পুঁজিবাজারে তালিকাভুক্ত কোম্পানির অস্বাভাবিক লেনদেনরোধে স্টক এক্সচেঞ্জগুলোকে তাদের ক্ষমতা প্রয়োগ করার নির্দেশ দিয়েছে নিয়ন্ত্রক সংস্থা সিকিউরিটিজ এন্ড এক্সচেঞ্জ কমিশন (এসইসি)। মঙ্গলবার এসইসিতে স্টেক হোল্ডারদের এক বৈঠকে এ সিদ্ধান্ত নেয়া হয়। বৈঠক শেষে ঢাকা স্টক এক্সচেঞ্জের (ডিএসই) প্রেসিডেন্ট শাকিল রিজভী সাংবাদিকদের এ কথা বলেন। বৈঠকে মার্জিন ঋণ বিষয়ে বিস্তারিত আলোচনা হলেও কোনো সিদ্ধান্ত গ্রহণ করা হয়নি।
এসইসি'র চেয়ারম্যান জিয়াউল হক খোন্দকারের সভাপতিত্বে আয়োজিত বৈঠকে এসইসি'র সদস্য ইয়াসিন আলী, মোহাম্মদ আনিসুজ্জামান, ডিএসই'র প্রেসিডেন্ট শাকিল রিজভী, সিএসইর প্রেসিডেন্ট ফকরউদ্দিন আলী আহমদ, দুই স্টক এক্সচেঞ্জের সিইওসহ এসইসির ঊর্ধ্বতন কর্মকর্তারা উপস্থিত ছিলেন।
শাকিল রিজভী বলেন, তালিকাভুক্ত কোম্পানিতে মার্জিন ঋণ বিতরণ নিয়ে এখন থেকে এসইসি ঘন ঘন হস্তক্ষেপ করবে না। এজন্য মার্চেন্ট ব্যাংকগুলোকে দায়িত্ব দেয়া হয়েছে মার্জিন ঋণ বিতরণের জন্য একটি খসড়া তৈরি করার। মূলত তালিকাভুক্ত সিকিউরিটিজ বিবেচনায় এবং গ্রাহক ও ব্যাংকের সম্পর্কের ভিত্তিতে মার্জিন লোন বিতরণ করা হবে। এ খসড়া জমা দেয়ার পর এসইসি যাচাই-বাছাই করে মার্জিন লোন বিষয়ে দীর্ঘমেয়াদি নীতিমালা তৈরি করবে। এক্ষেত্রে এসইসি থেকে মার্জিনের সর্বোচ্চ সীমা বেধে দেয়া হতে পারে। এরপর মার্চেন্ট ব্যাংক ও ব্রোকারেজ হাউজগুলো তাদের সামর্থ্য মতো ঋণ বিতরণ করবে।
তালিকাভুক্ত বিভিন্ন কোম্পানির অস্বাভাবিক লেনদেনের বিরুদ্ধে স্টক এক্সচেঞ্জগুলো ব্যবস্থা গ্রহণ করতে পারবে বলে শাকিল রিজভী বলেন। এক্ষেত্রে স্টক এক্সচেঞ্জের ব্যবস্থাপনা কর্তৃপক্ষ কোম্পানির অস্বাভাবিক লেনদেনের বিষয়ে ব্যবস্থা গ্রহণের সিদ্ধান্ত এসইসিকে জানিয়ে দেবে। উল্লেখ্য, তালিকাভুক্ত কোম্পানির অস্বাভাবিক লেনদেনের বিরুদ্ধে স্টক এক্সচেঞ্জের ব্যবস্থা নেয়ার ক্ষমতা থাকলেও অধিকাংশ ক্ষেত্রেই সে ক্ষমতা প্রয়োগ করা হয়না।
Against the backdrop of recent share market crash, Finance Minister AMA Muhith will sit with the authorities of the 26 state owned enterprises (SoEs) on February10 to discuss the progress in offloading additional shares of the enterprises.
"The minister has decided to meet with the top officials of ministries and divisions as they failed to comply with the finance ministry directives on share offloading of the enterprises by the deadline," said a senior official of the banking division.
The official also said the country’s two stock exchanges will get a boost when SOEs shares will come into the market.
In September last year, Prime Minister Sheikh Hasina had approved the proposal of offloading of shares of concerned SOEs.
The banking division of the finance ministry on Monday issued a letter to the concerned ministries and divisions regarding the meeting at finance ministry.
In September last year, Finance Minister AMA Muhith said the share of eight SOEs would be released in the capital market within 20 days.
The SOEs are -Titas Gas, Atlas Bangladesh, Desco, Padma Oil, Meghna Oil, Jamuna Oil, Power Grid and Bangladesh Shipping Corporation (BSC).
Banking Division sources, however, said not a single SoE’s responded to the instruction during last three months.
Energy Division last week sent a request to the Banking Division for extending the deadline for off-loading the shares till March 30, which expired on Monday.
Earlier, the division at a meeting with finance minister agreed to off-load shares of four companies by January 31 of this year.
The government last year decided to offload 49 per cent stake in 26 SOEs and retain 51 per cent.
Shares of other SoEs, including Teletalk Bangladesh Limited, five star hotel including Sonargaon and Sheraton failed to off-load its government stake by December last year.
The government’s stake in multinational companies like Unilever Bangladesh Limited and Singer Bangladesh Limited is in the offloading list, according to a Finance Ministry document.
Finance Minister AMA Muhith last week said the ministry will sit with the companies within a week in a bid to accelerate the process of offloading its shares.
"We have instructed them to offload shares, but they are yet to comply with the directives," he said.
