ibrahim Khaled said those, whose pictures were published in Bengali daily Kaler Kantho (Apr 10, 2011), proclaiming them to be 'top accused' in the stocks market crash, were actually 'not guilty'.
In the Bengali daily report, titled 'The Key Players of Stocks Crash', photographs of six people — Salman F Rahman, A H M Mostafa Kamal, Mosaddek Ali Falu, H B M Iqbal, Lutfar Rahman Badal and Noor Ali — were published.
Showing a copy of the issue, the interviewer asked, "Are they not guilty?"
"No, they are not guilty," pat came the reply from Khaled.
Again, naming Falu and Iqbal, the interviewer sought to know from the probe panel chief whether the committee found any evidence of their involvement in the stocks scam, he said, "They are eminent figures of the society...they did not do it."
He, however, threw a suggestion that 'socially, economically and sometimes politically powerful, should not trade through omnibus accounts', as it was 'unethical' according to his perception.
"They should trade through single BO (beneficiary owner) accounts," he advised.
An omnibus account involves transactions of individual accounts which are combined in this type of account, allowing for easier management by the futures merchants or brokers.
Khaled also claimed that had misquoted his remark that "only martial law can try stocks offenders".
On Thursday, Khaled told Banglavision, "It's not easy to fast-track such trials. There're courts, and the court is always in favour of the accused. The court is never in favour of the accuser."
"Only martial law can fast-track such trials," he said in the interview. "You can take (them) into custody and hold summary trials. You cannot do that in a democracy…"
However, in another interview with the BBC Bengali service on the day next, Khaled claimed that he had not been properly quoted in the media.
"Let me say what I had said…I had said about our judicial system, not about our investigation," he said.
He continued, "In a democratic country, one needs to go to court with strong evidence, or else it's difficult to win (the case).
"In martial law, things are different. There is no need for evidence...a punishment could be meted out there. The question of investigation doesn't come here.
"They [TV interview] are talking about martial law involving [our] investigation. It has no link to the martial law."
A spokesman for said the news editors just "reproduced" from the transcript of the TV report, which contained remarks of Khaled.
The spokesman also said the internet newspaper had recorded the report when Banglavision ran it once again in its evening bulletin.
