শেয়ারবাজার :::: বাজেটে পুঁজিবাজারের জন্য ভর্তুকি দেওয়া এবং পূর্ব ঘোষিত ১৫ দফা বাস্তবায়নের দাবিতে বুধবারও অবস্থান কর্মসূচি ও মানববন্ধন করছেন ঢাকার বিনিয়োগকারীরা।

ডিএসইর মূল ফটকের সামনে দুপুর ২টা থেকে পুঁজিবাজার বিনিয়োগকারী ঐক্য পরিষদের ব্যানারে সারিবদ্ধভাবে লাইনে দাঁড়িয়ে তারা এ কর্মসূচি পালন করছেন।

এ কর্মসূচি বিকেল তিনটা পর্যন্ত চলবে।এ কর্মসূচি বাজেট ঘোষণার আগ পর্যন্ত চলবে বলে ঐক্য পরিষদের আহ্বায়ক মিজানুর রশিদ চৌধুরী জানান।

পরিষদের দাবিগুলো হচ্ছে- বাংলাদেশ ব্যাংকের নির্ধারিত আর্থিক প্রতিষ্ঠানগুলোর এসএলআর ও সিআরআর’র হার কমানো, আর্থিক প্রতিষ্ঠানগুলোর বিনিয়োগের হার ২০ শতাংশ নির্ধারণ করা (যা বর্তমানে ২ থেকে ২ দশমিক ৫ শতাংশের বেশি নয়), দুর্নীতিবাজদের পুনরায় পুঁজিবাজারে বিনিয়োগে বাধ্য করার মাধ্যমে শাস্তি দেওয়ার ব্যবস্থা করা, গত অর্থ বছরে আর্থিক প্রতিষ্ঠানগুলো পুঁজিবাজার থেকে যে মুনাফা অর্জন করেছে তা পুঁজিবাজারে বিনিয়োগে বাধ্য করা, আর্থিক প্রতিষ্ঠান কোম্পানি পরিচালকদের বোনাস ও রাইটস শেয়ার থেকে প্রাপ্ত শেয়ার বিক্রিতে এক বছর স্থগিতাদেশ ঘোষণা করা, প্লেসমেন্টর টাকা অতিদ্রুত ফেরত দিয়ে শেয়ারবাজারে বিনিয়োগের ব্যবস্থা করা, অর্থ মন্ত্রণালয়, বাংলাদেশ ব্যাংক, সিকিউরিটি অ্যান্ড এক্সচেঞ্জ কমিশন, ডিএসসি, সিএসই থেকে একজন করে প্রতিনিধি ও সাধারণ বিনিয়োগকারীদের ৩ জন প্রতিনিধি নিয়ে ৭ জনের সমম্বয়ে মার্কেট মনিটরিং সেল গঠন করা।

এছাড়া অযৌক্তিক হারে প্রিমিয়াম নিয়ে প্রাইমারি শেয়ার বাজারে আসা বন্ধ করা, মার্জিন লোনের হার ১ঃ২ কার্যকর করা, ব্রোকারেজ হাউজ ও মার্চেন্ট ব্যাংগুলোর শেয়ার লেনদেনে কমিশন ন্যূনতম ০ দশমিক ২৫ শতাংশ ধার্য করা, শেয়ারবাজারের সঠিক সূচক নির্ণয় করা, বাজেটে কালো টাকা সাদা করার জন্য শর্ত সাপেক্ষে শেয়ারবাজারে বিনিয়োগ করার সুযোগ দেওয়া, শক্তিশালী মৌল ভিত্তিসম্পন্ন শেয়ারের ক্ষেত্রে উর্ধ্বমুখি মূল্য ১০ শতাংশ থেকে ২০ শতাংশ করা, ন্যাশনাল স্টক এক্সচেঞ্জ গঠন করা এবং মার্চেন্ট ব্যাংক ও ব্যাংকার্স অ্যাসোসিয়েশনের দাবিগুলো বাস্তবায়ন করা।




Move to hike interest rates on savings tools


The government has moved to increase sales of savings instruments by raising their interest rates and cutting taxes on profit, as sales marked a fall in the outgoing fiscal year.
A government committee has recommended raising the rate of interest on all types of savings instruments by 0.5 percent to 1 percent and cutting taxes on profit by 5 percent.
A seven-member committee led by Bangladesh Bank Deputy Governor Ziaul Hasan Siddiqui last week submitted the recommendations to the government.
The committee was formed in January to make recommendations after reviewing tax structure on various types of savings instruments.
In the current fiscal year, the rate of interest on various savings instruments was cut by 1 percent to 1.5 percent. On the other hand, 10 percent tax was imposed on the profit.
The committee recommended the rate of interest on Paribar Sanchaypatra at 12.05 percent from existing 11.04 percent, Pensioner Sanchaypatra at 11 percent from 11.80 percent now, and five-year Bangladesh Sanchaypatra at 11.55 percent from existing 10.5 percent.
The interest rate on three-year Sanchaypatra and Post Office Sanchaypatra will rise to 10.76 percent from existing 10.25 percent, and five-year Wage Earners' Development Bond to 11.80 percent from 10.5 percent now.
The committee said Paribar Sanchaypatra is now sold to women and the highest interest is paid on it considering the buyers' segment as a group lagging behind.
But as no socio-economic class is specified as to who will be able to buy those, the higher sales of Paribar Sanchaypatra are mainly confined to the middle and upper-class families, as they invest in this savings instrument through women.
The committee said, in future it should be specified to which socio-economic class this savings instruments will be sold. Besides, the committee members also felt tax should be imposed on these savings instruments.
Finance ministry officials said, under Strengthening Public Expenditure Management Programme they conducted a country-wide survey in December to know which classes of people purchase savings instruments.
The survey showed that 99.43 percent people made investment in the category of Tk one lakh or more. Of these, 82.59 percent opted for the range of Tk 5 lakh or more and 46 percent made investment in the category of Tk 15 lakh or above.
The study found that the investment coming through the savings instruments is not actually from the lower and lower middle classes. The high rate of interest given on these savings instruments is actually enjoyed by the middle and higher middle class people.
The committee also suggested re-evaluation of the savings instruments.
Of the existing 10 savings instruments and bonds, there is no tax imposed on five. Of the rest, tax is deducted at a rate of 10 percent on four and 20 percent tax is imposed on prize bonds.
The committee said the proposal made by it to increase the rate of interest will cost the government an additional Tk 60 crore.
A member of the committee said, if the rate of interest on savings instrument is raised excessively, it will increase the rate of interest on bank loans and deposits, and the government expenditure will go up.
So they have recommended fixing a pragmatic rate of interest, the member said.

শেয়ারবাজার :::: অস্বাভাবিকভাবে দর বৃদ্ধির কারণ জানতে চেয়ে ঢাকা স্টক এক্সচেঞ্জের (ডিএসই) পাঠানো নোটিশের জবাবে ব্যাংকিং খাতের প্রতিষ্ঠান ইস্টার্ন ব্যাংক জানিয়েছে এ ব্যাপারে তাদের কাছে কোনও মূল্য সংবেদনশীল তথ্য নেই।

ডিএসইর ওয়েবসাইটে বুধবার এ তথ্য প্রকাশ করা হয়েছে।

সাম্প্রতিক সময়ে অস্বাভাবিকভাবে এ প্রতিষ্ঠান শেয়ার দর বাড়তে থাকায় তাদেরকে এর কারণ জানতে চেয়ে নোটিশ দিয়েছিল ডিএসই।

In reply to a question from A M Mahbub Uddin Khokan MP, he said 1090 MW has been added to the national grid until May in the current fiscal year.

He said another 616 MW would be added to the national grid by the end of this fiscal year, closing on June 30.

Replying to a question from Qazi Keramat Ali MP, Huq said, "If the government plan is implemented in time, power cuts will start to reduce by November and supply of electricity will cross the demand at the end of 2012."

According to Bangladesh Power Development Board (BPDB), country's 47 percent population is currently under electricity coverage.

The state minister responding to another query from reserved seat MP Rawshan Jahan Sathi said that state-run BPDB had some 2 million authorised consumers across the country.

The parliament session chaired by deputy speaker Shawkat Ali started around 7:30pm.

শেয়ারবাজার :::: দ্বিতীয় বারের মতো দেশের সেরা পাঁচ রপ্তানিকারককে সম্মানিত করেছে শীর্ষ স্থানীয় আর্ন্তজাতিক ব্যাংক দি হংকং অ্যান্ড সাংহাই করপোরেশন (এইচএসবিসি)।

মঙ্গলবার রাতে এ উপলক্ষে ঢাকার সোনারগাঁও হোটেলে আয়োজিত এক অনুষ্ঠানের আয়োজন করা হয়। অনুষ্ঠানে পাঁচটি ভিন্ন ক্যাটাগরিতে ২০১০ সালের ব্যবসায়িক উৎকর্ষতা এবং দেশের অর্থনীতিতে অবদান রাখার জন্য পদক তুলে দেওয়া হয়।

অনুষ্ঠানে প্রধান অতিথি ছিলেন পরিকল্পনা মন্ত্রী এ কে খন্দকার। সম্মানিত অতিথি ছিলেন কেলগ স্কুল অব ম্যানেজম্যান্টের অধ্যাপক ও পৃথিবী খ্যাত বিপণন বিশেষজ্ঞ ড. ফিলিপ কটলার।

শেয়ারবাজার :::: দেশের দুই পুঁজিবাজার ঢাকা স্টক এক্সচেঞ্জ(ডিএসই) ও চট্টগ্রাম স্টক এক্সচেঞ্জে (সিএসই) বুধবার সূচকের ওঠানামায় লেনদেন চলছে।

এদিন লেনদেনে শুরুর প্রথম ৫ মিনিটে ডিএসইর সূচক ৯ পয়েন্টের মতো বাড়ে। তবে সকাল ১১টা ৫ থেকে সোয়া ১১টা পর্যন্ত সূচক ৩০ পয়েন্টের মতো পড়ে যায়। এর পরের ১৫ মিনিট আবার সূচক বাড়ে। পরবর্তীতে বেলা সাড়ে ১১টা থেকে পৌনে ১২টা পর্যন্ত সূচক কমে।

বেলা ১২টার দিকে ডিএসইর সাধারণ সূচক আগের দিনের চেয়ে ৩ দশমিক ৫২ পয়েন্ট বেড়ে দাঁড়িয়েছে ৫ হাজার ২৪৫ দশমিক ৩০ পয়েন্টে।

অন্যদিকে বেলা ১২টা ৯ মিনিটে সিএসইর সাধারণ সূচক ৩০ পয়েন্ট বেড়ে উঠে যায় ১০ হাজার ৬৫৭ পয়েন্টে।

ডিএসইর ওয়েবসাইট সূত্রে জানা যায়, বুধবার প্রথম একঘণ্টায় ডিএসইতে লেনদেন হয় মোট ২৩৬টি প্রতিষ্ঠানের। এর মধ্যে দাম বেড়েছে ১৫৬টির, কমেছে ৭৪টির এবং অপরিবর্তিত রয়েছে ৬টি প্রতিষ্ঠানের দাম।

এ সময়ে ডিএসইর সার্বিক সূচক আগের দিনের চেয়ে ২ পয়েন্ট বেড়ে উন্নীত হয় ৪ হাজার ৯৪৪ পয়েন্টে। লেনদেন হয় মোট ২২৮ কোটি টাকার শেয়ার ও ইউনিট।

প্রথম একঘণ্টায় লেনদেনের ভিত্তিতে (টাকায়) শীর্ষে রয়েছে পিএলএফএসএল।

সিএসইর ওয়েবসাইট সূত্রে জানা যায়, বুধবার লেনদেনের প্রথম একঘণ্টায় সিএসইতে লেনদেন হয় মোট ১৪৪টি প্রতিষ্ঠানের। এর মধ্যে দাম বেড়েছে ৮৬টির, কমেছে ৪৭টির এবং অপরিবর্তিত রয়েছে ১১টি প্রতিষ্ঠানের দাম।

এ সময়ে সিএসইর সাধারণ সূচক ৩০ পয়েন্ট বেড়ে উঠে আসে ১০ হাজার ৬৫৭ পয়েন্টে।লেনদেন হয় মোট ৩৯ কোটি ৪৫ লাখ টাকার শেয়ার ও ইউনিট।

শেয়ারবাজার :::: শতভাগ বাস্তবায়ন ও মূল্যস্ফীতি স্থিতিশীল রাখার লক্ষ্যে নিয়ে মহাজোট সরকারের তৃতীয় মেয়াদের বাজেট পেশ হতে যাচ্ছে আগামীকাল বৃহস্পতিবার।

২০১১-১২ অর্থবছরের জাতীয় বাজেটের পরিমাণ হচ্ছে ১ লাখ ৬৩ হাজার কোটি টাকা। বিদায়ী অর্থবছরে বাজেট ছিল ১ লাখ ৩২ হাজার ২৭০ কোটি টাকার।

এবার উন্নয়ন বাজেটে থাকছে ৪৭ হাজার কোটি টাকা। আর রাজস্ব বাজেটে ১ লাখ ১৬ হাজার কোটি টাকা।

এ বাজেটে জাতীয় আয় বা জিডিপি প্রবৃদ্ধি লক্ষ্যমাত্রা নির্ধারণ করা হতে পারে ৬ দশমিক ৯ শতাংশ থেকে ৭ শতাংশ।

এদিন জাতীয় সংসদ অধিবেশনে ২০১১-১২ অর্থবছরের জাতীয় বাজেট প্রস্তাব পেশ করবেন অর্থমন্ত্রী আবুল মাল আবদুল মুহিত।

এ সময় রাষ্ট্রপতি জিল্লুর রহমানের উপস্থিত থাকার কথা রয়েছে।

এটি হবে বাংলাদেশের ৪১তম বাজেট। আর জাতীয় সংসদের ২৯তম বাজেট।

অর্থমন্ত্রী হিসেবে এটি হবে আবুল মাল আবদুল মুহিতের পেশ করা পঞ্চম বাজেট।

The Ministry of Finance is set to propose a deficit of Tk 450 billion in the next budget, which might see higher inflation and more joblessness.

Sources in the Finance Ministry say inflation has been estimated at 7.5 percent with a targeted gross domestic product (GDP) growth of 7 percent for financial year 2011-12.

The estimated budget deficit will be 5 percent of the country’s GDP which is likely to be projected at Tk 9016.43 billion. The GDP for the current fiscal year is shown at Tk 7874.95 billion.

Like the outgoing fiscal year, the budget deficit will be met mostly from domestic resources, especially bank borrowing, Finance Ministry officials said. The deficit this year is Tk 390 billion.

Some Tk 210 billion of the deficit in the total size of the budget at Tk 1635.00 billion will come from external sources, the officials added. The estimated size of the next year’s budget shows a 22 percent increase on the current budgetary outlay.

"The huge deficit may instigate inflation while the borrowing from the banking system may deprive the private sector of required loans for investment and job creation," an expert said when his attention was drawn to the possible higher budget deficit.

Currently, the unemployment rate is 32 percent. Also, the rural food inflation rose to 15 percent in April, according to Bangladesh Bureaus of Statistics.

According to the Finance Ministry sources, non-development expenditures in the next fiscal year may stand at around Tk 1100.00 billion, more than 20 percent up from the outgoing fiscal year’s expenditures.

The officials said major pressure will also come from subsidy in energy, fertiliser and food. Together the figure will stand at Tk 250 billion.

"The government, in a bid to give the people relief from power crisis, has taken an initiative to set up rental power plants quickly and that is one of key reasons of rising energy subsidy," an official said.

The government is going to fix a target of raising revenue earning by 27 percent to deal with the pressure of making adjustment with the additional costs.

The revenue earning target has been set at Tk 1184.19 billion and the lion’s portion of it will come from the tax collected by National Board of Revenue (NBR) in the forms of income tax and value added tax (VAT).

Former finance adviser to the previous interim government Dr AB Mirza Azizul Islam said a big budget and huge budget deficit would create increasing pressure on the local inflation.

"Big budget will not help enhance the GDP growth due to problems in implementing development projects," he said, adding that more funds would be diverted from the banking channels to meeting the deficit.

Despite the low implementation, the government has taken another big annual development programme of Tk 460 billion for the next fiscal year, Mirza Aziz pointed out.

The government has slashed down the size of the annual development programme of the outgoing fiscal year by Tk 45 billion to Tk 358.30 billion.

সূত্র জানায়, পুঁজিবাজারে কার্যকর ভূমিকা রাখতে একটি শক্তিশালী তহবিল গঠনের লক্ষ্যে বাংলাদেশ ফান্ডের জন্য সরকারের কাছে বেশ কিছু সুবিধা চাওয়া হয়েছে। এর মধ্যে ফান্ডের বিনিয়োগ থেকে অর্জিত মুনাফা ও লভ্যাংশ করমুক্ত রাখা এবং সরকারি প্রতিষ্ঠানের আইপিওর ১০ শতাংশ অভিহিত মূল্যে বরাদ্দ করার বিষয়টি ইতিবাচকভাবে বিবেচনা করা হচ্ছে। 'বাংলাদেশ ফান্ডের' মাধ্যমে পুঁজিবাজারে শর্তসাপেক্ষে অপ্রদর্শিত অর্থ (কালো টাকা) বিনিয়োগের সুযোগ দেওয়ার বিষয়টি বিবেচনায় রয়েছে। এসব সুবিধা দেওয়া হলে বাংলাদেশ ফান্ডের প্রতি বিনিয়োগকারীদের আগ্রহ বাড়বে। এতে ভবিষ্যতে পুঁজিবাজারে স্থিতিশীলতা নিশ্চিত করার মতো পর্যাপ্ত তহবিল গঠন করা সম্ভব হবে, যা বাজারে অস্বাভাবিক উত্থান-পতন নিয়ন্ত্রণে কার্যকর ভূমিকা রাখতে পারবে।
এদিকে ইউনিট কেনাবেচা শুরু না হলেও উদ্যোক্তা অংশের দেড় হাজার কোটি টাকায় ফান্ডের বিনিয়োগ কার্যক্রম (শেয়ার কেনাবেচা) অব্যাহত রয়েছে বলে সংশ্লিষ্ট সূত্রে জানা গেছে। গতকাল মঙ্গলবার জনতা ব্যাংক ২০০ কোটি টাকা এবং রূপালী ব্যাংক ১০০ কোটি টাকার বাকি অংশ ফান্ড ব্যবস্থাপনা প্রতিষ্ঠান ইনভেস্টমেন্ট করপোরেশন অব বাংলাদেশকে (আইসিবি) সরবরাহ করেছে। এ ছাড়া অন্য উদ্যোক্তারাও ফান্ডের জন্য বরাদ্দ অর্থ অনুমোদন করে রেখেছে।
ফান্ডের উদ্যোক্তাদের মধ্যে সোনালী ব্যাংক শুরুতেই তাদের প্রতিশ্রুত ২০০ কোটি টাকা জমা দিয়েছে। আইসিবির পরিচালনা পর্ষদও ৫০০ কোটি টাকা অনুমোদন করে রেখেছে। শেয়ার কেনার জন্য যখন যেটুকু প্রয়োজন, সে পরিমাণ অর্থ দিয়েছে আইসিবি। অন্য উদ্যোক্তারা শুরুতে আংশিক অর্থ ছাড় করলেও ধীরে ধীরে সব টাকা জমা দিতে শুরু করেছে। বিনিয়োগের প্রয়োজন অনুযায়ী ওই অর্থ গ্রহণ করা হবে। বাজার পরিস্থিতি অনুযায়ী যেদিন যে পরিমাণ অর্থ বিনিয়োগ করা প্রয়োজন, বাংলাদেশ ফান্ড তা করছে। এ কাজে এখন পর্যন্ত কোনো অর্থ সংকট দেখা দেয়নি।
বাংলাদেশ ফান্ডের প্রধান উদ্যোক্তা আইসিবির ব্যবস্থাপনা পরিচালক মো. ফায়েকুজ্জামান সামগ্রিক বিষয়ে মঙ্গলবার কালের কণ্ঠকে বলেন, বাজেটের পর ফান্ডের বাকি তহবিল সংগ্রহ ও ইউনিট ক্রয়-বিক্রয়ের ঘোষণা দেওয়া হবে। শেয়ারবাজারের স্থিতিশীলতা ধরে রাখার জন্যই বাংলাদেশ ফান্ড গঠন করা হয়েছে। সেই লক্ষ্যে ফান্ডের উদ্যোক্তা অংশের টাকা বিনিয়োগ করা হচ্ছে। অধিকাংশ উদ্যোক্তাই তাদের অংশের টাকা পরিশোধ করেছেন। বাজার পরিস্থিতি অনুযায়ী বিনিয়োগ করতে গিয়ে এখন পর্যন্ত কোনো অর্থ সংকট দেখা দেয়নি।

The Ministry of Finance is set to propose a deficit of Tk 450 billion in the next budget, which might see higher inflation and more joblessness.

Sources in the Finance Ministry say inflation has been estimated at 7.5 percent with a targeted gross domestic product (GDP) growth of 7 percent for financial year 2011-12.

The estimated budget deficit will be 5 percent of the country’s GDP which is likely to be projected at Tk 9016.43 billion. The GDP for the current fiscal year is shown at Tk 7874.95 billion.

Like the outgoing fiscal year, the budget deficit will be met mostly from domestic resources, especially bank borrowing, Finance Ministry officials said. The deficit this year is Tk 390 billion.

Some Tk 210 billion of the deficit in the total size of the budget at Tk 1635.00 billion will come from external sources, the officials added. The estimated size of the next year’s budget shows a 22 percent increase on the current budgetary outlay.

"The huge deficit may instigate inflation while the borrowing from the banking system may deprive the private sector of required loans for investment and job creation," an expert said when his attention was drawn to the possible higher budget deficit.

Currently, the unemployment rate is 32 percent. Also, the rural food inflation rose to 15 percent in April, according to Bangladesh Bureaus of Statistics.

According to the Finance Ministry sources, non-development expenditures in the next fiscal year may stand at around Tk 1100.00 billion, more than 20 percent up from the outgoing fiscal year’s expenditures.

The officials said major pressure will also come from subsidy in energy, fertiliser and food. Together the figure will stand at Tk 250 billion.

"The government, in a bid to give the people relief from power crisis, has taken an initiative to set up rental power plants quickly and that is one of key reasons of rising energy subsidy," an official said.

The government is going to fix a target of raising revenue earning by 27 percent to deal with the pressure of making adjustment with the additional costs.

The revenue earning target has been set at Tk 1184.19 billion and the lion’s portion of it will come from the tax collected by National Board of Revenue (NBR) in the forms of income tax and value added tax (VAT).

Former finance adviser to the previous interim government Dr AB Mirza Azizul Islam said a big budget and huge budget deficit would create increasing pressure on the local inflation.

"Big budget will not help enhance the GDP growth due to problems in implementing development projects," he said, adding that more funds would be diverted from the banking channels to meeting the deficit.

Despite the low implementation, the government has taken another big annual development programme of Tk 460 billion for the next fiscal year, Mirza Aziz pointed out.

The government has slashed down the size of the annual development programme of the outgoing fiscal year by Tk 45 billion to Tk 358.30 billion.

আজ বেলা সাড়ে ১২টা থেকে বিকেল তিনটা পর্যন্ত বিনিয়োগকারীদের একটি অংশ ডিএসই কার্যালয়ের সামনে এই অবস্থান কর্মসূচি পালন করেন।
এ সময় বিনিয়োগকারীরা পুঁজিবাজারের সাম্প্রতিক বিপর্যয়ের জন্য অর্থমন্ত্রী ও বাংলাদেশ ব্যাংকের গভর্নরকে দায়ী করে তাঁদের পদত্যাগ দাবি করেন। একই সঙ্গে বাজারে স্থিতিশীলতা ফেরাতে প্রধানমন্ত্রীর হস্তক্ষেপও কামনা করা হয়। বাংলাদেশ পুঁজিবাজার বিনিয়োগকারী ঐক্য পরিষদের ব্যানারে এ কর্মসূচি পালন করা হয়।
