শেয়ারবাজার :::: এবার আর্থিক প্রতিষ্ঠানগুলোর শীর্ষ খেলাপিদের অধিক নজরদারির আওতায় আনা হচ্ছে। এখন থেকে অব্যাংক এই আর্থিক প্রতিষ্ঠানগুলোকে তাদের শীর্ষ ১০ খেলাপির তালিকা ত্রৈমাসিক ভিত্তিতে বাংলাদেশ ব্যাংকে পাঠাতে হবে।একই সঙ্গে যেসব খেলাপির বিরুদ্ধে ইতিমধ্যেই ঋণ আদায়ে মামলা করা হয়েছে, তার নামধাম ও মামলার অবস্থাও জানাতে হবে কেন্দ্রীয় ব্যাংকে। ।নির্দেশে চলতি বছরের জুন মাস থেকেই ত্রৈমাসিক ভিত্তিতে শীর্ষ ১০ খেলাপির তালিকা বাংলাদেশ ব্যাংকের আর্থিক প্রতিষ্ঠান ও বাজার বিভাগে পাঠানোর কথা বলা হয়েছে। প্রথম দফায় এই তালিকা পাঠাতে হবে ১৫ আগস্টের মধ্যে।কেন্দ্রীয় ব্যাংক সূত্র জানিয়েছে, ব্যাংক খাতে শীর্ষ খেলাপিদের বিষয়ে বিশেষ মনোযোগ দেওয়ার পর এখন অব্যাংক আর্থিক প্রতিষ্ঠানগুলোর দিকে নজরদারি বাড়াতে এই পদক্ষেপ নেওয়া হয়েছে।আর্থিক প্রতিষ্ঠান আইন ১৯৯৩-এর ১৮(ছ) ধারায় বাংলাদেশ ব্যাংক এই নির্দেশ জারি করেছে।এ বিষয়ে যোগাযোগ করা হলে আইআইডিএফসির ব্যবস্থাপনা পরিচালক (এমডি) আসাদুজ্জামান খান প্রথম আলোকে বলেন, এটা অবশ্যই একটা ইতিবাচক পদক্ষেপ। আর্থিক প্রতিষ্ঠানগুলোর জন্য ভালো ফল বয়ে আনবে।তিনি আরও বলেন, ‘আমি মনে করি এতে শীর্ষ খেলাপিদের কাছ থেকে ঋণ আদায়ে আমাদের যে উদ্যোগ, তা আরও ত্বরান্বিত হবে, গতি পাবে। উপরন্তু, খেলাপিরা প্রতিষ্ঠানগুলোর ওপর কোনো প্রভাব বিস্তার করতে চাইলে কেন্দ্রীয় ব্যাংকের এই তদারকির কারণে তা আটকানো যাবে।’ তিনি কেন্দ্রীয় ব্যাংকের এই পদক্ষেপকে স্বাগত জানান।অপর এক নির্দেশে আর্থিক প্রতিষ্ঠানগুলোর প্রধান কার্যালয়ে অভিযোগ সেল গঠন করতে বলেছে কেন্দ্রীয় ব্যাংক। এই সেলে যেসব অভিযোগ জমা পড়বে, তা এক মাসের মধ্যে সুরাহা করতেও নির্দেশ দিয়েছে কেন্দ্রীয় ব্যাংক।

Internet price cut 16pc, market sees minor impact



Internet price has been slashed down by 16.66 percent and set at Tk 10,000 per megabits per second (Mbps) from Tk 12,000 before for leased internet access via submarine cable.
But the cut in prices would have minor impact on the end users, as the operational cost is still high.
In a notification, Bangladesh Telecommunication Regulatory Commission (BTRC) has announced the price reduction to be effective from August 1.
The corporate broadband internet users may be benefited from the price cut, but not the individual users, said internet service providers (ISPs).
Bandwidth costs account for 20 percent to 25 percent of the total expenditure of the ISPs. Moreover, the government has imposed a 3 percent tax on fibre optic cable import. Other capital expenditures are still high, said Sumon Ahmed Sabir, vice president of Internet Service Providers Association Bangladesh.
A 16 percent reduction in the bandwidth prices is quite little for the industry, Sabir said, adding that this cut would have a minimal impact on the internet pricing.
However, he said the ISP expenditure will go down slightly.
Wireless broadband service providers said the price cut would not benefit them much. But this would help them increase their capacity or speed to some extent, they added.
In February, when the broadband internet price was cut down to Tk 12,000 from Tk 18,000 for per Mbps, the wireless service providers could offer better services -- double speed and capacity -- to their customers.
Mehboob Chowdhury, chief executive officer of Citycell, the largest wireless broadband internet service provider, said, “We appreciate the price cut. This will help implement the government's vision for a 'Digital Bangladesh'.”
“There won't be any significant impact of the slashed price, but the quality of service will improve,” said the boss of Citycell that provides the broadband brand Citycell Zoom Ultra.
The other two wireless broadband internet service providers in the country are Qubee and Banglalion.
Back in 2007, the caretaker government reduced the bandwidth price from Tk 75,000 to Tk 27,000 per Mbps.

Commerce Minister advises people to consume less

DHAKA: Commerce Minister Col Faruk Khan Thursday advised people to consume less as a way of checking unrelenting price rises, as his ministry came under fire from all directions for not being able to tackle the wayward market.
In his call to the people for exercising austerity, he said, “Consume less--it could help in curbing problems. People in the good old days lived longer as they ate lesser.”
He came up with the remarks while addressing a discussion meeting titled “Our role in  preventing food adulteration” at the VIP lounge of the National Press Club, in a bid to deal with another pervasive problem with food-commerce sector.
The Minister said, “We will make a new law for preventing food adulteration. As per the proposed act, a whistle-blower will get 25 percent of the fines in exchange for giving information about product  faking.”

Khan hopes that price hike-and food-adulteration problems will be checked within seven or eight days.

Among others, FBCCI president AK Azad, Dhaka University teacher of  Biochemistry Prof Dr. Hossain Uddin Shekhar and Chief of the DU center for advanced sciences Dr. Latiful Bari were present at the meeting.

The chief of the apex trade body did an unsparing sole-searching over the chaotic manners of the market, blaming all in authority for the problems.       
“Three persons are responsible for food adulteration. I am responsible as business leader. The director-general of Consumer Rights Protection Department and the commerce minister himself are also responsible,” said the FBCCI president, AK Azad.    
Dr. Hossain Uddin Shekhar read out the keynote on one of the most burning problems of the day, as adulteration and preservation of products, especially food items, have assumed a menacing proportion.

শেয়ারবাজার :::: প্রাথমিক গণপ্রস্তাবের (আইপিও) মাধ্যমে পুঁজিবাজারে তালিকাভুক্তি হতে যাচ্ছে জাহিন টেক্সটাইল ইন্ডাস্ট্রিজ লিমিটেড। আজ বুধবার নিয়ন্ত্রক সংস্থা সিকিউরিটিজ অ্যান্ড এক্সচেঞ্জ কমিশন (এসইসি) প্রতিষ্ঠানটির আইপিও অনুমোদন দিয়েছে। এসইসির মুখপাত্র ও নির্বাহী পরিচালক সাইফুর রহমান এক ব্রিফিংয়ে এ কথা জানান।প্রতিষ্ঠানটি বাজারে দুই কোটি শেয়ার ছেড়ে ৫০ কোটি টাকা উত্তোলন করবে। ১০ টাকা অভিহিত মূল্যের প্রতিটি শেয়ারের দাম নির্ধারণ করা হয়েছে ২৫ টাকা। এ ক্ষেত্রে ১৫ টাকা প্রিমিয়াম নেওয়া হবে।এ উত্তোলিত ৫০ কোটি টাকার মধ্যে ৪০ কোটি টাকা প্রতিষ্ঠানটি ঋণ পরিশোধ করবে এবং চলতি মূলধনে যুক্ত হবে নয় কোটি ১০ লাখ টাকা। বাকি ৯০ লাখ টাকা প্রিমিয়ামের ওপর কর দেওয়া হবে।প্রতিষ্ঠানটির ইস্যু ম্যানেজার হচ্ছে ট্রিপল এ (এএএ)। প্রতিষ্ঠানটির বর্তমান পরিশোধিত মূলধন ২৫ কোটি টাকা, শেয়ারপ্রতি আয় (ইপিএস) ১.৮৩ টাকা এবং শেয়ারপ্রতি মোট সম্পদমূল্য (এনএভি) ৪৬.০১ টাকা।

BSRM plans 190MW power plant

Local steel conglomerate BSRM Group is set to establish a merchant power plant to support its expansion in Chittagong.
Initially, the group plans to spend Tk 3,000 crore for the power plant, and has recently received the green light from the government to join the national grid.
After completion of the project, the company would produce 190 megawatts of electricity, said the chairman of the group.
“Basically, it's part of our expansion plan that we have been working on for the last couple of months. And we want to create a sustainable backward linkage for our next project,” said Alihussain Akberali.
“We have already received permission from the government to generate power for the national grid,” he said.
Now the group is awaiting a government approval for land acquisition to build up infrastructure for the plant.
Everything depends on the approval, and it will take no longer than three months to complete the project, said Akberali.
"We will start producing power once we get the go-ahead from the government.”
A merchant power plant is funded by private investors and sells electricity in the competitive wholesale power market. Since a merchant plant is not required to serve any specific retail consumers, consumers are not obligated to pay for the construction, operations or maintenance of the plant.
A traditional rate-based power plant, on the other hand, is built and operated by a regulated electric utility specifically to serve that utility's retail customers. In return, the customers are obligated to pay for the plant's construction, operations and maintenance.
BSRM has applied for permission for land in the industrial park in Mirsarai upazila of Chittagong, which the government is yet to respond to, said Akberali.
However, the company is yet to finalise which of its new wings will use electricity from this venture.
Founded in 1952, the Tk 3,696 crore BSRM Group is now the leader in the local steel market.
BSRM Steels, the flagship company of the group, is the country's only manufacturer of 500-grade steel rod.
BSRM Steels started its operation in June 2008 and now has an annual production capacity of more than 5 lakh tonnes of steel rods.

The Executive Committee of the National Economic Council (ECNEC) Tuesday approved four development projects involving some Tk 23,608 crore, including a major one titled third primary education development project that alone costs Tk 22,197 crore.

The approval came from a meeting of the ECNEC in the NEC conference room in city’s Sher-e-Banglanagar area with Prime Minister Sheikh Hasina in the chair.

Of the total amount of funds, government will finance Tk 19,181 crore and the rest of the money, Tk 4,427 crore, will come from project aid.

Some Tk 18,809 will be financed by the government and the remaining Tk 3,388 come from project aid in the largest project--the primary education development project.

Planning Secretary Manjur Hossain, after the meeting, told journalists, “The project would be executed within the time from July 2011 to June 2016.”

The other endorsed projects are: strengthening governance management project under internal resources division (Tk 79 crore), urban area development project of local government department (Tk 1,305 crore) and solar home systems and solar irrigation pump project of power division (Tk 27 crore).

The planning secretary also informed that the meeting warned officials concerned of the project of education development for Chittagng University as there were found “irregularities”.

ঢাকা স্টক এক্সচেঞ্জের (ডিএসই) ওয়েবসাইটে মঙ্গলবার কোম্পানিটি এ ঘোষণা দেয়া। ঘোষণার প্রেক্ষিতে  কোম্পানির পরিচালনা পর্ষদ বৃহস্পতিবার (৪ আগস্ট) নিরীক্ষিত আর্থিক প্রতিবেদনের উপর আলোচনায় বসবেন।

আর্থিক প্রতিবেদন পর্যালোচনা করে পরিচালনা পর্ষদ কোম্পানির লভ্যাংশ প্রদানের সুপারিশ করবেন বলে জানা গেছে।

২০১১ সালের ৬ মার্চ প্রাথমিক গণ-প্রস্তাবের ভিত্তিতে (আইপিও) প্রতিষ্ঠানটি ডিএসইতে তালিকাভূক্ত হয়। প্রবাসী বাংলাদেশিদের উদ্যোগে প্রতিষ্ঠিত একমাত্র বিদ্যুৎ উৎপাদনকারী এ প্রতিষ্ঠানটি ২ কোটি শেয়ার ছেড়ে মোট ১২০ কোটি টাকা সংগ্রহ করে।

The other endorsed projects are: strengthening governance management project under internal resources division (Tk 79 crore), urban area development project of local government department (Tk 1,305 crore) and solar home systems and solar irrigation pump project of power division (Tk 27 crore).

The planning secretary also informed that the meeting warned officials concerned of the project of education development for Chittagng University as there were found “irregularities”.

শেয়ারবাজার :::: গ্রাহকদের হয়রানির পর ১ জুলাইয়ের আগে কেনা পরিবার ও পেনশন সঞ্চয়পত্রের উত্স কর কর্তন না করা সংক্রান্ত অভ্যন্তরীণ সম্পদ বিভাগের জারি করা পরিপত্র এখনো সব ব্যুরো অফিস ও ডাকঘরগুলোতে পৌঁছায়নি।সরেজমিন অনুসন্ধানে দেখা গেছে, গতকাল সোমবার সকালে সদরঘাটের ঢাকা সদর প্রধান ডাকঘরে এ-সংক্রান্ত নির্দেশনা ফ্যাক্সযোগে পৌঁছায়। অথচ গত ২৪ জুলাই এ-সংক্রান্ত পরিপত্র জারি করা হয়। সরকারি দপ্তরগুলোর সমন্বয়হীনতা ও গাফিলতির জন্যই এ বিলম্ব হয়েছে বলে সংশ্লিষ্টরা জানিয়েছেন।সদরঘাটের ডাকঘরে পরিপত্রের অনুলিপির যে ফ্যাক্স গতকাল সকালে এসে পৌঁছে, তা এতটাই অস্পষ্ট যে, কোনোভাবেই পাঠোদ্ধার করা সম্ভব হচ্ছিল না।ডাকঘর সূত্র জানায়, পরিবার ও পেনশন সঞ্চয়পত্রের উেস কর কর্তন নিয়ে জটিলতা এবং নির্দেশনা পৌঁছাতে দেরি হওয়ায় গত শনি ও রোববার গ্রাহকদের মুনাফা দেওয়া বন্ধ ছিল। এই দুই দিন অনেক গ্রাহক ডাকঘরে মুনাফা তুলতে এলেও তাঁদের ফিরিয়ে দেওয়া হয়।ডাকঘরের সহকারী পোস্টমাস্টার জেনারেল বিষয়টি স্বীকার করে সঞ্জিত চন্দ্র পণ্ডিত প্রথম আলোকে বলেন, ‘আজ (গতকাল) সকাল থেকেই নতুন নির্দেশনা অনুযায়ী গ্রাহকদের মুনাফা দেওয়া হচ্ছে’।তিনি আরও বলেন, গণমাধ্যমে পরিপত্র জারির বিষয়টি জানতে পারলেও অফিশিয়াল কাগজপত্র না আসায় বিষয়টি কার্যকর করতে বিলম্ব হয়েছে।অন্যদিকে গতকাল সন্ধ্যা সাড়ে ছয়টায় মুঠোফোনে যোগাযোগে করলে গেন্ডারিয়া ডাকঘরের সাব-পোস্টমাস্টার প্রথম আলোকে বলেন, গতকালও ডিজি অফিস থেকে এ বিষয়ে কোনো নির্দেশনা আসেনি। তাই বাধ্য হয়েই ১ জুলাইয়ের আগে কেনা পরিবার ও পেনশনার সঞ্চয়পত্রের ক্ষেত্রে ১০ শতাংশ উেস কর কর্তন করা হচ্ছে। এ নিয়ে গ্রাহকদের সঙ্গে বচসাও হচ্ছে।প্রসঙ্গত, একটি অসম্পন্ন নির্দেশনার ভিত্তিতে চলতি জুলাইয়ের শুরু থেকেই সব ধরনের সঞ্চয়পত্রের মুনাফার ওপর উেস কর কর্তন শুরু করে দেয় সংশ্লিষ্ট ব্যাংক, ডাকঘর ও সঞ্চয় ব্যুরো কার্যালয়গুলো। এতে পরিবার ও পেনশনার সঞ্চয়পত্রের গ্রাহকেরা বড় ধরনের হয়রানি ও ভোগান্তির শিকার হন।তবে গত ২১ জুলাই অর্থমন্ত্রীর সভাপতিত্বে বৈঠকে সিদ্ধান্ত হয়, ১ জুলাইয়ের আগে কেনা পরিবার ও পেনশনার সঞ্চয়পত্রের মুনাফায় উেস কর কর্তন করা হবে না। তার পরও আনুষ্ঠানিক পরিপত্র জারি করতে পাঁচ দিন সময় ক্ষেপন করা হয়। পরে বিভিন্ন জাতীয় দৈনিকে পরিপত্রটি বিজ্ঞাপন আকারে প্রকাশ করে জাতীয় সংঞ্চয়পত্র পরিদপ্তর।এ বিষয়ে সঞ্চয় পরিদপ্তরের এক কর্মকর্তা প্রথম আলোকে বলেন, আগে নির্দেশনা বা পরিপত্র ডাকযোগে পাঠানো হতো। কিন্তু এবার পরিস্থিতির কারণে পরিপত্র জারির পরপরই সংশ্লিষ্ট দপ্তরগুলোকে ফ্যাক্স ও ফোন করে জানিয়ে দেওয়া হয়েছে। এ ছাড়া পরিদপ্তরের ওয়েবসাইটেও পরিপত্রটি দেওয়া আছে।উল্লেখ্য, এ বছর ১ জুলাইয়ের আগে যাঁরা পরিবার বা পেনশনার সঞ্চয়পত্র কিনেছেন, তাঁরা যখনই মুনাফা উত্তোলন করুন না কেন, মুনাফার বিপরীতে কোনো ধরনের উেস কর দেবেন না। এ দুটি বাদে আলোচ্য সময়কালে কেনা অন্য সঞ্চয়পত্রগুলোর মুনাফা থেকে ১০ শতাংশ হারে কর কর্তন করা হয়েছে ও হচ্ছে।তবে ২০১১-১২ অর্থবছরের বাজেটে সরকার পরিবার ও পেনশনারসহ সব ধরনের সঞ্চয়পত্রের মুনাফার ওপর ৫ শতাংশ হারে উেস কর কর্তনের বিধান জারি করা হয়

The government is set to amend the Statutory Regulatory Order (SRO) on untaxed money in stock market under the Income Tax Ordinance as per the directive of the Asia Pacific Group on Money Laundering (APG).

As per the draft amendment proposed by the finance ministry, the SRO should be issued under the Income Tax Ordinance, the law that is also applicable for tax payment.

The National Board of Revenue (NBR) is expected to issue the amended SRO today (Tuesday) on untaxed money in stocks as directed by the banking division of finance ministry.

“Banking division last week sent the draft amendment of the SRO No. 237 after approval from the finance minister AMA Muhith,” said a senior official of the banking division of the finance ministry.

He also said some amendments of the SRO was proposed that would not have any negative impact on the Anti-Money Laundering Law 2009.

Asia Pacific Group on Money Laundering (APG), an international anti-money laundering organisation, was not satisfied with the explanation of the finance ministry on allowing untaxed money in stocks which, the APG warned, will encourage money laundering.

In 2009, the APG had raised a similar concern regarding an amnesty of money invested in a country’s stock market.

As per the announcement of budget, undisclosed money could be invested in three areas -- share market, government treasury and investment bonds, and commercially-run mass transports -- after paying 10 percent tax. The investment in stock market will be blocked for two years.

The APG, an international organisation, consists of 41 members and a number of international and regional observers, including the United Nations, International Monetary Fund (IMF), Financial Action Task Force (FATF), Asian Development Bank and World Bank.

It is closely affiliated with the FATF, whose secretariat is located in the Organisation for Economic Co-operation and Development (OECD) headquarters in Paris, France.

At present, the government is executing a time-bound action as per FATF recommendations.

The FATF will issue a public statement if the government fails to implement the action plan.

It is feared that such a statement will tarnish the country’s image, causing huge economic losses as local businessmen will have to face difficulties in opening import letters of credit (LCs).

Another official of the banking division said Bangladesh is doing well in implementation of FATF action plan and it is ahead of Sri-Lanka and Maldives.

The cases will be filed against some individual investors who were primarily found by a government probe committee involved in share market manipulation, said Prof Helal Uddin Nizami, a member of the SEC.
“The commission has appointed a senior lawyer and sent him all necessary documents to file the cases,” he said.

Car conversion business hits rough patch

The once booming business of converting cars into CNG-run vehicles is on the brink of ruin due to a gas-price hike that discourages car owners to turn to clean energy.
Industry people blamed the government's sudden U-turn on conversion that put all authorised conversion workshops at stake.
“A sharp rise in gas prices is responsible for the drastic fall in CNG conversion, as natural gas is no longer cheap anymore,” said Zakir Hossain Nayan, secretary general of Bangladesh CNG Filling Station and Conversion Workshop Association. “The conversion business is close to becoming a thing of the past.”
There are 180 CNG conversion workshops in Bangladesh, according to Rupantarita Prakritik Gas Company Ltd (RPGCL), the government body responsible for licensing CNG conversion shops. The number of CNG-driven vehicles in Bangladesh stands at 196,783, consuming 5 percent of the country's average 2,000 million of cubic feet of gas per day.
The scenario was different only a few years ago when car owners rushed to conversion workshops to change their vehicles into the CNG-mode due to the increasing petroleum prices and the government's back-up to adopt clean fuel.
Nayan said the business received the first major blow in 2008 when the gas prices doubled from Tk 8.5 to Tk 17 per cubic metre during the rule of the caretaker government, and the double cuts in petroleum prices. The latest jump to Tk 25 per cubic metre put the last nail in the coffin.
“Now we have almost no work. Since the price rise last month I have received no order although I have a huge set-up. Many workshops do not have orders at all,” he said. “Only a handful of workshops have some regular work. A huge investment is sitting idle.”
Industry people said they stepped into the business after the government opened the door for private conversion in 2001. They are now incurring financial losses.
Nayan used to convert 100 small cars and 20 trucks into CNG-run vehicles a month before the caretaker government moved on energy prices, but the number came down to eight in the month after the decision.
“Now I have no work although I have to spend Tk 1 lakh a month for about 12 workers. Although we do some servicing works, but that is not enough to keep the businesses running,” he said.
Faruk Talukder Sohel, managing director of Shohag CNG, a subsidiary of Shohag Group, said the CNG conversion business is on the verge of collapse.
His firm now converts 10-15 vehicles a month. “We had five conversion stations outside of the capital, but none of them is operational now. We have only a shop in Dhaka, which is running with lower activity.”
Sohel said they have invested hundreds of crores of taka. “Many of us set up the station on bank borrowing. Now we will face ruins.”
Sanji Automobile has recently shut down three conversion shops, said Jahangir Alam Manik, managing director of the company. “We are only operating three conversion centres in the capital, but they are also on their way to extinction, as those are running much below their capacity.”
Sanji Automobile now converts about 50 cars into CNG-run vehicles a month, one-third of the amount it used to do before the rise in gas prices.
Southern Automobiles, the country's first private CNG conversion workshop, used to convert 500 to 600 vehicles a month even a year ago. Now the figure has come down to 150 a month.
The gas price hike, curbs on car loans, a rise in car prices and a reduction in diesel prices have all cut into the business, said Monoranjan Bhakta, managing director of the company. He said cylinder and conversion kits worth Tk 5 crore are lying idle at his four workshops due to a fall in business.
RPGCL has almost stopped providing new licences to set up conversion centres following a directive from the energy ministry, said a senior official, as the country's reserve for gas is depleting fast.
He said neither the RPGCL nor the government did know about the country's real reserve of gas. “We went from door to door to motivate people to switch to CNG when we started to allow conversion of private vehicles. Now, we are in the opposite direction as the government is prioritising sectors for supplying gas.”
Workshop owners say the government should import gas or liquefied natural gas to save the sector for the sake of the environment.
