পুঁজিবাজার অস্থিরতা তদন্তে গঠিত কমিটির প্রতিবেদনের ওপর সংশ্লিষ্ট সংস্থাগুলো মতামত দিচ্ছে জানিয়ে অর্থমন্ত্রী আবুল মাল আবদুল মুহিত বলেছেন, সে সব পর্যালোচনার পরই সরকার এ বিষয়ে বক্তব্য দেবে। রোববার সচিবালয়ে সাংবাদিকদের প্রশ্নের জবাবে মন্ত্রী এ কথা বলেন। মুহিত জানান, সিকিউরিটিজ এন্ড এক্সচেঞ্জ কমিশন (এসইসি) ইতোমধ্যে তদন্ত প্রতিবেদনের বিষয়ে তাদের মতামত মন্ত্রণালয়ে পাঠিয়েছে। গত ৭ এপ্রিল অর্থমন্ত্রী আবুল মাল আব্দুল মুহিতের কাছে জমা দেওয়া তদন্ত কমিটির ৩০০ পৃষ্ঠার ওই প্রতিবেদনের জবাবে গত সপ্তাহে ব্যাংক ও আর্থিক প্রতিষ্ঠান বিভাগের সচিবের বরাবরে আট পৃষ্ঠার এই চিঠি পাঠায় এসইসি। এতে বলা হয়েছে, পুঁজিবাজারের 'সাধারণ কর্মপদ্ধতি' সম্পর্কে 'স্পষ্ট ধারণা' না থাকায় কেবল সাধারণ ধারণার ভিত্তিতে এই প্রতিবেদন তৈরি করেছে তদন্ত কমিটি।

" কৃষি ব্যাংকের চেয়ারম্যান খোন্দকার ইব্রাহিম খালেদের নেতৃত্বাধীন চার সদস্যের ওই তদন্ত কমিটির প্রতিবেদনে এসইসির শীর্ষ পর্যায়ে রদবদলসহ প্রতিষ্ঠানটির পুনর্গঠনের সুপারিশ করা হয়। এসইসির চিঠির বিষয়ে প্রশ্ন করা হলে অর্থমন্ত্রী সাংবাদিকদের বলেন, "এ বিষয়ে আমি কোনো মন্তব্য করবো না।" তিনি বলেন, "আমরা তদন্ত প্রতিবেদন পর্যালোচনা করছি। সংশ্লিষ্ট সংস্থাগুলোর কাছে মতামত জানতে চাওয়া হয়েছে। সেটা দেখে আমাদের মতামত জানাবো।" তদন্ত কমিটি প্রতিবেদন জমা দেওয়ার পর অর্থমন্ত্রী বলেছিলেন, প্রয়োজনে আংশিক সম্পাদনা করে ১০ থেকে ১৫ দিনের মধ্যে তদন্ত কমিটির প্রতিবেদনটি প্রকাশ করা হবে। প্রতিবেদনটি কবে প্রকাশ করা হবে জানতে চাইলে মুহিত রোববার সাংবাদিকদের বলেন, "তা আমি বলতে পারবো না।"
The finance minister has said the lack of foreign investment is creating unsteadiness in the banks in the country.

"The amount of foreign investment in the country is very little. It should be raised," A M A Muhith told a seminar on Saturday.

"Private enterprisers are investing in power and communication sectors to a large extent. But they are collecting money from internal sources. Those who will complete the construction work of elevated-express way also think of collecting money from the banks of the country," he added.

It was said in the seminar that the total investment in the country during the Sixth Five-year Plan (2011-'15) was estimates at Tk 13.3 trillion, whose 92.8 percent would come from internal sources.

The seminar, titled 'Macro-Economics Performance: Vision, Realities, Strategies, Constrains and Future Prospect', was organised by the Palli Karma-Sahayak Foundation (PKSF).

"At least 50 percent of the investment in the private power sector should be from foreign sources," Muhith said.

Earlier, in his meeting with editors at the Secretariat, he said, "We need huge foreign investment as it is only 1.4 percent of the country gross domestic production. It should be three percent."

PKSF chairman Qazi Kholiquzzaman Ahmad said, "Present inflation is 12 percent, which needs to be cooled down for poor peoples' sake."

He suggested co-ordination of country's growth and inflation.

Dhaka Stock Exchange has decided to launch an internal committee to investigate the allegations that were raised against the bourse in a probe report on the recent stockmarket scam.
"It was decided in a board meeting of the bourse that an investigation committee will be formed with non-elected directors of the DSE after the government releases the probe report officially," said a DSE director, who was present at the meeting on Thursday.
Although the share scam probe report is yet to be released officially by the government, the media published the report. The report alleged that some member of the DSE got price sensitive information prior to legitimate declaration and made hefty profit.
"The DSE committee's prime responsibility will be to find out the members and officers, who got prior information and reaped financial benefit," said the DSE director asking for anonymity.
All members present at the meeting denied the allegations of the probe report and claimed it was not true, while some members said it is not an investigative report at all.
"We will take action on the allegations of the probe report for the greater interest of the market," said a member, who was present at the meeting.
Some directors claimed that the report has no specific allegations because share placement business was not illegal.
The omnibus account is a matter of merchant banks and investors would get only statements at the end of the day; so how the probe committee could name people for manipulating in disguise of an omnibus account, said a director.
"The report named 100 people without hearing, so we can say that it is not ethical," a DSE official said.
Some of the directors claimed that the probe report is a substandard document, which is enough to defame the government.
They claimed that the focus of the probe committee was to investigate why the market crashed, but there was "no clear mention of it" in the report.
"Investors want to know why the market experienced such a big debacle, but the committee failed to fulfil the expectations," said another director, asking not to be named.
"I know some investors, who have bought more than Tk 10 crore shares of one company but the probe committee did not mention their names."
"I have no idea why the probe committee did not name them," he added.

: Two Bangladeshi firms signed deals with two Indian business organisations here Saturday, as India’s commerce minister held extensive trade talks with government officials in Dhaka.

Sanjoy Lalbhai, Managing Director of Arabind Textile Mills of India, signed a deal with Abdul Musabbir Ahmed, Managing Director of Nitol Group of Bangladesh.

Another accord was signed by Shoulash Agarwal, Managing Director of Advent Enterprise of India, and Helal Uddin, Proprietor of Nilomoy Traders of Bangladesh.

Importing fabrics from Indian Arabinda Textile Mills, Nitol Group will supply the item to the garment factories of Bangladesh while Nilomoy Traders will market kitchen electronics in Bangladesh importing from Advent Enterprise of India.

Indian Commerce Minister Ananda Sharma and Bangladesh Finance Minister Abul Maal Abdul Muhith were present at the agreement-signing ceremony.

Among others, Commerce Minister Faruk Khan, Food Minister Abdur Razzak, SAARC Chamber of Industry President Anisul Haq, Indian High Commissioner Rajeet Mitter and Indian apex trade-body FICCI president Horse Mariala were also present.

FBCCI President AK Azad greeted Indian Commerce Minister Ananda Sharma on his visit to Bangladesh.

Azad urged Sharma to take initiative for removing the existing “tariff and non-tariff barriers to exporting Bangladeshi products to India”.

He also requested the Indian business delegation to invest more in Bangladesh

কৃষি ব্যাংকের চেয়ারম্যান এবং পুঁজিবাজারের অস্থিরতা নিয়ে গঠিত তদন্ত কমিটির প্রধান খন্দকার ইব্রাহিম খালেদের কাছে ১শ' কোটি টাকা ক্ষতিপূরণ চেয়ে লিগ্যাল নোটিশ দেয়া হয়েছে। বাংলাদেশ থাই এলুমিনিয়াম (বিডি-থাই) লিমিটেড নামক প্রতিষ্ঠানের পক্ষে ওই ক্ষতিপূরণ দাবি করা হয়েছে।
আগামী ১৫ দিনের মধ্যে দাবিকৃত ক্ষতিপূরণের টাকা পরিশোধ এবং অসত্য তথ্যের জন্য লিখিত ক্ষমা প্রার্থনা করা না হলে আইনগত ব্যবস্থা নেয়া হবে বলে নোটিশে উল্লেখ করা হয়েছে।
সুপ্রিম কোর্টের আইনজীবী এ কিউ এম সোহেল রানা আজ রোববার এ লিগ্যাল নোটিশ প্রেরণ করেছেন।
নোটিশে বলা হয়েছে, শেয়ার কেলেঙ্কারীর সাথে নোটিশদাতার মক্কেলের প্রতিষ্ঠানের নাম জড়িয়ে অসত্য, মিথ্যা, অশালীন, বিভ্রান্তিকর ও মানহানিকর বক্তব্য দেয়া হয়েছে। এতে তার মক্কেলের সামাজিক, আর্থিক ব্যবসায়িক ও কোম্পানির প্রচণ্ড সুনামের ক্ষতি হয়েছে।
প্রসঙ্গত, গত ৭ এপ্রিল খন্দকার ইব্রাহিম খালেদ পুঁজিবাজারের ধসের ঘটনায় তদন্ত প্রতিবেদন সরকারের কাছে জমা দেন। এর পর থেকেই বিভিন্ন মহলে এর পক্ষে-বিপক্ষে সমালোচনার ঝড় বইছে।
এর আগে ১৮ এপ্রিল খন্দকার ইব্রাহিম খালেদের বিরুদ্ধে ঢাকার মহানগর মুখ্য হাকিমের (সিএমএম) আদালতে একটি মামলা দায়ের করা হয়। তবে মহানগর হাকিম বাদীর জবানবন্দি গ্রহণের পর ওই দিনই মামলাটি খারিজ করে দিয়েছেন।

শর্তসাপেক্ষে এমআই সিমেন্টকে পুঁজিবাজারে তালিকাভুক্ত করার সিদ্ধান্ত নিয়েছে সিকিউরিটি এক্সচেঞ্জ কমিশন-এসইসি।
রোববার এসইসি সভাকক্ষে বিশেষ সভায় এ সিদ্ধান্ত হয়েছে বলে এসইসি’র এক কর্মকর্তা  জানিয়েছেন।

রোববার দুপুরে এসইসি, ডিএসই, সিএসই’র যৌথ ওই সভায় সিদ্ধান্ত হয়েছে, খুব দ্রুত সময়ে এমআই সিমেন্ট তালিকাভুক্তির তারিখ নির্ধারণ করা হবে।

এদিকে শর্তসাপেক্ষে এমআই সিমেন্টকে পুঁজিবাজারে তালিকাভুক্ত করার সিদ্ধান্তের মধ্যে রয়েছে - কোম্পানির তালিকাভুক্ত হওয়ার পর ছয় মাসের মধ্যে বুকবিল্ডিং মূল্যের কম হলে সেই কম মূল্যের ভর্তুকি দিতে হবে এমআই সিমেন্টকে।
এজন্য এমআই সিমেন্টকে  ব্যাংক গ্যারান্টি হিসেবে পাঁচ কোটি টাকা জমা দিতে হবে।
এ শর্তেই এমআই সিমেন্টকে তালিকাভুক্ত করা হচ্ছে বলে জানিয়েছেন এসইসি’র ওই কর্মকর্তা



GP network upgrade troubles users


Grameenphone (GP) subscribers have been facing disrupted services in some places for the last few days due to ongoing upgrading in the mobile operator's network.
The subscribers are facing call drop, internet disruption or connectivity problems in the network, and the upgrade will take four to six weeks more to complete, GP officials said.
Kazi Monirul Kabir, chief communication officer of Grameenphone, said they are also getting complaints through their call centres. He said the company is now working on network swapping and is refreshing the entire network.
Usually, the base transceivers recognise the telephone numbers but when swap is done it takes longer time to recognise the numbers. That is the cause of the problem, Kabir said.
Tanveer Mohammad, chief technology officer of the operator, said upgrading work is being done in phases. Already the company has upgraded networks in Sylhet and Mymensingh areas and is now working on Dhaka city. The whole country has been divided into 200 clusters, said the official.
Mohammad said work in the Bashundhara, Uttara, Badda and Gulshan-2 areas was completed last week, and the rest of the city network would be completed by the next month.
By May, the Dhaka subscribers will enjoy better network performances, the official said.
By October 2011, the entire network of the country would be upgraded and it will work better, he said, adding that the subscribers will get better internet services also.
Grameenphone has the biggest subscriber base with 3.19 crore users, according to the Bangladesh Telecommunication Regulatory

সিকিউরিটিজ অ্যান্ড এক্সচেঞ্জ কমিশনের (এসইসি) আইন ভঙ্গ করায় আইসিবি ইসলামিক ব্যাংক, ব্যাংকের পরিচালক, ব্যবস্থাপনা পরিচালক ও কোম্পানি সচিবকে কারণ দর্শানোর নোটিশ দিয়েছে এসইসি। একই সঙ্গে ব্যাংকটির কর্মকর্তাদের এ সংক্রান্ত শুনানির জন্যও ডেকেছে পুঁজিবাজার নিয়ন্ত্রক সংস্থা।
ডিএসইর ওয়েবসাইটে প্রকাশিত এক সংবাদে জানানো হয়েছে, প্রতিষ্ঠানটির সম্পদ পুনর্মূল্যায়নের মূল্য সংবেদনশীল তথ্য প্রদানের ক্ষেত্রে গত ২৩ ফেব্রুয়ারি ২০০০ সালে প্রকাশিত এসইসির নোটিফিকেশনের শর্ত ভঙ্গ করায় এই শুনানি নোটিশ দেওয়া হয়।

DSE to probe scam allegations


Dhaka Stock Exchange has decided to launch an internal committee to investigate the allegations that were raised against the bourse in a probe report on the recent stockmarket scam.
“It was decided in a board meeting of the bourse that an investigation committee will be formed with non-elected directors of the DSE after the government releases the probe report officially,” said a DSE director, who was present at the meeting on Thursday.
Although the share scam probe report is yet to be released officially by the government, the media published the report. The report alleged that some member of the DSE got price sensitive information prior to legitimate declaration and made hefty profit.
“The DSE committee's prime responsibility will be to find out the members and officers, who got prior information and reaped financial benefit,” said the DSE director asking for anonymity.
All members present at the meeting denied the allegations of the probe report and claimed it was not true, while some members said it is not an investigative report at all.
“We will take action on the allegations of the probe report for the greater interest of the market,” said a member, who was present at the meeting.
Some directors claimed that the report has no specific allegations because share placement business was not illegal.
The omnibus account is a matter of merchant banks and investors would get only statements at the end of the day; so how the probe committee could name people for manipulating in disguise of an omnibus account, said a director.
“The report named 100 people without hearing, so we can say that it is not ethical,” a DSE official said.
Some of the directors claimed that the probe report is a substandard document, which is enough to defame the government.
They claimed that the focus of the probe committee was to investigate why the market crashed, but there was “no clear mention of it” in the report.
“Investors want to know why the market experienced such a big debacle, but the committee failed to fulfil the expectations,” said another director, asking not to be named.
“I know some investors, who have bought more than Tk 10 crore shares of one company but the probe committee did not mention their names.”
“I have no idea why the probe committee did not name them,” he added.

In a scathing response to the stocks crash probe report, the market regulators have said the committee lacked basic understanding of the market, relied more on perception than facts and failed to act neutrally.

"This inquiry report has generally relied more on perception," the SEC said in a letter to the finance ministry, "It will not be an easy task to take punitive action against anyone based on this report."

The eight-page "initial" response to the 300-page probe report, submitted to minister A M A Muhith on Apr 7, was sent to the banking division secretary last week, a highly-placed ministry source said.

bdnews24.com has obtained a copy of the SEC statement, signed by chairman Ziaul Haque Khandoker.

The SEC chief, however, refused to comment on the matter.

Many of the proposals and recommendations showed the committee lacked "in-depth knowledge of how the capital market works", the SEC statement to the ministry said.

The probe committee recommended, the SEC pointed out, that the right issue proposals should not be made public until SEC approval. "In reality, if this information is not published the day the company board of directors approves of the right issue proposal, there will be an opportunity created for insider trading."

NOT IMPARTIAL

The SEC has also raised questions about the committee's neutrality.

"There is no denying that monetary policy or supply of money has an impact on the share market," the SEC said, "but this probe report completely ignores the banks' role in increasing the liquidity in the market and the different steps taken by the Bangladesh Bank in November 2010, and its subsequent impact on the capital market."

The regulators pointed out the probe committee chief, Khondkar Ibrahim Khaled, even told a daily newspaper that he had done that intentionally, so that attention did not divert from the SEC.

"If that is true, then you can question the neutrality of the probe committee," the SEC statement said.

"The SEC had tried its best to rein in the secondary market inflation in 2010. If the Bangladesh Bank had, in keeping with laws, also tried to check the banks and financial institutions from making excess investment in the capital market from the beginning, such a disaster could have been averted."

The letter further states, "The panel mostly criticised the handling of capital issue segment. In this regard, it recommended to take steps against executive director and chairman but avoided saying anything about the member concerned."

Apparently raising a question on the report's impartiality, the SEC letter pointed out, "Actually, the commission has no chance to approve or consider anything without the clearance of the member."

The member whose name—Yasin Ali—does not find a place in the letter also served as an executive director of the Bangladesh Bank before joining the SEC.

'IT'S CRUEL'

The letter further said the report had brought specific allegation with information against only one out of nearly 100 SEC officers and employees.

"The entire organisation was charged for corruption of only one person. It is very much cruel not to consider the impact of media reports on the honest officers and employees of the organisation."

About probe panel's recommendations on rules (P 143, 9.26 ka, where it talked about opening BO accounts with TIN), the SEC letter said: "Currently, there are some 3.3million BO accounts in the country, but the number of TIN holders would be around 0.7 to 0.8 million."

"If these proposed recommendations are implemented, 2.5million BO accounts will have to be closed, which will lead to a negative scenario," it stressed.

"In page 143 of the report," the letter went on, "the committee proposes to impose a ban on SEC's retired, resigned or forced out officers and employees, saying there may be chances for 'them' to influence the market and have clash of interest among themselves."

In response, SEC sounded critical of Khaled. "The panel chief worked as a managing director of a private bank for a long time after his retirement from the Bangladesh Bank. [He should understand that] If the proposal is implemented, the experience of the past employees will not be made use of towards the growth and development of the share market. No country has such a restriction, as per our knowledge."

"The SEC has been conducting all its activities in line with the law. The probe report could not cite a single example that it had taken any decision in violation of the law…," the letter added.
