পুঁজিবাজারে কারসাজির তদন্তে গঠিত কমিটির প্রধান খোন্দকার ইব্রাহিম খালেদ বলেছেন, ‘ঢাকা স্টক এক্সচেঞ্জ (ডিএসই) এবং চট্টগ্রাম স্টক এক্সচেঞ্জ (সিএসই) এবং সরকারি ও বিরোধী দলের যাঁরা ব্যবসায়ের সঙ্গে জড়িত তাঁদের মাধ্যমে পুঁজিবাজারে কারসাজির ঘটনা ঘটেছে। বিষয়টি অনৈতিক হলেও আইনের মধ্যেই এগুলো ঘটেছে।’ আজ বৃহস্পতিবার সকালে অর্থমন্ত্রীর বাসভবনে তদন্ত রিপোর্ট পেশ করার পর নিজ কার্যালয়ে তিনি সাংবাদিকদের এ কথা বলেন।
ইব্রাহিম খালেদ বলেন, ‘শেয়ারবাজারে সাম্প্রতিক উত্থান-পতনে অনেকগুলো পক্ষ সক্রিয় ছিল। সিকিউরিটিজ অ্যান্ড এক্সচেঞ্জ কমিশনের (সিএসই) অবহেলার কারণে এ ধরনের ঘটনা সংঘটিত হয়েছে। এসইসি আরও সক্রিয় থাকলে এমনটা হতো না।’ ইব্রাহিম খালেদ আরও বলেন, কারসাজির মাধ্যমে কিছু টাকা বিদেশে পাঠানো হয়েছে। এ ছাড়া তিনি বুক বিল্ডিং পদ্ধতি ও প্লেসমেন্ট শেয়ার বিক্রির বিষয়ও সাম্প্রতিক ঘটনায় সম্পৃক্ত বলে মনে করেন।
তদন্ত কমিটির সুপারিশ সম্পর্কে জানতে চাইলে ইব্রাহিম খালেদ বলেন, এসইসি সম্পূর্ণরূপে পুনর্গঠন করতে হবে। এ ছাড়া বুক বিল্ডিং পদ্ধতির সংস্কার, ডিএসই ও সিএসইর ডিমিউচুয়ালাইজেশনেরও সুপারিশ করা হয়েছে। প্রসঙ্গত, গত ২৭ জানুয়ারি বাংলাদেশ ব্যাংকের সাবেক ডেপুটি গভর্নর ও কৃষি ব্যাংকের চেয়ারম্যান খোন্দকার ইব্রাহিম খালেদকে প্রধান করে তিন সদস্যের কমিটি গঠন করা হয়। পরে আরেকজন সদস্য অন্তর্ভুক্ত করা হয়।
কমিটির সদস্যরা হলেন—বিআইবিএমের মহাপরিচালক তৌফিক আহমেদ চৌধুরী, আইসিএবির সাবেক সভাপতি মোহাম্মদ আবদুল বারী ও ব্যারিস্টার নিহাদ কবির। প্রথমে তিন মাসের মধ্যে প্রতিবেদন তৈরির কথা বলা হলেও পরে সময় কমিয়ে আনা হয়।
The investigation committee on the share- market scam submitted its report to Finance Minister AMA Muhith on Thursday morning, reportedly blaming mismanagement by the regulators and political influence from a vested quarter for the market debacle.
However, the findings reported by the investigators cannot be officially known until the disclosure comes from a press conference later in the day. "The finance ministry has arranged a press conference in the afternoon where Muhith will talk to journalists about the details of the report," said a competent source.
Earlier on Wednesday, Khondkar Ibrahim Khaled, the chief of the investigation committee, disclosed the matter to banglanews but declined to divulge anything about the findings.
On January 26, the government formed a three-member probe body headed by Khondaker Ibrahim Khaled to investigate the share-market scam that robbed many of around three million investors of their lifetime savings invested in stocks.
The two other members of the probe body are Director-General of Bangladesh Institute of Bank Management and General Secretary of Bangladesh Arthonitee Samity Dr Towfiq Ahmed Chowdhury and former president of ICAB Mohammad Abdul Bari.
Later, Barrister Nihad Kabir, lawyer of the Supreme Court, was co-opted in the probe body.
