২০১০ সালে সেকেন্ডারি মার্কেটের মূল্যস্ফীতি নিয়ন্ত্রণে আনতে এসইসি 'যথাসাধ্য' চেষ্টা করেছিলো দাবি করে চিঠিতে বলা হয়, 'বাংলাদেশ ব্যাংকও যদি ব্যাংক এবং আর্থিক প্রতিষ্ঠান কর্তৃক পুঁজিবাজারে অতিরিক্ত বিনিয়োগ শুরু থেকে আইন অনুযায়ী নিয়ন্ত্রণের চেষ্টা করতো, তাহলে সম্ভবত এই বিপর্যয় এড়ানো সম্ভব হতো।' কৃষি ব্যাংকের চেয়ারম্যান খোন্দকার ইব্রাহিম খালেদের নেতৃত্বাধীন চার সদস্যের ওই তদন্ত কমিটির প্রতিবেদনে এসইসির শীর্ষ পর্যায়ে রদবদলসহ প্রতিষ্ঠানটির পুনর্গঠনের সুপারিশ করা হয়। জবাবে এসইসি বলেছে, 'পুতকের রিপোর্টে এসইসিতে কর্মরত প্রায় ১০০ জন কর্মকর্তা-কর্মচারীর মধ্যে শুধু একজনের বিরুদ্ধে তথ্য-উপাত্তসহ সুনির্দিষ্ট অভিযোগ উত্থাপন করা হয়েছে। শুধু একজনের জন্য সমগ্র প্রতিষ্ঠানকে ঢালাওভাবে দুর্নীতির দায়ে অভিযুক্ত করা হয়েছে। কেনো প্রমাণ ছাড়া দুর্নীতির দায়ে অভিযুক্তির ফলে এই প্রতিষ্ঠানে কর্মরত সৎ যোগ্য কর্মকর্তা-কর্মচারীদের মনোবলের ওপর কি ধরনের প্রভাব বিস্তার করবে- তা বিবেচনা না করার বিষয়টি খুবই নিষ্ঠুরতার পর্যায়ে পড়ে।' চিঠির অধ্যায়ভিত্তিক পর্যালোচনায় বলা হয়েছে, 'কোনোরূপ প্রমাণ ছাড়া এসইসির মতো একটি গুরুত্বপূর্ণ ও স্পর্শকাতর সরকারি প্রতিষ্ঠানকে সিন্ডিকেশনের সাথে যুক্ত করার চেষ্টা সত্যের অপলাপ ছাড়া আর কিছুই না। ...এসইসি সিন্ডিকেশনের সাথে জড়িত- এ ধরনের মন্তব্য পক্ষপাতমূলক এবং অবিবেচনাপ্রসূত।" তদন্ত কমিটির প্রতিবেদনকে উদ্ধৃত করে চিঠিতে বলা হয়েছে, 'পুতকের সুপারিশমালার বিবিধ প্রসঙ্গে [পৃষ্ঠা ১৪৩, ৯.২৬ (ক)] বিও অ্যাকাউন্ট খোলার সময় টিআইএন নাম্বার দেওয়ার বিধান করার কথা বলা হয়েছে।' এর সঙ্গে দ্বিমত পোষণ করে এসইসি বলেছে, 'বর্তমানে প্রায় ৩৩ লাখ বিও অ্যাকাউন্ট থাকলেও দেশে টিআইএনধারীর সংখ্যা ৭/৮ লাখ হবে বলে ধারণা করা হয়। তাই এই সুপারিশ বাস্তবায়ন করলে প্রায় ২৫ লক্ষ বিও একাউন্ট বন্ধ করে দিতে হবে। এতে নেতিবাচক পরিস্থিতির উদ্ভব হতে পারে।' প্রতিবেদনের আরেকটি সুপরিশে [পৃষ্ঠা ১৪৩, ৯.২৬ (খ)] এসইসির অবসরপ্রাপ্ত, পদত্যাগকারী বা চাকরিচ্যুত কর্মকর্তা-কর্মচারীদের পুঁজিবাজারে সংশ্লিষ্ট হওয়া নিষিদ্ধ করার প্রস্তাব করেছে তদন্ত কমিটি। এর কারণ হিসাবে কমিটি বলেছে, 'তাদের' প্রভাব বিস্তারের সুযোগ থাকে এবং স্বার্থের সংঘাত সৃষ্টি হয়। জবাবে এসইসি বলেছে, 'পুতকের প্রধান বাংলাদেশ ব্যাংক থেকে অবসর গ্রহণের পর দীর্ঘ দিন একটি বেসরকারি ব্যাংকে ব্যবস্থাপনা পরিচালক হিসাবে কর্মরত ছিলেন। এই সুপারিশ বাস্তবায়ন হলে পুঁজিবাজার বিষয়ে অর্জিত অভিজ্ঞতা ও দক্ষতা বাজারের স্বার্থে কাজে লাগবে না এবং পুঁজিবাজার বিকাশে কোনো ভূমিকা রাখবে না। পৃথিবীর অন্য কোনো দেশে এ ধরনের নিষেধাজ্ঞা নেই বলেই আমরা জানি।'  
 
In a scathing response to the stocks crash probe report, the market regulators have said the committee lacked basic understanding of the market, relied more on perception than facts and failed to act neutrally.

"This inquiry report has generally relied more on perception," the SEC said in a letter to the finance ministry, "It will not be an easy task to take punitive action against anyone based on this report."

The eight-page "initial" response to the 300-page probe report, submitted to minister A M A Muhith on Apr 7, was sent to the banking division secretary last week, a highly-placed ministry source said.

The SEC chief, however, refused to comment on the matter.

Many of the proposals and recommendations showed the committee lacked "in-depth knowledge of how the capital market works", the SEC statement to the ministry said.

The probe committee recommended, the SEC pointed out, that the right issue proposals should not be made public until SEC approval. "In reality, if this information is not published the day the company board of directors approves of the right issue proposal, there will be an opportunity created for insider trading."

NOT IMPARTIAL

The SEC has also raised questions about the committee's neutrality.

"There is no denying that monetary policy or supply of money has an impact on the share market," the SEC said, "but this probe report completely ignores the banks' role in increasing the liquidity in the market and the different steps taken by the Bangladesh Bank in November 2010, and its subsequent impact on the capital market."

The regulators pointed out the probe committee chief, Khondkar Ibrahim Khaled, even told a daily newspaper that he had done that intentionally, so that attention did not divert from the SEC.

"If that is true, then you can question the neutrality of the probe committee," the SEC statement said.

"The SEC had tried its best to rein in the secondary market inflation in 2010. If the Bangladesh Bank had, in keeping with laws, also tried to check the banks and financial institutions from making excess investment in the capital market from the beginning, such a disaster could have been averted."

The letter further states, "The panel mostly criticised the handling of capital issue segment. In this regard, it recommended to take steps against executive director and chairman but avoided saying anything about the member concerned."

Apparently raising a question on the report's impartiality, the SEC letter pointed out, "Actually, the commission has no chance to approve or consider anything without the clearance of the member."

The member whose name—Yasin Ali—does not find a place in the letter also served as an executive director of the Bangladesh Bank before joining the SEC.

'IT'S CRUEL'

The letter further said the report had brought specific allegation with information against only one out of nearly 100 SEC officers and employees.

"The entire organisation was charged for corruption of only one person. It is very much cruel not to consider the impact of media reports on the honest officers and employees of the organisation."

About probe panel's recommendations on rules (P 143, 9.26 ka, where it talked about opening BO accounts with TIN), the SEC letter said: "Currently, there are some 3.3million BO accounts in the country, but the number of TIN holders would be around 0.7 to 0.8 million."

"If these proposed recommendations are implemented, 2.5million BO accounts will have to be closed, which will lead to a negative scenario," it stressed.

"In page 143 of the report," the letter went on, "the committee proposes to impose a ban on SEC's retired, resigned or forced out officers and employees, saying there may be chances for 'them' to influence the market and have clash of interest among themselves."

In response, SEC sounded critical of Khaled. "The panel chief worked as a managing director of a private bank for a long time after his retirement from the Bangladesh Bank. [He should understand that] If the proposal is implemented, the experience of the past employees will not be made use of towards the growth and development of the share market. No country has such a restriction, as per our knowledge."

"The SEC has been conducting all its activities in line with the law. The probe report could not cite a single example that it had taken any decision in violation of the law…," the letter added.

শেয়ার বাজারে অনিয়ম তদন্তে গঠিত কমিটির প্রতিবেদনের বিষয়ে তীব্র প্রতিক্রিয়া জানিয়ে সিকিউরিটিজ এন্ড এক্সচেঞ্জ কমিশন (এসইসি) বলেছে, পুঁজিবাজারের 'সাধারণ কর্মপদ্ধতি' সম্পর্কে 'স্পষ্ট ধারণা' না থাকায় কেবল সাধারণ ধারণার ভিত্তিতে এই প্রতিবেদন তৈরি করা হয়েছে। অর্থ মন্ত্রণালয়ে পাঠানো একটি চিঠিতে এসইসি বলেছে, 'এই তদন্ত রিপোর্টটি সাধারণভাবে ধারণার (পারসেপশন) ওপর ভিত্তি করে রচিত। এই রিপোর্ট অনুযায়ী কারো বিরুদ্ধে আইনগতভাবে ব্যবস্থা নেওয়া খুব সহজ হবে না।' গত ৭ এপ্রিল অর্থমন্ত্রী আবুল মাল আব্দুল মুহিতের কাছে জমা দেওয়া তদন্ত কমিটির ৩০০ পৃষ্ঠার ওই প্রতিবেদনের জবাবে গত সপ্তাহে ব্যাংক ও আর্থিক প্রতিষ্ঠান বিভাগের সচিবের বরাবরে আট পৃষ্ঠার এই চিঠি পাঠায় এসইসি। মন্ত্রণালয়ের একটি সূত্র বিষয়টি নিশ্চিত করেছে। এসইসির চেয়ারম্যান জিয়াউল হক খন্দকার স্বাক্ষরিত ওই চিঠির একটি অনুলিপি হাতে এসেছে। তবে এসইসি প্রধান এ বিষয়ে কোনো মন্তব্য করতে রাজি হননি। ওই চিঠিতে পুঁজিবাজার তদন্ত কমিটিকে সংক্ষেপে 'পুতক' নামে উল্লেখ করেছে এসইসি। এতে বলা হয়েছে, 'পুতক বাংলাদেশ ব্যাংকের পক্ষে এবং এসইসির বিপক্ষে তাদের অবস্থান স্পষ্ট করেছে এবং তথ্যের সত্যতা সম্পর্কে কোনোরূপ যাচাই-বাছাই ছাড়াই মন্তব্য করেছে।' প্রতিবেদনের বিভিন্ন প্রস্তাব ও সুপারিশ দেখে এসইসির কাছে 'প্রতিয়মান' হয়েছে যে, পুঁজিবাজারের সাধারণ কর্মপদ্ধতি সম্পর্কেই কমিটির 'সম্যক ধারণার' অভাব রয়েছে।

পুঁজিবাজার তদন্ত কমিটির প্রতিবেদনের উপর মন্তব্য' শিরোনামে ওই চিঠির শুরুতেই বলা হয়েছে, পুতকের প্রতিবেদনে শেয়ার বাজারের সা¤প্রতিক উত্থান-পতনের জন্য এসইসিকে 'ব্যাপকভাবে' দায়ী করা হলেও এসব বিষয়ে কখনোই এসইসির কোনো ব্যাখ্যা নেওয়া হয়নি। পুতক এ সব বিষয়ে এসইসির লিখিত ব্যাখ্যা নিলে প্রতিবেদনটি আরো তথ্যভিত্তিক হতো।

চলতি সপ্তাহেই বাংলাদেশ ফান্ডের নিবন্ধন প্রক্রিয়া সম্পন্ন হবে। রাষ্ট্রায়ত্ত আটটি প্রতিষ্ঠানের মধ্যে সংগঠিত ফান্ডের ট্রাস্টি ডিড ও বিনিয়োগ চুক্তিনামায় সিকিউরিটিজ অ্যান্ড এঙ্চেঞ্জ কমিশনের (এসইসি) দেওয়া অনুমোদনের লিখিত প্রজ্ঞাপন কপি হাতে পেলেই এ নিবন্ধন শুরু হবে। আজ রবিবার লিখিত আকারে এ প্রজ্ঞাপন জারি করা হতে পারে বলে এসইসি সূত্রে জানা গেছে। উদ্যোক্তা প্রতিষ্ঠান আইসিবির ব্যবস্থাপনা পরিচালক ফায়েকুজ্জামান কালের কণ্ঠকে বলেন, 'বাংলাদেশ ফান্ডের উদ্যোক্তা রাষ্ট্রায়ত্ত আটটি প্রতিষ্ঠানের ব্যবস্থাপনা পরিচালককে এক জায়গায় এনে এ নিবন্ধন করতে হবে।' ঢাকা সাব রেজিস্ট্রারের কার্যালয়ে এ নিবন্ধন করতে হবে। প্রয়োজনে সাব রেজিস্ট্রারের অধীন গঠিত কমিশন আইসিবির কার্যালয়েও এ নিবন্ধন সম্পন্ন করতে পারবে বলে জানান তিনি।
নিবন্ধন শেষ হলে তাঁর সত্যায়িত ফটোকপি আবার এসইসিতে জমা দিতে হবে উল্লেখ করে তিনি জানান, এসইসির কাছ থেকে পুনরায় এ ফান্ডের রেজিস্ট্রেশন করাতে হবে। এ দায়িত্ব পালন করবে ইস্যু মানেজার কম্পানি আইসিবি অ্যাসেট ম্যানেজমেন্ট। প্রাথমিকভাবে উদ্যোক্তা অংশের দেড় হাজার কোটি টাকা নিয়ে বিনিয়োগ কার্যক্রম শুরু করা হবে। এটা করতে এ সপ্তাহ পার হয়ে যেতে পারে। উল্লেখ্য, গত ১৮ এপ্রিল এসইসি রাষ্ট্রায়ত্ত আটটি প্রতিষ্ঠানের মধ্যে সংগঠিত ট্রাস্টি ডিড ও বিনিয়োগ চুক্তিনামায় অনুমোদন দেয় এসইসি।



Dhaka Stock Exchange has decided to launch an internal committee to investigate the allegations that were raised against the bourse in a probe report on the recent stockmarket scam.
“It was decided in a board meeting of the bourse that an investigation committee will be formed with non-elected directors of the DSE after the government releases the probe report officially,” said a DSE director, who was present at the meeting on Thursday.
Although the share scam probe report is yet to be released officially by the government, the media published the report. The report alleged that some member of the DSE got price sensitive information prior to legitimate declaration and made hefty profit.
“The DSE committee's prime responsibility will be to find out the members and officers, who got prior information and reaped financial benefit,” said the DSE director asking for anonymity.
All members present at the meeting denied the allegations of the probe report and claimed it was not true, while some members said it is not an investigative report at all.
“We will take action on the allegations of the probe report for the greater interest of the market,” said a member, who was present at the meeting.
Some directors claimed that the report has no specific allegations because share placement business was not illegal.
The omnibus account is a matter of merchant banks and investors would get only statements at the end of the day; so how the probe committee could name people for manipulating in disguise of an omnibus account, said a director.
“The report named 100 people without hearing, so we can say that it is not ethical,” a DSE official said.
Some of the directors claimed that the probe report is a substandard document, which is enough to defame the government.
They claimed that the focus of the probe committee was to investigate why the market crashed, but there was “no clear mention of it” in the report.

কারসাজির মাধ্যমে পুঁজিবাজারকে যাঁরা কলঙ্কিত করেছেন তাঁদের বিচার হওয়া উচিত বলে মনে করেন সাধারণ বিনিয়োগকারীরা। ১৯৯৬-এর মতো ঘটনা ধামাচাপা না দিয়ে প্রকৃত দোষীদের আইনের আওতায় এনে সাজা দেওয়ার দাবি জানিয়েছে তারা। রনি তালুকদার নামের এক বিনিয়োগকারী কালের কণ্ঠকে বলেন, 'যাঁরা শেয়ারবাজারে কারসাজি করেছেন তাঁদের ধরা অনেক কঠিন হলেও সরকার চাইলে অপরাধীদের শাস্তি দেওয়া সম্ভব।' মেহেদী হাসান নামের এক বিনিয়োগকারী বলেন, 'আইনের চোখে সবাই সমান। তাই কে রাঘব বোয়াল, আর কে পুঁটি মাছ তা যাচাই-বাছাই করার প্রয়োজন নেই। শেয়ারবাজারের কয়েক লাখ মানুষকে পথে বসানোর ক্ষেত্রে অবশ্যই কারো না কারো কারসাজি আছে। এ বিষয়ে তদন্ত কমিটি প্রতিবেদন দিয়েছে। এখন সরকারের উচিত দ্রুত দোষীদের শাস্তির ব্যবস্থা করা।'
একটি নন-ব্যাংকিং আর্থিক প্রতিষ্ঠানে কর্মরত আছেন রফিকুল ইসলাম। শেয়ারবাজারে তিনিও বিনিয়োগ করেছেন। রফিকুল ইসলাম বলেন, 'তদন্ত প্রতিবেদনে যাঁদের নাম এসেছে তাঁদের বেশির ভাগ সম্পর্কে আমরা জানি। তাঁরা শেয়ারবাজার নিয়ে দীর্ঘদিন ধরে খেলছেন। এবার সময় এসেছে তাঁদের শাস্তি দেওয়ার।' গার্মেন্ট ব্যবসার পাশাপাশি শেয়ারবাজারে বিনিয়োগ করেছেন মিরপুরের শাহ জামাল। তিনি বলেন, তদন্ত প্রতিবেদনে অনেক কিছুই বের হয়ে এসেছে। সরকার যদি আন্তরিক হয় তাহলে দোষীদের বিরুদ্ধে ব্যবস্থা নেওয়া সম্ভব। অনেক বিনিয়োগকারীর আশঙ্কা, শেষ পর্যন্ত সরকার পিছু হটতে পারে। কয়েকজনকে লোক দেখানো সাজা দেওয়া হলেও আসল অভিযুক্তরা ধরাছোঁয়ার বাইরে থেকে যাবেন। আমিনুর রহমান নামের এক বিনিয়োগকারী বলেন, 'পত্রিকায় যাঁদের নাম ও ছবি ছাপা হয়েছে, তাঁরা অনেক শক্তিশালী। তাঁদের সাজা দেওয়া অনেক কঠিন হবে।' মাজেদ খান নামের এক বিনিয়োগকারী কালের কণ্ঠকে বলেন, তদন্ত প্রতিবেদনে এসইসি ও ডিএসইর বিভিন্ন কর্মকর্তার নাম এসেছে। তাঁদেরও আইনের আওতায় এনে শাস্তি দিতে হবে।

Dhaka Stock Exchange has decided to launch an internal committee to investigate the allegations that were raised against the bourse in a probe report on the recent stockmarket scam.
“It was decided in a board meeting of the bourse that an investigation committee will be formed with non-elected directors of the DSE after the government releases the probe report officially,” said a DSE director, who was present at the meeting on Thursday.
Although the share scam probe report is yet to be released officially by the government, the media published the report. The report alleged that some member of the DSE got price sensitive information prior to legitimate declaration and made hefty profit.
“The DSE committee's prime responsibility will be to find out the members and officers, who got prior information and reaped financial benefit,” said the DSE director asking for anonymity.
All members present at the meeting denied the allegations of the probe report and claimed it was not true, while some members said it is not an investigative report at all.
“We will take action on the allegations of the probe report for the greater interest of the market,” said a member, who was present at the meeting.
Some directors claimed that the report has no specific allegations because share placement business was not illegal.
The omnibus account is a matter of merchant banks and investors would get only statements at the end of the day; so how the probe committee could name people for manipulating in disguise of an omnibus account, said a director.
“The report named 100 people without hearing, so we can say that it is not ethical,” a DSE official said.
Some of the directors claimed that the probe report is a substandard document, which is enough to defame the government.
They claimed that the focus of the probe committee was to investigate why the market crashed, but there was “no clear mention of it” in the report.

আইসিবির ব্যবস্থাপনা পরিচালক ফায়েকুজ্জামান বলেন, ‘৫ হাজার কোটি টাকার বাংলাদেশ ফান্ড নিয়ে হতাশ হওয়ার কিছু নেই। এসইসি সময়ের অভাবে হয়ত এ ফান্ডের জন্য কোন ধরনের প্রণোদনা দিতে পারেনি। কিন্তু চলতি সপ্তাহের মধ্যেই বাংলাদেশ ফান্ডের বিনিয়োগ শুরু হবে ।’ প্রাথমিকভাবে ১ হাজার ৫শ’ কোটি টাকা দিয়ে এর কার্যক্রম শুরু হবে বলেও জানান তিনি। এদিকে এরই মধ্যে সংশ্লিষ্ট সহ-উদ্যোক্তা প্রতিষ্ঠানগুলো তাদের টাকা দেওয়ার প্রস্তাব পরিচালনা পর্ষদের বৈঠকে অনুমোদন করিয়ে নিয়েছে। এখন রেজিস্ট্রেশন প্রক্রিয়া সম্পন্ন করে বিনিয়োগ নামবে।

Finance Minister AMA Muhith on Saturday said restructuring the stockmarket regulator has become “extremely difficult” saying that there is dearth of qualified people.

While talking to the editors and chiefs of different newspapers and television channels at the Secretariat, he said that there are so many problems at the Securities and Exchange Commission (CSE) that it is quite impossible for one to go there, learn and solve the problems.

“The Securities and Exchange Commission requires a legal expert. But after thorough head-hunting, we could not find anyone with adequate knowledge of the capital market,” he said.

The Independent Editor Mahbubul Alam, Financial Express Editor Moazzem Hossain, News Today Editor Reazuddin Ahmed, Samokal Editor Golam Sarwar, the Sun Editor Prof Anwar Hossain and Channel-i Head of News Shykh Siraj were among those who attended the meeting.

UNB adds: Muhith said the auditing of chartered account (AC) firms is not “up to the mark,” in response to suggestions about a proactive role for the government in the capital market to gain investors’ confidence.

He observed that there is no relation between their audit firms’ reports and the ground reality.

The minister also pointed out the other big economic challenge for the government- managing inflation, and in particular, tackling the prices of essentials

Chief executive officers of four mobile operators met the prime minister's establishment and administrative affairs adviser, HT Imam, on licence renewals yesterday.
The meeting of the four CEOs -- Tore Johnsen of Grameenphone, Ahmed Abou Doma of Banglalink, Michael Kuehner of Robi and Mehboob Chowdhury of Citycell -- was successful, said a top official of a telecom operator to The Daily Star.
The four mobile operators are supposed to renew their licences by November.
HT Imam has assured the mobile companies that he will take the issues up with the appropriate quarters, including the finance minister, said the official.
Four issues have been placed before the adviser: business-friendly spectrum fees, fees to be paid in installments, taking the social obligation fund off the guideline and the non-licensing issues to be taken out of the guideline.
After a meeting on April 12 with the mobile operators, the telecom ministry declared that the spectrum fees could be submitted in installments, the social obligation fund would be 0.5 percent of revenue earnings and the non-licensing issues would be taken off the licence document.
According to the posts and telecommunication ministry, the financial issues of the renewal process fall within the purview of the finance ministry. They will judge the fees that have been fixed by the Bangladesh Telecommunication Regulatory Commission (BTRC) in the 2G (second generation) draft licensing guideline.
According to the draft guideline, four mobile operators will have to pay a total of Tk 12,118 crore in spectrum fees. Grameenphone will have to pay the highest -- Tk 5,504 crore, Banglalink Tk 2,994 crore, Robi Tk 3,000 crore, and Citycell Tk 620 crore.

অর্থমন্ত্রী আবুল মাল আবদুল মুহিত বলেছেন, সিকিউরিটিজ অ্যান্ড এক্সচেঞ্জ কমিশন (এসইসি) পুনর্গঠন খুবই কঠিন। বিষয়টি এমন পর্যায়ে চলে গেছে যে সেখানে বসে বসে কেউ কিছু শিখে এসইসি চালাবে—এমন পরিস্থিতি এখন নেই। আজ দুপুরে সচিবালয়ে বিভিন্ন জাতীয় দৈনিক ও ইলেকট্রনিক গণমাধ্যমের সম্পাদক ও প্রতিনিধিদের সঙ্গে অনুষ্ঠিত প্রাক-বাজেট মতবিনিময় সভায় তিনি এসব কথা বলেন।
এসইসির চেয়ারম্যান নিয়োগ দেওয়া প্রসঙ্গে আবুল মাল আবদুল মুহিত বলেন, ‘দেখা গেল অনেক মাথা ঠুকে একজনকে পেলাম, তবে তিনি শেয়ারবাজার সম্পর্কে বিশেষ কিছু জানেন না।’

"SEC reform is a very tough task as efficient persons for it are yet to be found," said the minister at a pre-budget exchange-of-views meeting with editors of different news media at his ministry Saturday.

"After getting one, it was found out that he doses not know well about stock market...but now there is no scope for learning about the market after appointment," he told the editors.

Muhith also said SEC needs legal expert and chartered accountant. But the system which is being followed by the CA firm to conduct company audit lacks quality as there are gulf of differences between the audit report and the real condition of the company.

Changes to the nine posts of Executive Director (ED) are also likely. Two posts of ED are now vacant, however. One out of five member posts of the commission also remained vacant for long, while the watchdog looked like a lame duck in the face of brouhaha on the bourses in recent times.

"The government will take initiative to ensure accountability of the SEC and to bring the country’s two bourses under a same umbrella," said one of the sources.

There are speculations over appointment of the next SEC chairman. However, in the meantime, the names of some prospective persons in this regard were proposed to the Finance Ministry.

Former president of ICAB Jamal Uddin, former country manager of City Bank NA Mamun Rashid and Tariff Commission Chairman Mojibur Rahman are among those tipped for the post of SEC Chairman. But all depends on the Prime Minister’s nod, sources added.

অর্থমন্ত্রী আবুল মাল আবদুল মুহিত বলেছেন, পুঁজিবাজার নিয়ন্ত্রক সংস্থার (এসইসি) পুনর্গঠন খুবই কঠিন একটি কাজ। এসইসি’র জন্য যোগ্য লোক পাওয়া যাচ্ছে না। অনেক মাথা খাটিয়ে হয়তো একজন পাওয়া গেলো, কিন্তু দেখা যায় যে তিনি পুঁজিবাজার সম্পর্কে ভালো ধারণা রাখেন না। কিন্তু পরিস্থিতি এমন জায়গায় পৌছে গেছে যে, সেখানে (এসইসি) বসে বসে কাজ শিখবে এমন সুযোগও আর নেই। শনিবার সকালে অর্থ মন্ত্রণালয়ে বিভিন্ন গণমাধ্যমের সম্পাদকদের সাথে এক প্রাক-বাজেট মতবিনিময় সভায় তিনি এ কথা বলেন। অর্থমন্ত্রী বলেন, এসইসি’র জন্য একজন ভালো আইন বিশেষজ্ঞ এবং চার্টার্ড অ্যাকাউন্টেন্ডেন্ট (সিএ) প্রয়োজন। কিন্তু সিএ ফার্মগুলো যে পদ্ধতিতে প্রতিষ্ঠানের (কোম্পানির) হিসাব-নিকাশ তৈরি করে, সেগুলো মানসম্মত নয়। দেখা যায় যে, তাদের অডিট রিপোর্টের সাথে কোম্পানির বাস্তব অবস্থার অনেক পার্থক্য রয়ে গেছে।
