বিশেষজ্ঞ ব্যক্তিদের দিয়েই ঢাকা স্টক এক্সচেঞ্জের (ডিএসই) পরিচালনা পর্ষদ গঠন করা উচিত বলে মন্তব্য করেছেন আইন ও সংসদ বিষয়ক মন্ত্রী ব্যারিস্টার শফিক আহমেদ।
তিনি বলেন, ‘সুপ্রিম কোর্ট বার অ্যাসোসিয়েশনের সভাপতি হিসেবে আমিও ঢাকা স্টক এক্সচেঞ্জে (ডিএসই) কমিশনের পরিচালক ছিলাম। এ ধরনের পরিচালক রাখার বিধান এখনো আছে।’
মঙ্গলবার বিকেলে ‘নিয়ন্ত্রণকারী সংস্থার কার্যকারিতা: শেয়ার বাজারে অনিয়ম ও কারসাজি’ শীর্ষক সেমিনারে প্রধান অতিথির বক্তব্যে তিনি এসব কথা বলেন।
আইনমন্ত্রী বলেন, ‘কোম্পানি আইন অনুযায়ী কোনো কোম্পানি যদি তার বার্ষিক হিসাব এক্সচেঞ্জ কমিশনে জমা না দিয়ে শেয়ার ছাড়ে তা সিউকিরিটি এক্সচেঞ্জ কমিশনকেই দেখতে হবে।’
তিনি বলেন, ‘নিয়ন্ত্রণকারী যদি নিয়ন্ত্রণ করতে পারে তবে ওই প্রতিষ্ঠানের দরকার নেই।’

Out of the issues traded on the day, 130 declined, 50 gained and 11 remained unchanged.
Earlier on April 25, investors took to the street and staged a demonstration at business-district Motijheel in a protest against a recurrent freefall of share prices that pulled down the Dhaka Stock Exchange general index over 212 points. Chittagong stocks also marked a sharp fall in the day, with the CSE Selective Categories Index climbing down to 10576 by dropping 403 points.
The two bourses started witnessing significant falls after a pause following the recent market crash.
Incidentally, the downturn of the share market came at a time when the scam and the disclosure of the names mentioned in the probe report remained hot talk of the town.
